前言
根据福建省住房和城乡建设厅《关于发布福建省工程建设地
方标准复审结果的通知》闽建科[2014]45号要求,由厦门市建设
工程质量安全监督站、厦门源昌城建集团有限公司主编而成。编
制组经广泛调查研究,总结实践经验,参考国家和行业有关标准,
并在广泛征求意见的基础上,修订本规程。
本规程共分17章2个附录和10个附表,主要技术内容包括:
总则,术语,基本规定,地基与基础加固,砌体结构加固,混凝
土结构加固,木结构加固与修复,生土墙体加固与修复,地面修
复,建筑装饰装修与修复,建筑屋面加固与修复,建筑给水、排
水系统安装,建筑电气,智能建筑,临时加固与拆除,施工安全,
质量验收。
本次修订的主要内容是:1.增加风貌建筑生土墙体加固与修
复技术要求;2.增加和充实了小木作加固与修复技术以及雕塑制
作与安装;4.将原来建筑材料质量检测的章节调整到其他篇章;5.
将工程施工质量竣工验收修改为适用于各分部和竣工验收的要
求;6.按照现行国家技术标准修订了相关篇章。
本规程由福建省住房和城乡建设厅负责管理,由厦门市建设
工程质量安全监督站负责具体技术内容的解释。执行过程中如有
意见或建议,请反馈给福建省住房和城乡建设厅建筑节能与科学
技术处(地址:福州市北大路242号,邮政编码350001)。

1总则
1.0.1为加强我省风貌建筑工程加固修复施工管理,保证工程质
量与施工安全,制定本规程。
1.0.2本规程适用于我省以砖石砌体、砖木及土木承重等混合结
构以及混凝土结构为主的风貌建筑工程加固修复施工质量与安全
控制和工程施工质量检查验收。
1.0.3风貌建筑工程加固修复施工和工程质量安全控制除执行
本规程外,尚应符合现行国家有关标准规范的规定。
1.0.4风貌建筑工程加固修复应本着“改善地基,加固基础与结
构,完善功能,修旧如旧”的原则。
1.0.5承接风貌建筑工程加固修复的勘察、设计和施工企业,应
具有建筑工程相应资质及从事加固修复工作的经历,承担相应的
责任;风貌建筑加固修复的实施应经建设、消防等主管部门的施
工许可和审查。
1.0.6风貌建筑加固修复工程施工应建立和实施:
1施工组织方案技术论证制度;
2勘察、设计、施工、监理(或建设)等单位项目现场协调
配合机制;
3施工过程质量、安全隐蔽检查和阶段性检查验收签认机
制;
4施工安全应急救援预案及演练。
1.0.7未注明日期的引用文件,其最新版本适用于本规程。

2术语
2.0.1风貌建筑historicartificialbuilding
具有地方性历史文化意义、艺术特色、科学研究价值、工艺
精致的保护性建筑。
2.0.2加固修复reinforcementandrestoration
使既有建筑达到规定的结构安全和使用功能,同时又保留既
有建筑外观的设计及施工。
2.0.3改变结构传力体系加固strengtheningforchanging
structuretransferringsystem
在保留既有建筑外观的情况下,通过新增传力体系全部或局
部代替既有结构体系的加固方法。
2.0.4生土墙yawsoilwalls
利用未经焙烧的沙质粘土(黄土)、石灰、砂子(以分布在闽
西南的为例)等材料按一定比例拌合制成的主料,用夹墙板分层
夯筑而成的承重墙体。
2.0.5土楼earthbuildingscomplex
采用生土承重墙体与木作柱、梁等构架系统合围而成的圆形、
方形、矩形等具备生产和御敌的大型土木结构、多层聚居性建筑。
2.0.6主控项目dominantitem
加固修复工程施工中对安全、卫生、环境保护和公众利益起
决定性作用的检验要求。
2.0.7一般项目generalitem
除主控项目以外的检验项目。

