A)IntheageofGoogleandYouTube,publicshamingcanturnanybodyinto

acelebrity—orafool.In2002,GhyslainRaza,achubbyCanadianteen,

filmedhimselfactingoutafightscenefrom“StarWars“usinga

makeshiftlightsaber.Hisawkwardperformancewasfunny,inpart

becauseitwasn'tmeanttobe.Anditcertainlywasnevermeanttobe

public:fornearlyayearthevideoremainedonashelfinRaza'sschooFs

TVstudio,wherehe'dfilmedit.Sometimein2003,though,another

studentdiscoveredthevideo,digitizeditandposteditonline—and

Raza'snightmarebegan.Withindays,“StarWarsKid“hadbecomea

viralfrenzy.Itwaspostedonhundredsofblogs,enhancedbymusicand

specialeffects,andwatchedbymillions.Entirewebsiteswerededicated

tothesubject;one,,wasevennamedoneofTime's50best

sitesof2003.Hadthatteenagerwantedtobefamous,hecouldn'thave

askedforanythingbetter.ButinRaza'scaseitbecameasourceofpublic

humiliation,preciselywhateverykidfearsthemost.

B)Razasoftheworldtakenote:amongthegenerationthat'sbeenreared

online,storieslikethisarebecomingmoreandmorecommon.Theyserve

asimportantremindersofadarksideofinstantInternetfame:humiliation.

Alreadydozensofwebsitesexistsolelytohelpthosewhowouldshame

others.Therearesitesforpostinghatefulrantsaboutex-lovers

(DontDateHimG)andbadtippers(theShittyTipperDatabase),

andforpostingcell-phoneimagesofpublicbadbehavior

(hollabackNYC.com)andlousydrivers.Asanewbookmakesclearin

powerfulterms,suchsitescanmakeorbreakaperson,inamatterof

seconds.

C)"Anybodycanbecomeacelebrityoraworldwidevillaininaninstant”,

saysDanielSolove,alawprofessoratGeorgeWashingtonUniversityand

authorof“TheFutureofReputation:Gossip,RumorandPrivacyonthe

Internet(Yale).“Somepeoplemayrevelinthat.Butothersmightsay

that'snottheroletheywantedtoplayinlife”.

D)“Dogpoopgirl"wasn'tthepublicroleaSouthKoreanstudenthadin

mindwhen,in2005,sherefusedtocleanupafterherdoginthesubway

inSeoul.Aminorinfraction,perhaps,butanotherpassengercapturedthe

actonacell-phonecamera,posteditonlineandcreatedaviralfrenzy.

Thewomanwasharassedintodroppingoutofcollege.Morerecentlya

studentatLewis&ClarkUniversityinPortland,Ore.,waspublicly

accused—onFacebook,thesocial-networkingsite—ofsexually

assaultinganotherstudent.Normally,suchallegationsoncampusarekept

confidential.ButinthiscaseaFacebookgrouprevealedhisname,with

theword“rapist”fortheworldtosee,beforetheincidentwasevereven

reportedtotheauthorities.Theaccusedteenwasneverarrestedor

charged,buthemightaswellhavebeen:bloggerspickedupthestory,

andalocalweeklyputitonitscover,revealinggraphicdetailsofthe

encounterasdescribedbytheallegedvictim,withoutincludingthe

supposedperpetrator'sversionofevents.

E)Publicshaming,ofcourse,isnothingnew.AncientRomanspunished

wrongdoersbybrandingthemontheforehead—slavescaughtstealing

gotfur(Latinforthief)andrunawaysgotfug(fugitive).InColonial

Americahereticswereclampedintostocksinthepublicsquare,thieves

hadtheirhandsorfingerscutoff,andadultererswereforcedtoweara

scarletletterA.MorerecentlyaU.S.judgeforcedamailthieftoweara

signannouncinghiscrimeoutsideaSanFranciscopostoffice;inother

placessexoffendershavetopostwarningsignsontheirfrontlawns.

