4、 of local regulations, according to the Peoples Republic of China legislative law and the Peoples Republic of China local peoples congresses and local peoples government organization law, combined with the actual city, the enactment of this ordinance.The second municipal peoples Congress and its Sta

5、nding Committee to formulate, amend and abolish local regulations and related activities, application of this ordinance.Third the formulation of local regulations should be based on the specific situation of the city and the actual needs, not with the constitution, laws, administrative regulations a

6、nd the local regulations conflict.Local regulations stipulated in article fourth of the special major matters of the adopted by the Municipal Peoples Congress; during the adjournment of the Municipal Peoples Congress, the Standing Committee of the Municipal Peoples Congress to local regulations of t

InThe second chapter of the Municipal Peoples Congress procedures for formulating local regulationsThe chairman of the sixth municipal peoples Congress delegation to the Municipal Peoples Congress proposed local regulations, the Munic

10、ipal Peoples Congress for deliberation. The special committees of the Standing Committee of the Municipal Peoples Congress, the Municipal Peoples government, the Municipal Peoples Congress, to the Municipal Peoples Congress put forward motions for local regulations by the presidium of the Municipal

11、Peoples Congress decided to put on the agenda of the meeting.The seventh Municipal Peoples Congress ten or more deputies to the Municipal Peoples Congress, can put forward motions for local regulations by the presidium to decide whether to put on the agenda of the meeting, or to the relevant special

12、 committee for deliberation, put it on the agenda, and the presidium shall decide whether to put on the agenda of the meeting. The special committee, sponsor may be invited to attend the meeting, comment.Eighth proposed to the Municipal Peoples Congress of the local law bill during the adjournment o
