3、is the supplementary provisionsChapter I General ProvisionsArti cle 1 in order to st reng then the cons tmction and management of city road lighting facilities, to ensure the city road lighting facilities in good condition and safe operation, according to the provisions of the State Council city man

4、agement regulations and Regulations road of Chengdu municipal engineering facilities management, combined with the actual Chengdu City, formulated.Second units and individuals engaged in the planning, construetion, maintenance, management and use of urban road lighting facilities within the urban pl

5、anning area of this Municipality shall comply with these measures.The third Chengdu Municipal Engineering Administration is the Department responsible for the constmetion, maintenance and management of urban road lighting facilities， and is responsible for organizing the imp1ementation of these meas

6、ures.The municipal administrative departments of municipal engineering facilities shall be responsible for the supervision and administration of urban road lighting facilities in accordance with the prescribed administrative authority.Construetion， planning, public security, landscaping and other re

7、levant departments shall, according to their respective responsibilities, do well in the management of urban road lighting facilities.Fourth urban road lighting facilities are national property, and any unit and individual should take good care of it, and have the right to report violations of these

8、 measures.The second chapter is planning and constructionFifth plans for urban road lighting facilities, construction and renovation plans should be incorporated into urban road constmction, renovation planning and annual construction plan.Six th urban road lighting faci lit ies planning and cons tr

9、ue tion plan by the Municipal Constmetion Committee, Municipal Engineering Administration formulated, and submitted to the Municipal People s government for approval.The plan for the renovation of urban road lighting facilities shall be compiled by the Municipal Engineering Administration and submit

10、ted to the Municipal Construetion Committee for approval.Seven th new reside ntial development, transforms tion of the old city area and city developme nt, the cons true tion unit must put the city road lighting facilities as defined in the city planning into the construction plan, the construction

11、plan approved by the Municipal Engineering Administration review, should be imp1emented simuItaneously with the main project.Eighth urban road lighting facilities design and constmetion, must comply with the urban road lighting facilities planning and state regulations of the technical standards, te

12、chnical specifications, operating procedures.New light sources, new materials, new technologies and new equipment should be adopted in the construction and renovation of urban road lighting facilities.Ninth, the design and construetion of lighting facilities in urban roads must be undertaken by prof

13、essional tearns with corresponding qualifiestion levels. City road lighting facilities after the completion of the development and constmetion unit shall promptly apply to the Municipal Engineering Management Bureau, the Municipal Construetion Committee, municipal engineering administration in conju

14、nction with the relevant units of acceptance, before delivery, incorporated into the normal management.Tenth urban road lighting facilities construetion and transformation of funding sources:(1) the construction of new urban roads lighting facilities shall be arranged by the financial departments ac

15、cording to the urban construction projects;(two) the constmetion of urban road lighting facilities in new residential areas, development zones and urban old cities shall be under taken by the development and construe tion units;(three) the Municipal Engineering Management Bureau raises the construet

16、ion funds through other channels(1) unauthorized use of power supply for urban road lighting facilities shall be ordered to make corrections within a time limit, and a fine of not less than RMB one hundred yuan but not less than one thousand yuan shall be imposed.(two) Whoever illegally attaches to

17、the urban road lighting facilities, erect communications lines (cables), closed-circuit television lines (cables), or instails other facilities, shall be ordered to make corrections within a time limit, and a fine of not less than two hundred yuan but not less than one thousand yuan shall be imposed

18、.(three) if the surrounding area occupies the lighting facilities of the urban road or ar bi trarily disman tie or move the urban road lighting facilities, it shall be ordered to make corrections within a time limit, and a fine of not less than one thousand yuan but not less than five thousand yuan

19、shallbe imposed.(four) if advertisements are set up on the lighting facilities of urban roads without authorization, they shall be ordered to make corrections within a time limit, and a fine of not less than one thousand yuan but not more than five thousand yuan shall be imposed.(five) unauthorized

20、excavation of roads on urban roads and endangering the lighting facilities of urban roads shall be punished in accordance with the provisions of the regulations of the Chengdu Municipality on the administration of municipal engineering facilities (forty-second regulations).Twenty-fourth refuse or ob

21、struct the municipal engineering facilities management staff to perform official duties according to law, by the public security organs in accordance with the provisions of the Regulations of the People s Republic of China public security administrative punishment; constitute a crime, shall be inves

22、tigated for criminal responsibility according to law.If the twenty-fifth party refuses to accept the decision on administrative penalty, he may apply for administrative reconsiderstion or bring an administrative lawsuit in accordemce with the law.Twenty - six th minors in violation of these measures

23、, damage to urban road lighting facilities, the guardian shall bear the responsibility for compensation.Twenty-seven th for the manageme nt depar tment of the municipal engineering facilities or undertake the city road lighting facilities maintenance and maintenance responsibilities of units, units

24、and individuals caused property damage or personal injury, the responsible units responsible for compensation, the directly responsible persons in charge and other persons directly responsible may be given administrative punishment; constitute a crime, criminal responsibility in accordance with the law.Twenty-eighth municipal engineering facilities management personnel must conscientiously perform their duties, enforce the law of favoritism, bribery, breach of privilege, pervert the law ruling, given administrative sanetion by the unit or higher authorities; constitute a c
