A.Objectivesandparticipatingagencies

1.ThenineteenthmeetingoftheUnitedNationsInter-AgencyTaskForceonthePreventionandControlofNon-communicableDiseases(TaskForce)washeldbyvideoconferenceon1–3November2022.Twenty-twoTaskForceMemberorganizationsparticipated.1RepresentativesofWHOandOHCHRco-chairedthemeeting.TheagendaandlistofparticipantsareincludedasAnnex1andAnnex2.

2.Themainobjectivesofthemeetingwereto:(i)reviewprogressonactionsagreedattheeighteenthmeeting(29–31March2022);(ii)receiveupdatesonjointprogrammesandotherworkstreams;and(iii)agreeactionstoscaleupmultisectoralsupporttocountriesinlinewithglobal,regionalandnationalprioritiesandcommitments.

7.TheTaskForcereceivedanupdatefromWHOonglobaleventsandassignmentsrelatedtoNCDsandmentalhealth.Theseincludepreparatoryworkforthe4thHigh-levelMeetingonNCDsin2025,activitiesinsmallislanddevelopingstates(SIDS),theSIDSHigh-leveltechnicalmeetingonNCDsandMentalHealthinJanuary2023,progressinpositioningNCDsinhumanitariansettingsontheGlobalHealthSecurityAgendaandtheWHOGlobalHigh-levelMeetingonNCDsinEmergenciesinJune2023.

C1.TaskForceSecretariattoworkwithWHOtoplanhowtheUNsystemcancontributetopreparationofthefourthhigh-levelmeetingin2025andthentoensurethatTaskForcemembersprovidetimely,effectiveinput(WHO,TaskForceSecretariat,othermembersoftheTaskForce).SeealsoF1.

8.TheHealth4LifeSecretariat,UNDPandUNICEFprovidedanupdateontheHealth4LifeFund.BilateralmeetingswithMemberStateswereheldduringtheSeventy-fifthWorldHealthAssembly.DuringtheSeventy-seventhUnitedNationsGeneralAssembly,AspenGlobalInnovatorsGroupannouncedacommitmenttohelptheFundraiseUS$5millionover3years,UnexiaannouncedaninnovativefinancingmechanismtocommitUS$50millionover

5years,andSoroptimistInternationalFederationofAfricacommittedthemselvestoadvocateandraisefundsforH4LFPillar4(eliminationofcervicalcancer).Threefoundationdocuments(governancearrangements,aresourcemobilizationstrategyandoperationalguidance)havebeendevelopedandagreedbytheSteeringCommittee.TheSteeringCommitteehasbeenextendedtoincludetwocivilsocietypartners,NCDAllianceandUnitedforGlobalMentalHealth,asobservers.Illustrativeproposalsfromeightcountriesarebeingpreparedtoprovideexamplestoinvestorsanddonorsonhowfundsmaybeused.

Action

D1.HumanRightsGrouptoprovideinputsintofuturepolicies,strategiesandprogrammingoftheHealth4LifeFund,includingtheillustrativeproposals(TaskForceHumanRightsGroup).

E.UpdatesonjointUnitedNationsactivitiesonnon-communicablediseasesandmentalhealth

9.OHCHRpresentedahumanrights-basedapproachtodataconsistingofsixprinciplesthataligninternationalhumanrightsandstatisticaldata:participation,disaggregation,self-identification,transparency,privacyandaccountability.Tooperationalizethisapproach,OHCHRprovidestechnicalassistancetoStatestostrengtheninstitutionallinkagesandcollaborationbetweennationalhumanrightsinstitutionsandnationalstatisticalofficestomonitorandevaluatepublicpoliciesfromahumanrightsperspective.

10.WHOandUNDPprovidedanupdateonthejointprogrammetocatalysemultisectoralactiononNCDs(NCD2030).Morethan40investmentcaseshavebeendevelopedonNCDsandmentalhealth.Methodologiesfornewinvestmentcasesarebeingdeveloped,includingforairpollution,tobaccocessation,nutrition,alcoholcontrolanddigitalhealth.Inaddition,thejointprogrammeissupportingcountriesindevelopingfiscalpoliciesandstrengtheningtheirhealthsystemsforuniversalhealthcoverage(UHC).UNEPhighlightedtheChemObsprojectanditspotentialcontributiontoWHO–UNDPinvestmentcases,withtheadventoftwodigitalcalculators,forriskandvulnerabilityandforeconomiccostofinaction,whicharedesignedtosupportdecisionsonstrategicpriorities.Thesetoolshelpdecision-makerstoexamine,interpretandcomparevariousaspectsofchemicalriskandthevulnerabilityofspecificpopulations.Theyalsoallowcalculationoftheeconomicimpactofinactionastheexpectedlossofeconomicproductivity.

