9、in distress at sea, if the rescue operation could be carried out safely.1.1.2 本船营救落水人员的计划和程序按照SOLAS 第三章第17-1 条的要求编写,编写依据为营救落水人员的计划和程序编制指南(MSC.1/Circ.1447)、营救技术指南( MSC.1/Circ.1182 ) 和低温水中生存指南(MSC.1/Circ.1185/Rev.1),并参考了IAMSAR 手册第三卷有关指导和建议。This document write according to“ SOLAS regulation” ( CHAPTER

10、III/17-1)This document is developed based on “GUIDELINS FOR THE DEVELOPMENT FOR PLANS AND PROCEDURES FOR RECOVERY OF PERSONS FROM THE WATER (MSC.1/ Circ.1447)” , “GUIDE TO RECOVERY TECHNIQUES (MSC.1/Circ.1182)”, “GUIDE FOR COLD WATER SURVIVAL(MSC.1/Circ.1185/Rev.1)”,In addition, when developing this

11、 document also considered “IAMSAR manual”.1.2 目的Purpose本计划和程序旨在为船长和船上其他船员在营救落水人员时提供指导,最大程度减少对船上营救人员和落水人员造成伤害的风险。The plan and procedures is to provide guidance for the master and other crew members on board for rescuing persons in distress from the water, and this document to be taken to minimize the

12、 risk to persons in distress from the water and to the shipboard personnel involved in recovery operation. 1.3 一般要求 General Requirement1.3.1 计划应使用该船的一种或几种工作语言编制,若他们的工作语言发生变化,应使用新的工作语言编制计划。This document should be developed by one or more working language, this document need renew when change the work

13、ing language.1.3.2 船上有关图纸和资料如总布置图、救生设备布置图、船舶操纵手册等,以及用于营救落水人员设备的操作说明应与本计划保存在一起。Following related plans should be saved together with this document:“Safety plan”, “general plan”, “ships operation manual”.1.3.3 船东、营运人或船长应对计划定期进行核查,确保所制定的计划是最新的,资料、设备的更改和变化应尽快纳入和反馈到本计划。在使用本计划进行营救落水人员后,船东、营运人或船长应对本计划进行验证,

14、必要时进行相应修正或更新。The ships owner, Management Company and master should check it regular interval. And keep this document renew when any changes of equipment, data adopt in this document.1.3.4 为了使本计划得以有效实施,应建立训练和演习程序,可以结合船上例行的人员落水应急演练使船员熟悉该计划和程序以及相关设备,并做好相应记录。In order to carry out this document efficient

15、ly, should set up training and drill process to make the crew being familiar with the document process and equipment basing on the routine man overboard drill and record it .1.3.5 营救落水人员的计划和程序应纳入船上安全管理体系,作为国际安全管理规则(ISM Code)A部分第8条所要求的应急演练计划的一部分。This document should be considered as a part of the eme

16、rgency preparedness plan required by paragraph 8 of Part A of the International Safety Management(ISM) Code.第2章 船长和船员的职责Section 2 Roles and Responsibility2.1 船长的职责Responsibility of Master2.1.1 船长应负责指挥,操纵船舶,对外联系,制定计划,组织船员按照预定的计划进行营救落水人员。Master should in charge of command and manoeuvre the ship, commu

17、nication, set up the plan, organize crew to recover the man in distress according to the prepared plan.2.1.2 船长应对营救过程中可能出现的各种风险进行识别和评估。并采取相应措施,最大程度减少对营救船、营救人员和落水人员造成伤害的风险。The master should carry out risk identification & assessment on the various risks during recovering persons from water, and t

18、ake effective action to reduce the risk to minimize for rescue boat, shipboard personnel involved in recovery operation and man in distress.2.1.3 船长根据营救现场的具体环境条件决定船上营救设备的使用。The master should decide which equipment to be used base on the special environment of the recovery site. 2.1.4 启动营救行动、继续营救行动和终

19、止营救行动应由船长依照其专业判断自行做出决定。The actions should be decided by master according to his Professional knowledge and belief, include the start, resume and terminate of rescuing action.2.1.5 船长应建立程序,确保营救落水人员演习做为应急演习的一部分。The master should set up procedure to ensure the man overboard drill to be a part of the em

20、ergency drills.2.2 船员的职责Duties of crew船员应熟悉本计划和程序,及相关营救设备的操作,清楚自己在营救过程中各自的分工和职责,按要求对营救设备进行维护保养,保证营救设备处于随时可用状态。The crew should be familiar with the document, the operation of the relative rescue equipments, the duty during the rescuing action, and should maintenance the equipments as require to ensur

27、 Drill and Training3.1 培训 Training3.1.1 船员上船后,应尽快在不迟于2 个星期内对其进行有关使用营救设备的船上培训,熟悉计划和程序中指派给自己的职责和任务。When a new employed crew on board, training operation of rescue equipment, familiar with the duty in the document must be carried out within two weeks. 3.1.2 培训内容包括但不必局限于:The contents of training includi

28、ng but not limit to the followings: .1 船舶救生筏、救助艇的操作与使用。(包括其它可用于营救落水人员的设备)The operation and procedure of the life raft,the rescue boat. (Include other possible rescue equipment).2 低温保护问题,体温过低的急救护理和其他合适的急救程序。The problem of protect to lower body temperature. Emergency rescue and tender on extra low bod

