Abstract

Thesubjectofthispaperisabout’smonetary.Itexpoundsthecurrentapplicationofmonetaryin,thedifferenttoolsthatusetoachieveitseconomicgoals,theoverallevaluationandsomeconstructivecriticism.

Introduction

Monetaryistheprocessbywhichthemonetaryauthorityofacountrycontrolsthesupplyofmoney,oftentargetingarateofinterestforthepurposeofpromotingeconomicgrowthandstability.Theofficialgoalsusuallyincluderelativelystableprices,lowunemploymentandthebalanceofinternationalpayments.In,thePeople’sbankofisfunctionedasthecentralbank.ItorganizestheMonetaryCommittee,whichisparticularlyresponsiblefortheconstitutionofthemonetary.Generally,monetaryisreferredtoaseitherbeingexpansionaryorcontractionary.Since2011,hasshifteditsmonetarystancefromrelativelyloosetoprudentandmaintainedituntilnow.Underprudentmonetary,themoneysupplyincreasessteadilyandneitherinflationnordeflationemerges.Thecentralbankusesthemonetarytoboosteconomicactivityiftheeconomyisinrecessionandreduceeconomicactivityiftheeconomyisgrowingtoofast.Themostcommonmonetarytoolsinaredirecttoolasinterestrateandindirecttoolsasreserverequirementsandopenmarketoperation.Thefollowingpartsofthepaperwouldmakedetailedysisabouteachtoolandtheeffectstheybring.

Introduction

Interestratetargetsareavitaltoolofmonetaryandaretakenintoaccountwhendealingwithvariableslikeinvestment,inflation,andunemployment.Thecentralbanksofcountriesgenerallytendtoreduceinterestrateswhentheywishtoincreaseinvestmentandconsumptioninthecountry'seconomy.However,alowinterestrateasamacro-economiccanberiskyandmayleadtothecreationofaneconomicbubble,inwhichlargeamountsofinvestmentsarepouredintothereal-estatemarketandstockmarket.1

Impactofinterestrate

Duringtheperiodof2008to2013,wecannoticethattheinterestrateexperiencedacycleofdecliningandthenrisingandfallingagain.Thedifferencebetweenthelendingrateanddepositrateremainsapproximaythesameataround3%.Comparedwithotherdevelopedcountries,thedepositrateismuchlowerinandtherighttosetinterestrateismorecontrolledbytheernmentinsteadofthemarketitself.Thismaybegoodforthestabilityofeconomy.However,theinvestmentofcapitalissomehowrestricted.

Reserverequirement

Introduction

Thereserverequirementisacentralbankregulationemployedbymost,butnotall,oftheworld’scentralbanks,thatsetstheminimumfractionof

customerdepositsandnotesthateachcommercialbankmustholdasreserves.

Thereservesconsistofdepositsatthecentralbankspluscurrencythatisphysicallyheldbybankswhichareassetsforthebanks,butliabilitiesforthecentralbanksbecausethebankscandemandpaymentonthematanytimeandthecentralbankisobligedtosatisfyitsobligationbypayingreservenotes.

Aswewillsee,anincreaseinreservesleadstoanincreaseinthelevelofdeposits

andhenceinthemoneysupply.

From2008,thereserverequirementinrosewithfluctuations,whichreachesthepeakof21.5%inLCFIand18%insmallandmedium-sizedfinancialinstitution.Thecentralbankmadeitclearthatraisingthereserverequirementistostrengthenliquiditymanagementandsuppresstheexcessivelyrapidgrowthofcreditamount.

Therearesomeinfluencesofthis.Intheprocessofadjustingthereserverequirementratio,itdoesn’truleoutsomepoorliquidityofthemediumandsmallbanksinordertoraisecapitalandsellbonds,acceleratingthefallofthebondmarket,buttheactualimpactonthestockmarketisnotbig.

Discountwindowlending

Introduction

Thediscountwindowisaninstrumentofmonetarythatallowseligibleinstitutionstoborrowmoneyfromthecentralbanktomeettemporaryshortagesofliquidity.Theinterestratechargedonsuchloansbyacentralbankiscalledthediscountrate,andisusuallysetbelowshortterminterbankmarketrates.Accessingthediscountwindowallowsinstitutionstovarycreditconditions,therebyaffectingthemoneysupply.Whenthediscountraterises,thecostofgettingthediscountloanincreases,thereforethemoneysupplydecreases.However,theaffectofdiscountisrelativelyelasticandweakerthantheothertwomaintools.

In,thediscountcontainstwoaspects.Oneisthesetupandadjustmentofdiscountrate.OnDecember26th,2010,thePeople’sBankofincreasedthediscountratefrom1.8%to2.25%andmaintainedthisvalueuntilnow.Theotheristhequalificationofapplyingdiscountloan.Since2008,PBOChasestablishedmorediscountwindowsaroundthecountryfortheconvenienceoflocalfinancialinstitutions.Ithasalsoqualifiedmoresmall-and-middlesized,ruralandnon-bankfinancialinstitutionstodiscountloans.9

Akindofeffectivemonetarytoolsmustbeunderthecontrolofthecentralbankdirectly.Comparedwithdevelopedmarketeconomycountries,theuseofmonetarytoolsinourcountrystillexistthefollowingproblems,
