HeRAMSdrawsonthewealthofexperienceandknowledgegatheredbytheWorldHealthOrganization(WHO)andhealthsectoractors,includingnongovernmentalorganizations(NGOs),donors,academicinstitutionsandothertechnicalbodies.Itbuildsonacollaborativeapproachinvolvinghealthserviceprovidersatlargeandintegratingwhatismethodologicallysoundandfeasibleinhighlyconstrained,low-resourcedandrapidlychangingenvironmentssuchashumanitarianemergencies.Rapidlydeployableandscalabletosupportemergencyresponseandfragilestates,HeRAMScanalsobeexpandedto-ordirectlyimplementedas-anessentialcomponentofroutinehealthinformationsystems.Itsmodularityandscalabilitymakeitanessentialcomponentofemergencypreparednessandresponse,healthsystemsstrengthening,universalhealthcoverageandthehumanitariandevelopmentnexus.
HeRAMShasbeendeployedinAfghanistansinceNovember2021.1Thisanalysispresentstheresultsoftheassessmentof3884healthfacilitiesacrossthecountry,againstestimatedtotalof4238healthfacilities,andisbasedondatareportedasofJanuary18th,2023.WhilethedeploymentofHeRAMSremainsongoinganddataverificationandvalidationcontinue,theanalysispresentedhereisnotfinalandhasbeenproducedsolelytoinformoperations.
ThisisthefourthreportoftheHeRAMSAfghanistanStatusUpdateReportJanuary2023seriesfocusingontheavailabilityofcommunicablediseaseservices.Itisacontinuationofthefirstreportontheoperationalstatusofthehealthsystem2andshouldalwaysbeinterpretedinconjunctionwithresultspresentedinthefirstreport.Additionalreportsareavailablecoveringessentialclinicalandtraumacareservices3,childhealthandnutritionservices4,sexualandreproductivehealthservices5,andnon-communicablediseaseandmentalhealthservices6.