29、y temperature.3 在恶劣气候和恶劣海况中使用营救设备和船舶操纵所必需的专门课程The special course to operate rescue equipment and manoeuvre ship should be used in heavy seas and bad weather.4 营救技术指南(MSC.1/Circ.1182) 、寒冷水中生存指南(MSC.1/Circ.1185/Rev.1)和IAMSAR 手册第三卷相关内容等。“GUIDE TO RECOVERY TECHNIQUES (MSC.1/Circ.1182)” 、“GUIDE FOR COLD

30、WATER SURVIVAL (MSC.1/Circ.1185/Rev.1)” and “IAMSAR manual” etc.3.2 演习Drill3.2.1 每3 个月应至少进行一次营救落水人员演习(可以结合船上例行的人员落水应急演练进行),使船员熟悉该计划和程序、各自的职责和相关设备的使用。The recovery drill should be carry out at least once within 3 months (such exercise may be combined with routine man-overboard drill), to make crew fam

31、iliar with the document, procedure, personal responsibility and the operation of relative equipment.3.2.2 每次演习应包括:Every drill should include the following:.1 检查营救设备和个人保护装备,如救助艇,救生衣,保温服等Check the recovery equipment and personal protection equipment, such as: rescue boat, life jacket, immersion suit.2

32、 检查有关的通信设备Check communication equipment.3 操作降落救生筏所用的吊筏架Operate the davit of life craft .4 操作和降落救助艇Operate and release the rescue boat.5 启动并操作救助艇发动机Operate and start the rescue boat engine.6 模拟营救落水人员Simulate to recover man overboard 3.3 记录Record每次演习都应做好相应记录 。Corresponding record should be done after

34、-saving apparatus and other equipments on board may be used to recover persons in water, even though such equipment to be used in unconventional ways.4.2 应在专用营救设备(如救助捞网、吊篮等)上清楚地标明其所能承载的最大人数(每人体重以82.5 公斤计)。The special rescue equipment should be clearly marked its max loadable capacity (weight 82.5KG

41、Section 5 Risk assessment and measure to reduce the risk5.1 风险评估Risk assessment船长应对营救过程中可能出现的各种风险进行识别和评估。并采取相应措施,最大程度减少对营救船、营救人员和落水人员造成伤害的风险。风险评估应包括拟使用的设备特性和局限性,应考虑预期的条件和船舶特有的特性。船舶特定的营救落水人员的程序应具体说明预期的条件,基于这些条件可以实施营救操作而不会对船舶和船员造成不应有的伤害,应考虑但不限于:Master should identify risks and carry out risk assessmen

42、t, and adopt suitably measures in every possible to reduce the risk to minimize on any harm to the rescuing ship, crew and man in water. The risk assessment should include characteristics and limitation of the equipment to be used, but the predict condition and the ships characteristics should be co

43、nsidered. The procedure for rescuing the man in water should be involved the predicted condition, base on these conditions the rescuing operation can be carried out and no harm to the rescuing ship and crew, the following should be considered but not be limited to:.1 船舶的操纵性能;The manoeuvrability of s

44、hip.2 船舶的干舷;Freeboard of the ship.3 可以营救落水人员的船上的位置点(一个或多个);Point on the ship to which casualties may be recovered.4 拟用于营救操作的设备的特性和局限性;Characteristics and limitations of equipment intended to be used for recovery operations.5 可用的船员和个人保护装备(PPE);Available crew and personal protection equipment.6 风力、风向和

45、水雾喷溅;Wind force, direction and spray.7 有义波高;Significant wave height.8 波浪周期;Period of waves.9 浪涌;Swell, and.10 航行安全;Safety of Navigation5.2 减少风险的措施Measure of reduce risk5.2.1 营救落水人员的计划和程序应便于落水人员向船上转移,同时应将因撞击船舶舷侧或其它结构(包括营救装备本身)而导致人员受伤的风险降至最低。The recovery plans and procedures should facilitate the tran

46、sfer of person from the water to the ship while minimizing the risk of injury from impact with the ships side or other structures, including the recovery appliances itself.5.2.2 实施营救操作的位置应远离船舶螺旋桨,并尽可能在船舶平行舯体范围以内。Recovery operations should be carried out at a position clear of the ships propellers an

47、d, as far as practicable, within the ships parallel mid-body section.5.2.3 在实施营救操作的区域,应设有照明光源,需要时,应设有动力源。Illumination is necessary for the recovery operation, the source of illumination and power (where required) should be available for the area where the recovery operation is conducted.5.2.4 在可行的范围

48、内,应考虑到落水人员在营救过程中需要平躺或近乎平躺(如躺在“折叠躺椅”上)。任何时候都应避免落水人员在营救过程中呈现直立姿态,因为那样做体温过低的伤员会有心脏骤停的危险(参见寒冷水中生存指南(MSC.1/Circ.1185/Rev.1)。To the extent practicable, recovery procedures should provide for recovery of persons in a horizontal or near-horizontal (“deck-chair”) position. Recovery in a vertical position sho
