Third i s tosolve中国葛洲坝集团股份有限公司中层领导人员管理办法(试行)中葛股党200928 号第一章总则第一条 为进一步规范中国葛洲坝集团股份有限公司(以下简称集团股份公司)中层领导人员(以下简称领导人员)管理工作,建设“四好”领导班子,培养“五有”领导人员队伍,确保企业又好又快发展,根据党和国家有关政策和法律法规,结合集团股份公司实际,制定本办法。第二条 领导人员管理必须坚持下列原则:(一)党管人才与董事会依法选择经营管理者相结合的原则;(二)德才兼备、群众公认、注重能力和业绩的原则;(三)民主、公开、竞争、择优的原

12、则;(四)激励与约束并重的原则。第三条领导人员管理的主要内容有:选拔、任免、考核、奖惩、培训等工作。第四条本办法所称领导人员是指集团股份公司党委、集团股份公司直接管理的领导人员。领导人员职务名称如下:(一)集团股份公司:副总工程师、副总经济师、副总会计师;eelings survey, by looki ng uppubli cse ntiments tofi ndpr obl ems. 26、记、纪委书记、工会主席;(四)经营管理服务单位:主任、副主任;(五)驻外办事处:主任、副主任;(六)控股和参股单位中集团股份公司派出领导人员所任职务,根据出资协议或公司章程等确定。未成立直属党委而成立直属党工委、党总支的,职务名称为党工委书记、党工委副书记、纪工委书记、工会工委主任、党总支书记、党总支副书记。由集团股份公司党委、集团股份公司确定直接管理的其他领导职务,依据本办法管理。第五条 领导人员职数按集团股份公司所属单位董事会、监事会组成人数及党政领导班子职数核定办法(暂行)的规定执行。第六条 领导人员职级依据集团股份公司所属单位和直属管理服务部门(单位)层级划分管理办法等规定的单位(部门

37、职级为正局级。控股和参股单位中集团股份公司派出领导人员的职级,由集团股份公司党委常委会研究决定。第二章 任职条件及资格第七条 领导人员应具备下列基本条件:(一)政治素质高,深入贯彻落实科学发展观;(二)业绩突出,群众公认;(三)具有履行岗位职责所必备的专业知识和管理能力;(四)廉洁从业,公道正派,身体健康。第八条 提拔任用的,应同时具备下列任职资格:(一)具有五年以上工作经历,其中基层工作经历不少于两年;(二)具有在下一级两个以上岗位任职的经历,且在下一级岗位工作两年以上;(三)具有大学本科以上文化程度;(四)具有中级以上相关专业技术职务任职资格,总工程师、总经济师、总会计师等职位一般应具有相

48、有关岗位应具有岗位所要求的外语能力;(六)首次提拔任用的,男年龄不超过50 周岁,女年龄不超过45 周岁。提拔担任党组织领导职务的,除符合上述规定外,还应当符合中国共产党章程的有关规定。第九条 提拔领导人员应从符合条件的后备领导人员中产生。第十条 特别优秀的人才,可按程序破格提拔使用。第三章 选拔任用第十一条选拔领导人员采取下列形式:(一)组织推荐;(二)依法选举;(三)公开招聘。第十二条组织推荐(一)推荐提名1 党委(党工委、党总支)书记人选由集团股份公司党委提名,党委(党工委、党总支)副书记、纪委(纪工委)书记、工会主席(工会工委主任)人选由所在单位党委(党工委、党总支)研究推荐。out