F)Althoughsocialstigmacanbeausefuldeterrent,"theInternetisaloose

cannon",saysethicistJimCohenofFordhamUniversitySchoolofLaw

inNewYork.Onlinetherearefewchecksandbalancesandnodue

process一andvalidatingthecredibilityofaclaimisdifficult,tosaythe

least.Moreover,studiesshowthattheanonymityoftheNetencourages

peopletosaythingstheynormallywouldn't.JuicyCampus,agossip

websiteforU.S.collegestudents,hasmadeheadlinesbytappingintothis

urge.Thesitesolicitsjuicyrumorsundertheprotectionofanonymityfor

sources.Butwhatmayhavebegunasfunandgameshasturnedintoa

venueforbigotedrantsandstoriesaboutdruguseandsexthatidentify

studentsbyname.''Anyonewithagrudgecanmaliciouslyandsometimes

libelouslyattackdefenselessstudents”,DanielBelzer,aDukesenior,

toldNEWSWEEKinDecember.

G)RegulatorsfindsiteslikeJuicyCampushardtocontrol.Lawsonfree

speechanddefamationvarywidelybetweencountries.IntheUnited

States,provinglibelrequiresthevictimtoshowthathisorherpersecutor

intendedmalice,whiletheBritishsystemputstheburdenonthedefense

toshowthatastatementisnotlibelous(makingitmucheasierto

prosecute).A1996U.S.law—Section230oftheCommunications

DecencyAct—specificallyprotectstheoperatorsofWebsitesfrom

liabilityforthespeechoftheirusers.Aslongasthehostofasitedoesn't

postoreditcontent,ithasnoliability.(IfAOL,say,wereheldresponsible

foreveryposter,itwouldquicklygooutofbusiness.)

H)So,then,what'stostopapersonfrompostingwhateverhewantsabout

you,ifhecandosoanonymouslyandsuffernorepercussions?Forpeople

whouseblogsandsocialnetworkingsiteslikediaries,puttingtheir

personalinformationouttherefortheworldtosee,thispresentsaserious

risk.UIthinkyoungpeopleareseducedbythecitizen-medianotionofthe

Internet:thateveryonecanhavetheirminutesoffame”,saysBarry

Schuler,theformerCEOofAOLwhoisnowthecoproducerofanew

movie,^Look'',aboutpublicvideosurveillance."Butthey'realsoputting

themselvesoutthere—forever”.

I)Shamingvictims,meanwhile,havelittlelegalrecourse.Identifying

postersoftenmeanshavingtosubpoenaananonymousIPaddress.But

thatcouldleadnowhere.ManypeopleshareIPaddressesoncollege

networksorWi-Fihotspots,andmanyWebsiteshideindividual

addresses.Evenifavictimidentifiesthedefamer,bloggersaren'tusually

richenoughtopaybigdamageawards.Legalactionmayonlyincrease

publicity—thelastthingashamingvictimwants.叮helawcanonlydo

J)Onceunsavoryinformationisposted,it'salmostimpossibletoretrieve.

Thefamilyofthe“StarWarsKid",whospenttimeintherapyasaresult

settledoutofcourt.Butdozensofversionsofhisvideoarestillwidely

available,allovertheNet.Oneofthebadboyfriendsfeaturedon

Don'tDateHimGalsosued,buthiscasewasdismissedduetolack

ofjurisdiction.TheaccusedrapistatLewis&Clarkhasalsohired

lawyers.ButGooglehisnametoday,andthefirstentryhastheword

“rapist”initstitle.Ifthe“StarWarsKid”hasanythingtoteachus,it's

thatshame,liketheforce,willalwaysbewithyou.

D)“Limelight”in1952becameafamilyaffairforCharlie,ashisoldestand

youngestchildrenwereallinthefilm,includinghishalf-brother,Wheeler

Drydenasthedoctor.ItisevenreportedthatOonaappearedbriefly,

doublingforClarieBloominascene.Withthefilmdone,Chaplin

decidedtopremiere“Limelight“inLondonandshow“hisLondon55tohis

wifeandyoungfamilyforthefirsttime.Chaplingotalltheproperpapers

heneededtogoonthetripandthegovernmentofficialswishedthema

greatjourney!InSeptember,1952,Charlie,Oona,andthethreechildren

leftNewYorkforLondon.Buttwodaysouttosea,thenewsarrivedon

shipthatChaplinwasbeingdeniedre-entrytotheUnitedStates.Readyto

fighttheUSgovernmentdecision,accordingto1952NewYorkTimes

reports,thefamilylivedinhotelsandstayedwithfriendsfortherestof

1952.ButChaplinhadenoughwithcourtbattlesandchoseinsteadtobuy

alakesidehomeinSwitzerlandinJanuary1953.Oonaespeciallywanted

tobesettledforthebirthoftheirfourthchild.

E)DuringChaplin'slifehehad11childrenbom.Twodiedduringhis

lifetime.Mostofthemgrewupduringthe50'sand60's.Tohiskids,he

wasDad,buttotheworldhewasstill"TheLittleTramp”.Thissilent-era

filmfigurewasabittoodistantforthechildren,andCharliedidnottalk

muchabouthisearlyfilmdaystohischildren.Manyfamouspeople

wouldvisittheirhomeovertheyears.ButeveninSwitzerland,business

stillhadtobesettledwiththeirHollywoodhomeandstudioproperty.For

thisOonawasagreathelp,andwehavehertothankforhelpingsave

Chaplin'slifetimeoffilmwork.Later,OonaevengaveupherAmerican

citizenship.ShehadfewtiestotheStates,butwouldreturntohelpher

familywhenneeded.Shehadhermotherandbrotherwithwhomshekept

incontact.

F)AsforCharlie,hewouldonlyreturnoncetotheStatesin1972toreceive

hisspecialAcademyAwardOscarwithOonaathissidealltheway.All

thepeoplewhoworkedwithChaplinshowedupineitherNewYorkor

LosAngelestoseehim.WhenhereceivedtheOscarthatnight,hehad

Oonabyhisside,likeshewasfromthestartoftheirmarriage.Hepointed

atheringesturethatitwasOonathatmadeitpossibleforhimtobethere

onthatnight.Oonagavehimstrength,whilehiswasfailing.TheU.S.trip

wassoemotionalforChaplin,hecouldn'tbeartowalkonhisoldChaplin

FilmStudiogroundsagain.HewenttothestudioonaSundayand

stoppedbytheoriginalgateentry.Allhiswivesandhisfirstcloselove,

Edna,wereallthereinthe34yearsheworkedthere,butthattimewas

gone.Allthatwasleftwasthebuildingandmemorieshecreatedonfilm.

ThatwasthelasttimeChaplinsawhisstudio.

G)OonawasthereinLondontoseehimreceivehisEnglishknighthoodin

1975.Buthisoldenergywasgone.Heaskednotbephotographedwhile

strugglingtoenterhiscar.Themanwhooncecouldmovewithgreatease,

wasnomore.In1976,herestoredthelastofhisclassicsandoneofhis

favoritefilms“AWomanofParis”.ItwasEdnaPurviance'sfirststarring

role.Asalways,Oonawasneverfaraway.Shewashisenergy,hisyouth.

Shewaseverythinghewantedinawife,andmore.Ithasbeensaid,that

Oonawouldlaughloudlyathisjokes,whethershehearditbefore,ornot.

H)HislastyearwithOonawasasquietasthefirstmonthsinSwitzerland.

Hewouldwatchfilms,takedrives,dowalks,seevisitorsandattend

familyoutings.ButbyNovember1977,Chaplinstayedhomeforgood.

Oonaworkedhardoncaringforhim,untilherhealthwascalledinto

questionbytheirownchildren.ItisratherironythatChaplinwoulddiein

theearlymorninghoursoftheoneholidaythatwasthesaddestfromhis

childhood.Duringtheannualfamilyholidaygatheringin1977,Charlie

diedonChristmasDay.

I)OonanevergotoverthedeathofCharlie.Shetriedtostartanewlifeand

evenlivedinNewYorkCityforawhile.Butherwholelifecentered

aroundCharlie,andlifewithouthimjustdidn'tseempossibleforher.

LivingwithCharliewasnevereasyforOona,butlivingwithouthimwas

agonizing.OonadiedfromcanceronSeptember27,1991.

J)Afterthreemarriagesthatdidn'tworkout,Charlie'sfinalmarriage

realizedhisidealgirlandloveofhislifeinOonaO'Neill.WhileEdna

wasChaplin'sidealgirlonthesilverscreen,itwasOonawhobecamehis

ClintonwaselectedasPresidentwiththeintentionofreformingthe

federallyrunU.S.Welfareprogram.In1996theRepublicanCongress

passedareformlawsignedbyPresidentClintonthatgavethecontrolof

thewelfaresystembacktothestates.

B)EligibilityforaWelfareprogramdependsonnumerousfactors.Eligibility

isdeterminedbyusinggrossandnetincome,sizeofthefamily,andany

crisissituationsuchasmedicalemergencies,pregnancy,homelessnessor

unemployment.Acaseworkerisassignedtothoseapplyingforaid.They

willgatherallthenecessaryinformationtodeterminetheamountand

typeofbenefitsthatanindividualiseligiblefor.TheFederalgovernment

providesassistancethroughTANF(TemporaryAssistanceforNeedy

Families).TANFisagrantgiventoeachstatetorunitsownwelfare

program.Tohelpovercometheformerproblemofunemploymentdueto

relianceonthewelfaresystem,theTANFgrantrequiresthatall

recipientsofwelfareaidmustfindworkwithintwoyearsofreceiving

aid,includingsingleparentswhoarerequiredtoworkatleast30hours

perweekopposedto35or55requiredbytwoparentfamilies.Failureto

complywithworkrequirementscouldresultinlossofbenefits.

C)Welfareprogramsarestateregulatedprogramsforthosewholiveunder

theminimumacceptedlevelasisdeterminedbyeachstategovernment.

Welfarebenefitscanfallundermultipledifferentprogramumbrellas,all

ofwhichrequirecertainelementsofeligibilitytoacquireandmaintain

payments.Theseprogramsarecashassistance(TANF),includingthe

childsupportprogram,childcare,energyorutilityassistance,food

assistance,medicalassistance,andvocationalrehabilitationservices.

TANF,TemporaryAssistanceforNeedyFamilies,orcashassistanceis

availabletobringincomeintohouseholdswherethereisminimalor

none.ThepurposeoftheTANFprogramistoallowincomeintothe

homessothatchildren,theelderlyorotherdependantscanbecaredfor.

Thecriteriaforthesewelfarebenefitsarethattheheadsofhouseholdare

workingtoobtainjobtrainingwhichwillenablethemtoleavethe

welfareprograms.

D)Thechildsupportprogramwillprovidefamilieswithstateregulatedchild

careplacementassistancethatwillenableparents/caretakersthetime

availableforworkingandjobtrainingopportunities.Thechildsupport

programcansupplementpartialchildcarefeesorprovide100%fee

assistance.

E)Anotherofthewelfareprogramsistheenergyorutilityassistance

programwhichisintendedtohelpthosewhocannotaffordtopayfor

basicutilityneeds,suchasheat,electricityand/orgasandwater.Likethe

childsupportprogram,itwillsupplementpartoforprovide100%ofthe

monthlyutilitycosts.

F)Thefoodstampsprogramwillhelphouseholdacquirefoodforthehome

withouthavingtouseothersourcesofincomeongroceries.Foodstamps

arepartofaveryimportantprogramwhichallowsforthosehouseholds

withverylimitedmeanstobeabletousethosemeansonother

necessities.Foodstampsprovidethenutritionalneedsforthefamily.

Therearerestrictionsonwhatcanbepurchasedwithfoodstamps.Only

WICapproveditemscanbepurchasedwiththefoodstampsfrom

qualifyingretailers.

G)Themedicalassistanceprogramprovidesthewelfarebenefitsofmedical

insurancetothosewithoutit.Wellchecks,doctorvisitsandbasic

medicalcarecannotbeobtainedwithoutinsurance.Medicareand
