Manygovernmentscontinueadvisingtheircitizenstoavoidtravelsabroad.Fourofthe10topsourcemarkets3haveamandatoryquarantineinplaceforcitizens,regardlesswheretheyarereturningfrom.Asaresult,internationaltouristsfromthesefoursourcemarkets,whichin2018generated25%ofallinternationaltouristarrivals,areasof1June2021affectedbymandatoryquarantinerequirements.However,inthecaseoftheUnitedStates,fullyvaccinatedpassengersareexemptfromthismandatoryquarantine.
SpecificanalysisofcompleteborderclosureincomparisontopartialborderclosureiscarriedoutsinceApril2020,whichallowsdetailingcompleteborderclosuresincethen.
UnitedStatesofAmerica,China,HongKongSARandCanada(orderofdestinationsaccordingtothegeneratedoutbound)generatedintotal338millionoutboundtravels(25%ofalloutboundtravels)in2018.

NegativeCOVID-19testingmeansthatpassengersintendingtoenteradestinationforinternationaltourismpurposesmustpresentanegativePCRorantigentesttakennomorethanusually48to72hourspriortodepartureorarrival.Insomecases,testshavetobetakenuponarrivalandrepeatedafteracertainperiodoftime,oftencombinedwithquarantine.
AllCOVID-19travelrestrictionsliftedmeansthatallmeasuresthatrestrictedtheentryintoadestinationforinternationaltourismpurposeswereremoved.

Introduction
TheCOVID-19pandemichascausedunprecedentedconsequencesforsocieties,economiesandtourism,whichhavebeenaffectedbythepublichealthmeasuresintroducedbygovernmentssincetheWorldHealthOrganization(WHO)declaredCOVID-19aPublicHealthEmergencyofInternationalConcern(PHEIC)on31January2020andapandemicon11March2020.
TravelrestrictionscontinuetobeawidelyusedmeasureappliedbydestinationstolimitthespreadofCOVID-19.WhileinMarch2020restrictionswereobservedmainlyinAsiaandthePacificandEurope,withthespreadofthepandemic,soonalldestinationsaroundtheworldhadrestrictionsinplace.Asof18May2020,75%ofdestinationsworldwidehadtheirborderscompletelyclosed,thusbringinginternationaltourismalmosttoacompletestandstill.Afterthispeakofborderclosure,destinationsstartedeasingtravelrestrictionstoprogressivelyallowthemovementofpeopleandreactivationofeconomicactivities,includingtourism.InNovember2020,thelowestnumberofcompleteborderclosurewasregistered(27%ofdestinationsworldwide)andmeasuressuchastherequestfornegativeCOVID-19testresultsuponarrivalbecamethepredominanttechnique.Sincethen,thepersistentseriousepidemiologicalsituationandinparticulartheemergenceofdifferentSARS-CoV-2variantsofconcern(VOC)haveslowedthetrendtoeasetravelrestrictionsandresultedinmaintainingexistingaswellasadoptingadditionalones,oftendirectedatdestinationsinwhichtheseVOChavebeenverified.
Theongoingvaccinationprogressisincreasinglyleadingtoamoredifferentiatedapproach,in
whichvaccinatedpassengersareconsideredseparately.ThisparticulardevelopmentwillfurtherinfluencetheeasingofCOVID-19travelrestrictions.Inaddition,thevarioustravelpassescurrentlyunderdevelopmentareexpectedtocontributetotherecoveryofinternationalmobility.However,atthismomenttravelrestrictionsremainaseriouschallengefortourismoperationstofullyrecover,giventhewidearrayofrequirementsacrossdestinationsandtheunpredictabilityoffurtheradjustments.
ThisisthetenthissueofaseriesofReportsonCOVID-19RelatedTravelRestrictions–AGlobalReviewforTourism.ThesereportsaimtosupportthetourismsectoraddresstheglobalhealthcrisisofCOVID-19byprovidinganoverviewandanalysisofthetravelrestrictionsimplementedbygovernments.Thereportsareupdatedonaregularbasisandaimtosupportmitigationandrecoveryeffortsofthetourismsector.
Themonitoringoftravelrestrictionsiscarriedoutmainlyfromthestandpointoftravelfacilitationfortourismpurposes(i.e.,focusingontemporaryvisitors/touriststhatcometoadestinationforholiday,leisureandrecreationpurposes)andthereforedoesnottakeintoaccountanymeasuresdirectedatothercategoriesofinboundtravellers,suchascommuters,diplomats,residents,businesstravellers,visitorsoffriendsandrelativesandhealthtouristsorothers.
ThisworkiscarriedoutbytheWorldTourismOrganization(UNWTO)SustainableDevelopmentofTourismDepartment(SDT)that,interalia,monitorsvisapoliciesaroundtheworldsince2008andproducestheVisaOpennessReports,whichfocusonentryrequirementsfortourismpurposes.4

