SavingourAirwithHybridElectricSchoolBusesAproposalby:AdvancedEnergy,InstituteforTransportationResearchandEducation,DukePower,ProgressEnergyOverviewTheStateEnergyOfficeiswellawareoftheproblemsposedbytheairqualityissuesfacingthestate.ThisproposalseekstobeginsolvingsomeofthoseproblemsthroughapartnershipamongtheStateEnergyOffice,AdvancedEnergy,andotherswhosharetheseconcerns.Thebenefitsofthisprojectinclude:Studyingreductionofemissionsbyusinghybridelectricbuses,thuspromotingsubsequentbenefitstoairqualityandhealth,Takingimportantstepstowardssolvingnon-attainmentissues,thusensuringthateconomicdevelopmentinNorthCarolinaisnotjeopardized,andPotentiallyreducingthestate’sdependenceonforeignenergysources.Carbonmonoxide,nitrogenoxides,particulatesandotherpollutantsposesignificanthealthriskstoNorthCarolina’sresidentsandtheirchildren,especiallythosewithasthmaorotherlungconditions.Studieshaveshownthattheamountofparticulatesinhaledbychildrenonschoolbusescreatesamajorthreattotheirlungdevelopmentandpulmonaryhealth.Beyondthehealthrisk,excessivepollutantsalsoposeaseriousrisktooureconomy.Asmanyas25countiesofNorthCarolinaaresoontobedeclaredinnon-attainmentduetoozoneexceedances.Thismeansthatmanycountieswillhavereducedabilitiestobringinnewindustriesanddevelopments.Federalroadfundswillbefrozen,reducingfundstothestatepotentiallyinthehundredsofmillionsofdollarseachyear.Thehealthandeconomicsrisksarecompelling.Wemustmovequicklytoaddressthem.Withmorethan50%ofozone-producingemissionscomingfromthetransportationsector,theproposalteamlistedaboveoffersaproposalthathasthepotentialtoreduceNCnitrogenoxide(themajorprecursorofozone)emissionsbyasmanyas4,000tonsperyear.ThiswillnotsolveallofNorthCarolina’sairqualityissuesbutcouldbeoneofseveralcomponentswithsignificantairqualitybenefits.TheproposalteamofferstotheNorthCarolinaStateEnergyOfficetheopportunitytoparticipateinthedevelopmentofhybridelectricschoolbuses.Eachyear13,000schoolbusesrollthroughNorthCarolinaroads,loggingmillionsofmilesandproducingthousandsoftonsofemissionsthataffecttheatmosphereandthehealthofthechildrenwhoridethem.WeproposetoputinplaceaprocessthatcapitalizesonNorthCarolinastrengthstodesignandbuildhybridelectricschoolbuses.Theprojectwillrunintwophases,withastoppointbetweenthetwotoassessresultsbeforecontinuing.AdvancedEnergyhasalreadyformedaHybridBusAdvisoryGroupthathasbeenengagedinworkforthepastsixmonths.TheAdvisoryGroupincludesmembersfromtheNorthCarolinaDepartmentsofPublicInstruction,ofEnvironmentandNaturalResources,andofTransportation,alongwiththeU.S.EnvironmentalProtectionAgency,NorthCarolinaStateUniversity,andtheInstituteforTransportationResearchandEducation.Thisadvisorygroupwillhelpdevelopatargetededucationcampaignforpertinentstakeholders—directedtoschoolbusmanufacturers,electricutilities,andtheNCDepartmentofPublicInstruction.Theproposeddeliverableofthisprojectisthedesign,conversion,anduseofahybridelectricschoolbusinarealworldsetting.Thiswillpotentiallybethefirstofasmanyas13,000hybridelectricbusesinthestate.Thisproposalhasthepotentialtoproducesignificantimpactsontheairquality,petroleumusage,andeconomicstrengthofthestatewhileprovidingsubstantialhealthbenefitstoNorthCaroliniansandtheirchildren.CorporateBackgroundandExperienceAdvancedEnergy’sexperiencewithvehiclespoweredbyalternativefuelsdatesbacktoApril1989,whenwebegantestingafullsizeGeneralMotorselectricvanattheRaleighHousingAuthority.TheelectricvanwasdemonstratedandshownthroughouttheCarolinasandVirginia.Thevanprojectwasfollowedin1991bythepurchaseofaPontiacFieroconvertedtoelectricoperationfordemonstrationasashortrangehighway-speedcommutervehicle.ThisEVisstilloftenusedbyAdvancedEnergyasademonstrationvehicle.AdvancedEnergyhasparticipatedwiththeEVChallengeprogramformorethanadecade.EVChallengeisaneducationalprogramdirectedtohighschoolstudentsthatculminateswithacompetitionofelectricvehiclesdesignedandoperatedbythestudents.Formanyyears,AdvancedEnergywastheleadorganization.SincetheformationofEVChallengeasitsownstand-aloneorganization,AdvancedEnergyhasmovedintoasupportrole.Thiscontinuesthroughtoday,themostrecentcompetitionhavingtakenplaceinApril2003.AdvancedEnergyhasalsobeeninvolvedformorethan5yearswiththeCleanCitiesprogram,whichexploresmethodstoreducetheimpactsoftransportationtechnologies.Otherrelatedprojectsinthepastfewyearsincludenumerousdemonstrationprojectsandfeasibilitystudiesofawiderangeofinnovativetechnologyinindustrialsettings.Thesefeasibilitystudiesincludedatagatheringinrealworldsettingstoestimateoperatingandmaintenancecostsandcapitalinvestmentneeds.WeworkwithawiderangeofindustriesandinterfacewithpersonnelfromCEOstomachineoperatorstomaintenancemechanics.AdvancedEnergytechnologyassessmentshavebeenwidelyusedformanyyearstoguidelargecapitalinvestmentprojects.LocatedinRaleigh,NorthCarolina,AdvancedEnergyisthenationalresourcethatfocusesonindustrialprocesstechnologies,motorsanddrivestesting,andappliedbuildingscience,withstate-of-the-arttestingandappliedresearchlaboratories.Weareanon-profitcorporationthatcreateseconomicandenvironmentalbenefitsthroughinnovativeapproachestoenergy.AdvancedEnergywasoriginallyknownasAlternativeEnergyCorporation,orAEC.WewerefoundedbytheNorthCarolinaUtilitiesCommissionin1980—atimewhenelectricrateshadbeenrisingduetoincreasedpowerplantconstruction.TheUtilitiesCommissionsawAECasawaytohelptheutilitiesavoidbuildingnewpowerplantsbyexploringalternativewaysofproducingelectricityandbygettingmoreworkoutoftheelectricityalreadyavailable.Withthecooperationofthestate'smajorelectricutilities,theUtilitiesCommissionsetupfundingtocomefromtheelectricratepayersofthestate—aninvestmentequivalenttoabout39centsperpersonperyear.ThemoneyiscollectedbymemberutilitiesandthenpassedalongtoAdvancedEnergy.ThemembersareDominionNorthCarolina,DukePower,ProgressEnergy,andNorthCarolina’selectriccooperatives.ThecorporationisgovernedbyaBoardofDirectorswitheightmembersappointedbythegovernorofNorthCarolinaandfourdirectorsnamedbythememberutilities.Intheyearssince1980,wehavecarriedouthundredsofprojectsforallsectorsoftheeconomy,includingagriculture,industry,commercial,residential,governmentsandnonprofits,education,andutilities.OnJune1,1997,theNorthCarolinaAlternativeEnergyCorporation,orAEC,becameAdvancedEnergy.TheemphasisoninnovationandefficiencyhasnotchangedasAdvancedEnergycontinuestobuildonafoundationofexpertiseandachievementinappliedbuildingscience,motorsanddrivestesting,andindustrialprocesstechnologies.FinancialStatementAcopyofthemostrecentauditedstatementisincludedintheCostProposalpacket.
TechnicalApproachTheRequestforProposalsasksforprojectsthatimproveairqualityandreduceimportsofforeignpetroleum.Thisprojectsetsinmotionaplanthatachievesthesegoalsasmuchasany.With13,000schoolbusesplyingtheroadsofNorthCarolinaandloggingmillionsofmiles,theopportunitiesaregreatforimprovingefficiencyandreducingairemissions.Thesebusesuseasmuchas20milliongallonsofgasolineanddieseleveryyear.Reducingthosefigurescouldhaveasignificantimpactonthepetroleumimportedintothestateeachyear.Probablymostimportant,andthelargestopportunityforchange,isthatrecentstudiesbytheU.S.EnvironmentalProtectionAgencyandothershaveshownthattheairqualityinsideandaroundschoolbuseshashigherlevelsofpollutants.Thisputsourchildrenatrisk.Byproducingschoolbusesthatusehybridelectricvehicletechnology,wemovethemajorityofemissionsfromthevehicletailpipetotheelectricutility.Theelectricutilityisfarmoreregulatedand,accordingtotheEPA,energyproducedatpowerplantsismuchcleanerthatthatproducedbyavehicle.Byusingtheseschoolbuses,wecancuttheconsumptionofpetroleuminhalforbetter.Thisisaprojectthathasthepotentialtoimpactmillionsofgallonsofpetroleumimports,improveambientairqualityforNorthCarolina,andimprovetheon-busairquality.Meanwhile,sincealargeportionoftheU.S.schoolbusesarebuiltinNorthCarolina,thishasthepotentialforaneconomicandjobsbenefit.Sincetheprojectwillinvolvethedevelopmentofahybridelectricschoolbus,itisanaturalfortheschoolchildrentolearnaboutthetechnologiesandbenefits.Theprojectwillcreatetheopportunitytoworkwiththosechildrenandtheirfamilies.
