特岗政策执行下存在的问题及对策研究-以富宁县为例

摘要特岗计划政策是中央实施的一项对中西部地区农村义务教育的特殊政策。通过公开招聘高校毕业生到中西部地区“两基”攻坚县、县以下农村学校任教，引导和鼓励高校毕业生从事农村义务教育工作，创新农村学校教师的补充机制，逐步解决农村学校师资总量不足和结构不合理等问题。在对特岗计划政策的解读下，本文通过对富宁县乡镇中小学特岗教师进行基础的走访调查，并采用问卷调查的方式了解乡镇中小学特岗教师的生活状况、结婚状况、性别、年龄、学历、专业等相关情况，对乡镇中小学特岗教师的生活状况和政策执行现状进行综合分析，并根据富宁县的实际情况，在对特岗计划政策的相关政策制定和实施等方面，来提出适合富宁县特岗计划执行的优化路径。关键词：特岗计划；政策执行；特岗教师；义务教育均衡发展AbstractThe