11.WHOandUNDPprovidedupdatesontheSAFERinitiative.TheSAFERpartnerVitalStrategieslaunchedRESETAlcohol,anewUS$15millioncollaborationamongSAFERpartnersfocusingontaxation,availabilityandmarketing.Themethodologyforthealcoholcontrolinvestmentcaseisbeingdeveloped,andmissionswereconductedinNepalandUganda.InNepal,aroadmapwillbedesignedinJanuary2023,andalandscapereportonSAFERNepalisbeingdrafted.InUganda,aroadmaphasbeendeveloped,andacountrySAFERmonitoringsystemisbeingestablished.

12.UNFPAinformedtheTaskForcethattheUNJointActiononCervicalCancerEliminationismappingtheactionsandactivitiesandtherespectiveindicatorsofUNJointActionGroupagenciesincountriesandhastentativelyagreedon10high-burdencountrieswithoverlappingfocusesbysixUNagencies.

13.WHOandIDLOoutlinedtheprogressoftheRECAPprogramme,whichisbetweenthefirstandsecondphase.Phase1comprisedcapacity-buildingactivities,socialmobilizationandresearchandevidencegeneration.Phase2(2022–2025)willsustainandfosterprogressachievedinthefirstphaseandpursuelong-termpolicychanges.

14.ITUandWHOpresentedthedigitalhealthbusinesscaseforNCDsandmentalhealth.ECOSOCandcountrieshadrequestedtheTaskForcetoprovidesupportforthepromotionanduseofevidence-baseddigitalhealthprogrammes.Thebusinesscasewasconductedtofindworkabledigitalhealthsolutions,enablingfactorsandthecost–effectivenessofimplementingandscalinguptheseinterventions.Itwillalsoprovidecasestudies,raiseawarenessandproposepracticalandinnovativeapproaches.Todate,rapidliteraturereviews,stakeholderinterviewsandexpertconsultationshavebeenconducted.

15.WHOprovidedanupdateonjointUNinitiativesonmentalhealth,whichincludedthelaunchofthe

WHOQualityRightse-trainingonmentalhealth,recoveryandcommunity

inclusion

andthepublicationoftheWorldMentalHealthReport,apolicybriefonmentalhealthatworkand,in2023,WHO–OHCHRguidanceonmentalhealth,humanrightsand

legislation.UpdateswerealsoprovidedontheWHO–UNICEFjointprogrammeonthementalhealth,well-beinganddevelopmentofchildrenandadolescents,andtheInter-AgencyStandingCommitteereferencegrouponmentalhealthandpsychosocialsupport.

16.UN-NutritionpresentedtheworkoftheNutritionTechnicalWorkingGroup.UN-NutritionandUNEPconductedaneventatthe27thConferenceoftheParties(COP27)totheUnitedNationsFrameworkConventiononClimateChange(UNFCC),toincludenutritionwithhealthandtheenvironment.Methodologyforconductinginvestmentcaseshasbeendeveloped,withZimbabweasacasestudy,whichwillbepresentedattheInternationalUnionofNutritionalSciencesInternationalCongressofNutritioninDecember2022.

17.WHOdescribedjointactivitiesonNCDsandtheenvironment,includingworkwiththeMayorofLondon(UnitedKingdom),planningscaled-upactiononairpollutioninothercities,pilot-testingatrainingprogrammeforhealthprofessionalsinGhanaonairpollutionandhealthandpublishingthe2022updateofthecompendiumofWHOandotherUNguidanceonhealthandtheenvironment.

18.WHOandUNHCRpresentedworkonNCDsinemergenciesandhumanitariansettings.Theseventy-fifthWorldHealthAssembly(2022)includedrecommendationsonNCDtreatmentandthepreventionandcontrolofriskfactorsinhumanitarianemergencies.WHOpresenteditsworkonrecommendations,thehigh-leveltechnicalmeeting,regionalmeetingsandtheglobalministerialmeetingonNCDsandemergencies.WHO’sworkaspartoftheincidentmanagementsupportteaminUkrainewasdescribed,aswasthedonationandprocurementofNCDmedicinesandtechnologiesandestablishmentofmobilemedicalteamsforNCDs;ajointWHO–IAEAmissiononcancerisbeingdiscussed.TheWHOhigh-leveltechnicalmeetingandthefirstregionalconsultationintheEasternMediterraneanRegiononNCDsinemergencieswillbeheldon13–15December2022.

19.WHO,UNAIDSandtheGlobalFundpresentedtheworkoftheJointInteragencyWorkingGrouponComorbidities.WHOhasupdateditstechnicalinformationnotesandoperationalguidancetoincludeNCDs.Thenextphaseistosupportdevelopmentofproposalsinaselectedgroupofcountries.TheWorkingGrouppromotesandsupportsinclusionofcomorbiditiesincountries’fundingrequeststotheGlobalFund.TheWorkingGroupissupportingdevelopmentofGlobalFundguidanceandmodulartemplates,mappingopportunitiesforsensitizationofstakeholders,providingtechnicalsupportatcountryandregionallevel,identifyinginterventionsandactivitieswiththemostpotentialeffectforinclusioninGlobalFundfundingproposalsandworkingwithconsultantsinsupportingcountries’fundingrequeststotheGlobalFund.