Rationaleandfocusoftheanalysis
COVID-19relatedtravelrestrictionsarebeingcontinuouslyadjustedbygovernmentsaccordingtotheepidemiologicalsituationanditsevolutionwithindestinations,inneighbouringdestinations,sourcemarkets,aswellasglobally.Theseadjustmentsareincreasinglyinfluencedbytheprogressinthefieldofvaccinationandrelateddigitalizationeffortsthataimatfacilitatinginternationalmobility.
Overtimethemajorityofdestinationshaveeasedtravelrestrictionsforinternationaltourismandintroducednewprocedures,suchastestingrequirementsuponarrival.Nevertheless,forthetimebeing,veryfewdestinationshavecompletelyliftedCOVID-19relatedtravelrestrictions.Infact,somedestinationshavetightenedtravelrestrictionsagain,inparticulardirectedatdestinationswhereVOChavebeendetected,andmanycontinuetohavetheirborderspartiallyorcompletelyclosed.
Thistenthreportprovidestheanalysisoftravelrestrictionsasof1June2021withspecialfocusondestinationswithcompleteborderclosureanddestinationsthathavehadbordersclosedforthepast57weeks.Withtheaimtoidentifycausalitiesandrelationsbetweenfactorsthatmighthaveaninfluenceontravelrestrictions,dataonthe14-daynotificationrateofnewCOVID-19casesper100.000populationwascollectedatthetimeofanalysingthetravelrestrictions.
Asinpreviousreports,thesedestinationsareanalysedaccordingtoselectedeconomicandpoliticalblocs,inparticularemergingandadvancedeconomies,SmallIslandDevelopingStates(SIDS),LeastDevelopedCountries
(LDCs)andLandlockedDevelopingCountries(LLDCs).Travelrestrictionsarealsoanalysedinrelationtotheeconomicimportanceoftourismindestinations.BoththeHealthandHygiene(H&H)IndicatorandtheEnvironmentalPerformanceIndex(EPI)areusedwiththeobjectivetoexplorethelinkbetweenhealthandenvironmentalperformance5andtheconnectiontotravelrestrictions.Inaddition,traveladvisoriesissuedbythegovernmentsoftheTop10sourcemarketsfortheirrespectivecitizensareanalysed,withtheaimtobetterunderstandtheiradditionalimportantinfluenceontherecoveryofinternationaltourism.
Forthefirsttime,thisreportalsoanalysestheshareofvaccinatedpopulationwithindestinationstoidentifypotentiallinksandpatternsrelatedtotravelrestrictions.

Inlinewiththeseriousglobalepidemiologicalsituation6andinparticularthespreadoftheSARS-CoV-2VOC7,manydestinationshavemaintainedtravelrestrictionsunchangedforinternationaltourismsincereportedlaston1February2021,despitetheprogressintestingtechnologiesandvaccinerollouts8.Nevertheless,thegrowingnumberoffullyvaccinatedpersons9andsupportingdigitalsolutions10areexpectedtofacilitateinternationalmobility,inparticularinintra-regionalcontexts.
Asof1June2021,atotalof136destinations(63%ofalldestinationsworldwide)havetheirborderseithercompletely11(63destinations,29%ofalldestinationsworldwide)orpartially12(73
destinations,34%ofalldestinationsworldwide)closedforinternationaltourism(Figure1).Thisnumberisslightlylowerasitwason1February2021,whenitamountedto142.
Atotalof78destinations(36%ofalldestinationsworldwide)requestthepresentationofnegativeCOVID-19testresultsuponarrivaltothedestination,oftencombinedwithquarantinemeasures.Thisrepresentsanincreaseof8destinationsinthiscategorycomparedto1February2021.
35destinations(16%ofalldestinationsworldwide),inadditiontootherentryrestrictions,requestmandatoryquarantine13forallinternationaltourists,regardlessoftheirdestinationsoforigin.
Furthermore,theanalysisshowsthat92destinations(42%ofalldestinationsworldwide)
Asof1June2021,atotalnumberof170millionCOVID-19casesand3.5milliondeathsfrom222countriesandterritorieswerereportedbytheWHO.AllWHOregions,exceptAfricaandtheWesternPacificregion,reportedadeclineinnewcasescomparedtotheprevious7days.Althoughthenumberofglobalcasesanddeathscontinuedtodecreaseforafifthandfourthconsecutiveweekrespectively,caseanddeathincidencesremainathighlevelsandsignificantincreaseshavebeenreportedinmanycountriesinallregions.Formoreinformation,pleaseseeWHOWeeklyEpidemiologicalUpdate-Edition42,published1June2021at:
