4、d cities in terms of comprehensive economic strength for consecutive years. In 21st century, Dongguan municipal government has committed itself to changing the development mode and promoting structural adjustment and industrial upgrading. Songshan Lake High-tech Industrial Development Zone (hereinaf

It was listed as National High-tech Industrial Development Zone by the State Council in September, 2010. It lies in th

11、e heartland of Guangzhou-Shenzhen-Hong Kong economic zone and the center of Dongguan City, bordering Guangzhou in the north and Shenzhen in the south. 54、会计师事务所等科技中介服务机构在高新区设立独立或分支机构。Article 8 Encourage the setup of branches or independent agencies in the Zone by intermediary service institutions like intellectual property services, institutions for the transformation of scientific and technological achievements, law offices and accounting firms. 第九条

55、 鼓励高新区企业及科研机构制定行业标准，申报重大科技专项，申请各类科技奖项、名牌名标和发表高水平学术论文等，加大知识产权（特别是PCT、发明专利）市科技局知识产权保护相关条款，如：加大知识产权保护力度，提高高层次人才和重大项目知识产权维权援助服务水平。的申请和保护力度；鼓励企业和科研机构建设行业创新平台、开放性实验室、博士后科研工作站。Article 9 Encourage resident enterprises and research institutions to draw up industry standards, apply for the approval of major s

56、cientific and technological projects, apply for various awards, famous brands and trademarks and publish high-level academic papers.
