2、se cmpanies were facing a crisis decades in the making, and having relied n lans frm the previus administratin, were asking fr mre。Frm the beginning, I made it clear that I wuld nt put any mre ta dllars n the line if it meant perpetuating the bad business decisins that had led these cmpanies t seek

3、help in the first place. I refused t let these cmpanies becme permanent wards f the state, kept aflat n an endless supply f tapayer mney. In ther wrds, I refused t kick the can dwn the rad。But I als recgnized the imprtance f a viable aut industry t the well-being f families and cmmunities acrss ur i

4、ndustrial Midwest and acrss the United States. In the midst f a deep recessin and financial crisis, the cllapse f these cmpanies wuld have been devastating fr cuntless Americans, and dne enrmus damage t ur ecnmy beynd the aut industry. It was als clear that if GM and Chrysler remade and retled thems

5、elves fr the 21st century, it wuld be gd fr American wrkers, gd fr American manufacturing, and gd fr Americas ecnmy。I decided, then, that if GM and Chrysler and their stakehlders were willing t sacrifice fr their cmpanies survival and success; if they were willing t take the difficult, but necessary

6、 steps t restructure, and make themselves strnger, leaner, and mre cmpetitive, then the United States gvernment wuld stand behind them。The riginal restructuring plans submitted by GM and Chrysler earlier this year did nt call fr the sweeping changes these cmpanies needed t survive and I culdnt in gd

7、 cnscience prceed n that basis. S we gave them a chance t develp a strnger plan that wuld put them n a path tward lng-term viability. The 60 days GM had t submit its revised plans have nw elapsed, and I want t say a few wrds abut where we are and what steps will be taken ging frward. But befre I d,

8、I want t give yu an update n where things stand with Chrysler。When my administratin tk ffice and began ging ver Chryslers bks, the future f this great American car cmpany was uncertain. In fact, it was nt clear whether it had any future at all. But after cnsulting with my Aut Task Frce, industry epe

9、rts, and financial advisrs, and after asking many tugh questins,nvinced that if Chrysler were willing t underg a restructuring and if it were able t frm a partnership with a viable glbal car cmpany, then Chrysler culd get a new lease n life。Well, that mre prmising scenari has nw cme t pass. Tday, af

10、ter taking a number f painful steps, and mving thrugh a quick, efficient, and fair bankruptcy prcess, a new, strnger Chrysler is pised t cmplete its alliance with Fiat. Just 31 days after Chryslers Chapter 11 bankruptcy filing, a curt has apprved the Chrysler-Fiat alliance, paving the way fr a new C

11、hrysler t emerge frm bankruptcy in the net few days。What happens net is in the hands f their eecutives, managers, and wrkers as it is fr any private cmpany. But what the cmpletin f this alliance means is that tens f thusands f jbs that wuld have been lst if Chrysler had liquidated will nw be saved,

12、and that cnsumers have n reasn at all t wrry abut a restructuring even ne as painful as what Chrysler underwent。And keep in mind many eperts said that a quick, surgical bankruptcy was impssible. They were wrng. thers predicted that Chryslers decisin t enter bankruptcy wuld lead t an immediate cllaps

13、e in cnsumer cnfidence that wuld send car sales ver a cliff. They were wrng, as well. In fact, Chrysler sld mre cars in May than it did in April, in part because cnsumers were cmfrted by ur etrardinary cmmitment t stand behind a quick bankruptcy prcess. All in all, its a dramatic an utcme dramatical

16、斯勒公司最初提交的重组计划中并未提出企业生存必需的全面改革计划,因此我不能愧对良心在这种条件下给予支持,我给了它们一个机会制定一项更强有力的计划,并走上长期保持生存能力的道路。然而,通用汽车公司提交修改计划的60天期限已经过去,我要对我们的现状和未来采取的措施发表看法。但是在这之前,我想讲一下克莱斯勒的最新进展。本届政府执政后就开始彻查克莱斯勒的账目,发现这个美国汽车业的巨头前途未卜。事实上,它是否还有前途都不得而知。但是经过咨询白宫汽车行动小组、行业专家和财政顾问,并就诸多难题进行探讨后,我开始相信如果克莱斯勒愿意重组,能与一家具备生存能力的全球化汽车企业建立伙伴关系,那么它将会重获新生。更多充满希望的剧情正在上演。今天,在经历了一系列痛苦的环节以及快速、高效和公平的破产程序后,一个全新且更具实力的克莱斯勒完成了与菲亚特的结盟。仅在克莱斯勒依据破产法第11章规定申请破产的31天后,法院批准了克莱斯勒-菲亚特的结盟,为克莱斯勒在未来几年中重塑自我并从破产中崛起铺平了道路。接下来,公司的命运就掌控在公司的高层、经理
