11、 requirements regarding these job positions, should receive appropriate training to understand their roles and responsibilities in achieving conformance with the ehs policy and procedures and with the requirements of the ehs management system, including emergency preparedness and response requiremen

12、ts; personnel who conduct internal auditing should attend relevant internal auditing knowledge and skill training for ehs management system arranged by the company. as for the senior management, awareness training on iso14001 and ohsas18001 standard should be provided. ehs committee and ehsms projec

13、t team are responsible for coordinating the training deployment within the whole company. the company defines special operations needing special safety training according to relevant regulations. only those who have passed the examinations and obtained the special operation licenses issued by the lo

14、cal authorities are allowed to take these work positions. for some high risk operations/activities, the company may require specific training for relevant employees and arrange regular refresh training courses and keep the records properly. ehsms 4.4.3 协商和沟通(信息交流) 公司建立并维护【ehs 信息交流与协商管理程序】(ehs-4.4.3-

15、20006),用于环境、职业健 康安全管理信息的内部和外部沟通。 内部交流:内部交流: 公司 ehs 方针必须至少一年一次在 ehs 委员会会议上审议并公布于众。通过以下几个途径进 行 ehsms 信息的内部交流。 部门内部会议,如晨会/班前会议等。 公司ehsms工作小组会议 公司ehs委员会例会 公司或部门布告栏 公司e-mail系统和公司内部网络 公司鼓励每位员工参与有关提高工作场所安全和健康的活动,所有员工都有权利和义务纠正或 报告安全方面的不符合/不安全状况,并避免其再发生。员工的参与包括: a. 参与方针和程序的制定,实施和评审 b.参与可能影响作业场所人员职业健康安全的任何变化的

16、讨论. c.参与 ehs 事务的管理 d.了解职业健康安全员工代表、及 ehs 管理者代表 外部交流:外部交流: china campus 环境、职业健康和安全方针应是公布于众,为公司相关方所能获得。任何相关 的要求每个公司员工通过直接或间接的将外部 ehsms 要求转达或交递至公司环境、职业健康和安 全管理者代表或 ehs 部门。 对于外界要求的响应主要由 ehs 管理者代表负责。 公司 ehs 委员会讨论并落实外部相关方要求。 各部门 ehs 代表根据公司外部信息交流要求负责本部门的对外相关方的信息交流。 ehsms 4.4.3 communication and consultation

17、 the company establishes and maintains the 【ehs communication and consultation management procedure】 (ehs-4.4.3-20006) for internal and external ehs communication. internal communication: company ehs policy should be reviewed during the ehs committee meeting it should be communicated to all employee

18、s and be available to the public. ehs internal communications is carrying out via but not limited to the following approaches: department internal meeting, such as morning meeting/tool-box meeting, etc.; ehsms team meeting; ehs committee meeting; bulletin board; internal e-mail system and intranet.

19、each employee is encouraged to actively participate in the promotion of a safe and healthful workplace. the company encourages and facilitates direct and anonymous employee notifications to management of ehs issues and/or concerns, without reprisals. each employee has responsibility and right to rep

20、ort or correct the unsafe condition to prevent it reoccurrence 。 employee involvement includes: a. employees are involved in the development and review of policies and procedures to manage risks; b. employees are consulted where there are any changes that affect workplace health and safety; c. emplo

21、yees are represented on environmental, health and safety matters; and d. employees are informed as to who is their employee oh ppe management relevant employees shall take training courses on how to use and keep ppe properly. they must use ppe correctly. the supervisors/managers shall make sure that

22、 ppe are distributed in time and supervise the ppe use. ehsms4.4.6.2 preventive maintenance the company implements preventive maintenance of dangerous/special equipment such as fork trucks, hoists/cranes, and pressure vessels, and works out a preventive maintenance list. there is a specific maintena

23、nce plan for each dangerous equipment/area (including equipment with suppliers operation whether the measures taken are appropriate to the magnitude of problems and commensurate with the oh ehsms auditing and evaluation records are maintained by ehs dept. other ehsms records should be maintained by

24、related departments per company instructions. retention time for ehsms records should be defined by ehs department or related departments. however, if there are regulatory requirements regarding the retention time of recordkeeping, the legal required retention time for recordkeeping should be follow

25、ed up. ehsms 4.5.5 环境、职业健康和安全管理体系审核 公司建立【ehs 管理体系审核和评审程序】(ehs-4.5.5-20012),ehs 部门在公司环境、 健康和安全管理者代表的指导下负责制订内审计划,组织并实施一年一次的内审。这一审核的目的 在于确保本公司的 ehs 管理体系得到良好保持并落实 iso14001 和 ohsas18001 的要求。所有的 审核报告均应分发给各相关部门。 ehsms 4.6 管理评审 公司最高管理者即公司总经理,每年对环境、职业健康安全管理体系的运行情况进行一次评审, 根据环境、职业健康安全管理者代表提供的体系运行情况和绩效报告,充分评价健康

26、和安全管理体 系的持续适用性和有效性。 管理评审输入应包括以下内容: 环境、健康与安全方针; 目标、指标和管理方案的执行情况; 适用法律和法规的要求; 内部管理体系审核结果; 相关方的抱怨及要求; 全年环境事故、工伤和职业病的发生率; 管理体系综合执行情况(如:环境行为/绩效、安全检查执行效果;应急反应程序的有效性 等); 上一次管理评审对体系运行所提建议的实施情况等 管理评审输出应包括以下内容: 管理体系运行效果的评价结果 适用法律法规的符合性评价结果 持续改进管理体系的建议 对客户或相关方要求的反馈意见 ehsms 4.5.4 ehsms audit establish【ehs ms au

27、dit and review procedure 】(ehs-4.5.5-20012). under the direction of ehs management rep., ehs department develops the annual internal audit plan, and organizes the internal audit at lease once per year. the purpose of the internal audit is to determine whether or not the ehs management system conform

28、s to planned arrangements for ehs management including the requirements of iso14001 and ohsas18001 specification, has been properly implemented and maintained, and is effective in meeting the companys policy and objectives. the audit report should be delivered to all related departments. ehsms 4.6 m

29、anagement review the top management (i.e. the company gm) shall review the ehs system once a year to ensure its continuing suitability, adequacy and effectiveness based on the system operation and performance reports provided by ehs management rep. the management review inputs shall include: ehs pol

30、icy objectives, targets and management programs applicable legal requirements internal audit results complaints and requirements from interested parties annual accidents or occupational diseases rate status of the system implementation (e.g. environmental performance, safety inspection results, and

31、effectiveness of emergency response procedure, etc.), and status of suggestions proposed at last management review meeting, etc. the management review outputs shall include: evaluation results of the system effectiveness evaluation results of legal compliance suggestions for continuous improvement of the system feedbacks to custome
