First,experience.After9/11thatsortof“fire,ready,aim”approachledGeorgeW.BushtoorderagroundwarinIraqwithoutsufficienttroopstocontrolthecountry,withoutatruegraspofIraq’sShiite-Sunnisectariandynamicsandwithoutanyrealizationthat,indestroyingtheSunniTalibanregimeinAfghanistanandtheSunniBaathistregimeinIraq,weweredestroyingbothofIran’smortalenemiesandtherebyopeningthewayforavastexpansionofIran’sregionalinfluence.Wewereinahurry,myselfincluded,tochangethingsafter9/11,andwhenyou’reinahurryyouignorecomplexitiesthatcomebacktohauntyoulater.
TherearenowordstodescribethevilenessofthevideobeheadingsoftwoU.S.journalistsbytheIslamicState,butIhavenodoubtthatthey'remeanttogetustooverreact,ala9/11,andrushoffagainwithoutastrategy.TheIslamicStateisawful,butitisnotathreattoAmerica’shomeland.
Second,thecontext.TodefeattheIslamicState,youhavetoaddressthecontextoutofwhichitemerged.AndthatisthethreecivilwarsragingintheArabworldtoday:thecivilwarwithinSunniIslambetweenradicaljihadistsandmoderatemainstreamSunniMuslimsandregimes;thecivilwaracrosstheregionbetweenSunnisfundedbySaudiArabiaandShiitesfundedbyIran;andthecivilwarbetweenSunnijihadistsandallotherminoritiesintheregion:Yazidis,Turkmen,Kurds,Christians,JewsandAlawites.
Whenyouhavearegionbesetbythatmanycivilwarsatonce,itmeansthereisnocenter,onlysides.Andwhenyouinterveneinthemiddleofaregionwithnocenter,youveryquicklybecomeaside.
TheIslamicStateemergedasanextremeexpressionofresentmentbyoneside:IraqiandSyrianSunniswhofeltcutoutofpowerandresourcesbythepro-IranianShiiteregimeinBaghdadandthepro-IranianAlawite/ShiiteregimeinDamascus.ThatiswhyObamakeepsinsistingthattheUnitedStates’militaryinterventionmustbeaccompanied,forstarters,byIraqisproducinganationalunitygovernment―ofmainstreamShiites,SunnisandKurds--soouruseofforcesupportspluralismandpower-sharing,notjustShiitepower.
Butpower-sharingdoesn’tcomeeasyinaregionwherekinshipandsectarianloyaltiesoverwhelmanysenseofsharedcitizenship.Withoutit,though,thedominantphilosophyiseither:“Iamstrong,whyshouldIcompromise?”or“Iamweak,howcanIcompromise?”SoanyonslaughtwemakeontheIslamicState,absentnationalunitygovernments,willhaveShiitessayingtheformerandSunnissayingthelatter.That’swhythisiscomplicated.
