2、 BUILDINGThis Rules for Management is hereby given in light of the rights and regulations for owners provided by the Management Convention, which you should have signed before possessing your property right.OWNERS RIGHTS AND LIABILITIESWith abidance by all rules provided by the Convention and releva
3、nt governmental regulations, and by payment of all due fees, owners shall have the following rights:All owners or family members, tenants, employees of or persons authorized by such owners shall have the right of way to all public places.All owners shall be entitled to acquire support to their house
4、s or parking spaces either at any public places or within any other units.All owners or family members, tenants of or persons authorized by such owners shall have the right to use all the public lines within this resident area, including open drains, closed drains, soil pipes, water taps, venting du
5、cts, gas lines and high-voltage, low-voltage or micro-voltage cables or wires.All owners or family members, tenants of or persons authorized by such owners shall have the right to use all the public facilities within this resident area.All owners shall have the absolute right to use their own proper
6、ties.All owners shall have the right to sell, assign, pledge or lease their own properties to any third party, but shall not separately sell, assign, pledge or lease either of the right to the public facilities or the right to their own properties to such third party.Without conflict with Chapter Th
7、ree of the Convention, all owners shall bear the following liabilities:The owner agrees that, should the owner transfer his unit, within a month after the owner and the purchaser sign their sale and purchase contract, the owner shall notify the Managing Party in writing of such ownership change of t
8、hat unit, and the owner shall have a Letter of mitment as shown in Appendix I of the Management Convention signed by such purchaser, and the owner shall remain liable for the fees for management services and other relevant fees and maintenance and any legal actions concerning that unit, and the orig
9、inal owner shall also be liable for payment of the fees for management services and other relevant fees for the period up to the date of transfer. In the event that the original owner have transferred such unit while should either the transferee refuse to sign or have not yet signed the abovemention
10、ed Letter of mitment, such original owner shall remain bound to the liabilities provided by the Convention including but not limited to the fees for management services and pensations for the Managing Party and maintenance and any other legal liabilities until the letter of transfer signed by such t
11、ransferee takes effect. Before the Letter of mitment takes effect, in case of any losses caused by such transferee upon the Management pany or any other owners, such transferee and the original owner shall jointly or separately be liable for pensation of such losses. Should the original owner fail t
12、o plete payment of fees due for management services or other relevant due fees, the Managing Party shall be entitled to claim against such original owner and/or such transferee for payment.The owner shall as early as possible pay off all current and future fees, taxes, apportioned charges and other
13、expenses associated with his perfect title of property.The owner shall pay the Managing Party all the fees due for a certain month in or earlier than the first five days of that month.Without consent in writing by the Managing Party, the owner shall neither change or modify the structure of his unit
14、 nor cause or agree to cause any modification, damage, destruction or interference to any public places or facilities or the maintenance to same.Without consent in writing by the Managing Party, the owner shall not change any external appearance of the building.Without consent in writing by the Mana
15、ging Party, the owner shall not attach any window shades, awnings, plant racks, flag poles, signs or other protruding objects or structures to any external walls of the building.Should the owner need to install air conditioners to his apartment, such owner shall notify the Managing Party in advance
16、and shall install his radiators at the places designated by the Managing Party.Without proper approval, the owner shall not have any one to violate or breach the maintenance specifications of any part or any public facilities of this resident area. For any operations involving any public places of t
17、his resident area, the owner shall apply to the Managing Party and shall use the contractor designated by the Managing Party to perform such operations.The owner shall not do anything violating the Management Convention and nullifying, or raising the premium of, the insurance covering this resident
18、area, or the violating owner shall be liable for all losses, damages, costs, ausations, claims, demands or any other extra or additional insurance premium to other owners caused by such violation. In the event that the damages to all or part of this resident area caused by such violation of the viol
19、ating owner cannot be adequately pensated by all or part of the insurance coverage, such violating owner shall promptly pay the Managing Party or other owners for all the reconstruction or repair.The owner shall not be entitled to directly punish any staff member of the Managing Party and, in the ev
20、ent that the owner is offended by any such member, shall plain to the Managing Party about such event and for the Managing Party to settle it in the way deemed proper by the Managing Party.The owner shall automatically and timely notify other owners or the Managing Party of any damage within his apa
21、rtment to timely and reasonably avoid any injury caused by Act of God. The owner shall also be liable for indoor maintenance and repair of his apartment or, should the owner fail in same and cause any loss, interference and/or other damage to other owners, the Managing Party shall have the right to