20.UnitedforGlobalMentalHealthpresentedworkinggroupactivitiesregardingGlobalFundfundingformentalhealth.Theyarefinalizingatoolkitfornationalpartnerstoparticipateindesigning,deliveringandmonitoringintegratedmentalhealthprogrammingforHIVandTB,launchinge-learningonintegratingmentalhealthintoHIVandTBprogramming,conductingastrategicengagementworkplanforthe16prioritycountriesandsupportingtheGlobalFundinupdatingtheirguidanceonintegrationofmentalhealthintoHIVprogramming.

21.WHOpresentedtheirworkonhealthtaxes.In2022,theypublishedabookonhealthtaxesandaWHO-IPUbriefforparliamentarians.Tobepublishedlaterthisyearorin2023areWHOmanualsontaxesonsugar-sweetenedbeveragesandalcoholandamonitoring

frameworkforhealthtaxes.

22.OHCHRreportedonprogressintheworkofthehumanrightsteam.TopromotegreaterunderstandingandsynergiesbetweenNCDsandhumanrights,theyhavedevelopedmessagestoassistpolicy-makersinintegratinghumanrightsintoNCDsandmentalhealthpoliciesandasummaryofadvocacymessagesonNCDsandhumanrightstosupportTaskForcemembersinmessagingandprovidinglanguagethatcanbeusedbyagencies.

E1.FullbriefingonSAFERtobegiventoTaskForcemembers,includinglessonslearntandopportunitiesforengagementwiththewiderUNsystem,includingatthecountrylevel(SAFERSecretariat).

E2.NCD2030:(i)exploreopportunitiestoprovidesupporttocountriesinstrengtheninganti-corruptioninitiativesintheirresponsetoNCDsandmentalhealthconditions;(ii)exploreopportunitiestosupportcountriesinembeddinghealthtaxesintodevelopmentofintegratednationalfinancingframeworksanddevelopmentfinancingassessmentstobuildontheinvestmentcasesmadetodate;(iii)exploreopportunitiesformobilizingresourcesinordertocollaboratewithUNEPoncalculatingrisk,vulnerabilityandtheeconomiccostofinactioninthecontextofintegratednationalfinancialanddevelopmentframeworks;and(iv)NCD2030tohostinearly2023ameetingonhybridinvestmentcasesforeconomists(UNandothers)forallthosethathavebeeninvolved(orwishtobecomeinvolved)ininvestmentcases(TaskForceSecretariat,UNDP,WHO).

E3.Digitalhealth:(i)finalizethedigitalhealthbusinesscaseforNCDsandmentalhealth;and(ii)considerdevelopingapartnership(s)topromotenationaluseofdigitalhealth(ITU,TaskForceSecretariat,WHO).

E4.RECAPtoprovidebothregulatoryandfiscalinputintothepreparationandreportsoftheupcomingFinancingforDevelopmenthigh-levelmeeting(RECAPandWHOOfficeinNewYorkCity).

E5.Mentalhealth:TaskForcememberstosupportcountriesthathavecompletedanationalmentalhealthinvestmentcasetomaximizeopportunitiesforimplementingtheinvestmentcasefindingsandrecommendations.

F.Tobaccocontrol

23.TheConventionSecretariatpresenteditsworkonimplementationoftheProtocoltoEliminateIllicitTradeinTobaccoProducts.TheConventionSecretariatorganizedaside-eventatthe11thsessionoftheConferenceofthePartiestotheUNConventionsagainstTransnationalOrganizedCrimeontheimportanceoftheProtocol,withtheGovernmentofIndiaandWorldCustomsOrganization(WCO)andattendedthe42ndWCOEnforcementCommitteeandthe31stmeetingoftheUNCommissiononCrimePreventionandCriminalJustice.TheConventionSecretariatalsoorganizedbilateralmeetingswithseveralagencies.ExamplesofcollaborationtosupporttheProtocolincludetheWorldBankGlobalTaxProgram,UNODCresearchonillicittrade,OECDTransparencyinFreeZones,theWCOglobalenforcementprojectontobaccosmugglingandUNDPontheProtocolandtheSDGs.

24.ThejointWHO–WFP–FAOTobacco-freeFarmsinitiativeshifted1070farmerstogrowinghigh-ironbeansinitsfirstyear.TheprogrammeistobeextendedtootherareasinKenyaandZambia.

25.TheConventionSecretariat’sFCTC2030projectisprovidingsupportto17PartiestotheWHOFCTCthatareeligibleforofficialdevelopmentassistancetoadvancesustainabledevelopmentthroughacceleratedimplementationoftheConvention.Thesupportincludestobaccocontrolpolicy,suchasstrengtheningtobaccocontrolgovernance,encouragingbeneficiarygovernmentsinimplementingtime-boundmeasuresandstrengtheningtobaccotaxation.

26.WHOhasdevelopedaguidefornicotine-andtobacco-freeschools.Theguidehasbeenpilot-testedinfivecountriesandisbeingrevisedaccordingtofeedback,includingfromUNESCOandUNICEF.
