2、 行业面临的重大问题，如何解决这个问题将对烟草行业的开展产生深远的影响。 近年来中国烟草行业实行专卖专营制度为国家财政积累做出了很大的奉献，但 是随着时间的推移和各方面因素的变化，地方上长期的画地为牢，分割市场， 一些原来支撑行业开展的背景条件已不复存在或已发生了深刻变化，一些原本 就已存在的较深层次的矛盾也逐渐显露，而一些从未触及的新的问题又在不断 出现。因此中国烟草产业引入竞争机制，推行市场化改革，充分发挥市场配置 资源作用己是势在必行。 在这样的背景下，本文综合运用产业经济学、西方经济学、规制经济学与 制度经济学等学科的理论框架和方法论，采用分析、比拟、实证等手段，以中 国烟草产业的政府

3、规制为切入点，应用产业组织的 SCP范式分析了烟草产业的 开展现状、详细阐述了专卖制度下烟草产业所面临的严峻挑战，在总结和借鉴 国外烟草产业开展与变革经验的根底上，提出了市场化改革的路径、目标定位 与主导模式，同时从几个方面提出了市场化改革的对策建议，以期为烟草产业 渐进式的改革提供理论支持和实践指导。 【关键词】烟草产业 专卖制度 政府规那么 市场化改革 III Abstract This paper studies the Chinese tobacco industry market-oriented reform.