22、enter such owners apartment for repair at the expenses of such owner.In the event of any lawsuit, claim or demand raised because of personal or property injury to others caused by leakage of water, gas, smoke or any other substance due to the owners negligence, such owner shall bear full liability f
23、or all such lawsuit, claim or demand.The owner and anyone of the owners tenants, assignees, agents, employees, visitors or other users shall abide by and fulfill Rules for Building Management, other rules for property management and rules set in times as needed for property management, and shall be
24、liable to the Managing Party or other owners for his own negligence or misact. Should any injury or loss be caused by misact or negligence of the abovementioned person(s), the owner shall pay for all the cost or pensation thus our. For the case above, if the Managing Party conducts relevant repair o
25、r mend, the owner shall pay to the Managing Party, or, if any other agent conducts such repair or mend, the owner shall pay to that agent.The owner shall not do and shall not allow any others or users to do anything that obstructs or impacts the maintenance for this land and this resident area for a
26、ny part of same.Within all apartments of this resident area, the owner shall not have or allow any others to have any misact or negligence causing any loss or injury to other owners or shall be liable for all cost or expense for repair or mend for such loss or injury.Without consent in writing of th
27、e Managing Party, the owner shall not drill into, cut, modify or remove any structure, including platforms, pillars and girders, of his apartment, and shall not modify, damage, destroy or interfere any public places or facilities, or the owner shall be liable for all cost for restoring same.The owne
28、r shall not block up, cut, damage, modify, interfere or obstruct any water, gas or power supply or any open drain, closed drain, electric cable, munication facilities, fixed devices or any other facilities, and shall not modify, move or increase any load of water or power supply.Without consent in w
29、riting of the Managing Party, the owner shall not add any appendage to or remove any aessory from his apartment, or the Managing Party shall have the right to remove such appendage or restore such aessory at the owners expense. While agreed in writing by the Managing Party, the owner may perform the
30、 project he applied for at his own expenses, providing that such project shall not bring any injury to the structure of this resident area or interfere the functionality of any part of this resident area or damage any facilities for public service. Should such project be found later somehow violatin
31、g certain state regulations, either with or without being agreed in writing by the Managing Party, the owner shall promptly remove such concerned appendage or restore such concerned aessory at his own expenses.The owner and anyone of the owners tenants, agents, employees, visitors or other users sha
32、ll keep abiding by and fulfilling Rules for managing this resident area and all other rules set in times by the Managing Party as needed for management.The owner and anyone of the owners associates shall keep abiding by the terms and conditions provided by the Rules for Fitment.Without consent in wr
33、iting by the Managing Party, the owner shall not add any constructions to anywhere inside or outside his apartment, and shall not append any billboards, signs or other objects to, or paint any texts or images on, any external walls of his apartment.At nowhere of this resident area shall the owner ke
34、ep any weapons, ammunition, fireworks or other hazardous or inflammable articles or any articles that may be against laws or prone to harassing or threatening other owners or users.The owner shall not smear any public places or service facilities. Without consent in writing by the Managing Party, th
35、e owner shall not place any posters, announcement, signs, billboards or other objects outside the door of or at outside of his apartment or at any public places or public service facilities.The owner shall not erect, install or protrude any independent antenna at any roofs, balconies, platforms or a
36、nywhere else of this resident area.The owner shall not block up, or place wastes or any other articles at, any public places, or the Managing Party shall have the right to remove such articles at the owners expense and shall not be liable for any losses thus caused to the owner.Unless agreed in writ
37、ing by the Managing Party in advance, the owner shall not raise any animals such as poultry, birds, mammals or insects.The owner shall not have any acts that may block up any washing or draining systems of this resident area or may obstruct any functionality of such systems.Any individual owner shal
38、l not be entitled to require the Managing Party for any repair services irrelevant to the management of this resident area unless, when necessary, the owner may request the Managing Party for specific indoor services at the owners expense.The owner shall not use his apartment for any purposes that m
39、ay be against laws or immoral or nonpliant to any land use approvals, governmental permitted purposes, the Delivery Notice or the Management Convention or that may harass or harm other owners, or otherwise the owner shall bear all legal liabilities hereof.The owner shall handle all wastes in the way
40、 stipulated by the Managing Party, in aordance with relevant stipulations of the rules for this resident area and the rules set in times by the Managing Party as needed by management.The owner shall follow the regulations below for handling refuses or fitment-generated wastes:No obstacles, wastes or any other articles (such as waste bins or furniture) shall be laid at any public places. Should any extra jobs of clearing, waste removing or moving be needed, the Managing Party shall be notified of same.All fitment w