3基本规定
3.0.1风貌建筑加固修复工程施工前,建设单位应提供和收集下
列资料:
1既有建筑设计文件;
2既有建筑使用情况及历次修缮资料;
3周边市政管线资料和现场查勘实物记录;
4既有建筑地基与基础和主体结构安全等级鉴定报告,及风
貌建筑保护要求等资料;
5审查合格的工程地质和水文勘察资料;
6经施工图审查机构审查合格的加固修复设计文件;
7经施工企业总工程师确认的风貌建筑实测的初始数据资
料和影像资料。
3.0.2风貌建筑加固修复工程在施工前,施工单位应编制完善的
施工组织设计及施工方案,并包括模板支撑与拆除、脚手架搭设
与拆除,重型运输机械安装与施工临时用电、成品与半成品保护、
安全应急救援预案等专项施工方案。
3.0.3风貌建筑加固修复工程的施工组织设计施工方案,应经施
工企业技术负责人及总监理工程师审批,并组织专家论证后实施。
3.0.4施工现场应建立完善的质量与安全管理体系,确保施工方
案的实施和施工质量与安全措施的落实。
3.0.5加固修复施工过程中重新发现既有建筑相关部位存在严
重的损伤或缺陷时,应暂停施工,在有关单位共同研究制定处理
意见后方可继续施工。
3.0.6加固施工应采取下列安全措施:
1基础必须间隔施工;
2楼板拆除置换在同一层的各房间应间隔施工,待新浇楼板
的混凝土达到设计强度后才能拆除相邻的旧楼板的混凝土;
3柱和墙体加固施工应采取安全可靠的方法进行支护,先施
工柱和墙,然后再施工梁板;
4施工中应同时保留两层楼面模板支撑不拆除以保证满足

施工荷载的要求;
5当可能出现倾斜、开裂或侧塌等不安全因素,或可能发生
损伤原建筑风貌时,施工前应采取有效的防范措施;
6当遇有风力在六级以上、大雪天、雷暴雨等恶劣气候时,
不得进行施工作业,并应采取安全保护措施。
3.0.7风貌建筑的土楼建筑施工应遵循以下工序原则:备料、择
时、分段挖(探)基、分段筑基、分层夯墙或加固修复墙体、献
架或加固修复柱、梁、板木结构、铺瓦、装饰及安装水电设施等。
3.0.8既有建筑地基基础加固工程,应对建筑物在施工开始即应
对整体既有建筑进行沉降、位移、倾斜、开裂等观测,直至沉降
达到稳定为止,对邻近建筑物和市政管线应进行相应的监测。
3.0.9风貌建筑加固修复施工时,应编制对设计要求保留的既有
屋面、外墙及饰面和新建成品、半成品保护专项方案;工序交接
时应按规定落实保护措施。
3.0.10加固修复所用的建筑材料应具有产品合格证或出厂检验
报告,应按相关规定进行进场复验、见证取样复验,其性能应符
合国家有关规范、技术标准的规定以及设计要求。
3.0.11风貌建筑加固修复应执行现行国家和福建省有关建筑节能
标准;同时,结合实际着重在加固修复工程的屋面、门窗、电气照
明等项目中使用节能措施和材料设备;并按规定施行质量检查验收。
3.0.12加固修复工程竣工验收时,必须进行室内环境污染物浓
度检测,检测结果应符合《民用建筑工程室内环境污染控制规范》
(GB50325)的规定。
3.0.13风貌建筑工程加固修复施工过程的记录、质量控制资料、
技术资料、竣工图纸和验收手续等应按政府有关规定收集整理归档。

4地基与基础加固
4.1一般规定
4.1.1本规定适用于风貌建筑地基与基础工程加固、改造施工和
质量检查验收。
4.1.2风貌建筑地基基础加固的主要形式有:水泥土搅拌桩地
基、旋喷桩复合地基、换填地基、钻孔灌注桩托换加固、压入预
制桩基托换加固、基础加大截面加固、沉管砂石桩复合地基、水
泥粉煤灰碎石桩复合地基。
4.1.3风貌建筑地基与基础加固施工应在严防坍塌、跨塌的安全
施工环境下实施。施工的顺序要本着“循序渐进、边挖边探”的
原则,视上部主体结构形式可采用“两侧对称进行、分段施工和
间隔施工”的原则,并结合地质情况由深到浅实施。
4.1.4风貌建筑地基加固处理质量检查验收应采用分段施工、分
段检查验收方式,并及时转入分段基础加固施工。由项目总监理
工程师组织,施工项目技术负责人、勘察、设计项目负责人和建
设(业主)代表参加,工程质量监督部门的监督人员监督验收。
4.1.5地基与基础加固施工前、后过程,应对既有建筑及其邻近
建筑、地下管线和地面的沉降、倾斜、位移和裂缝进行监测。
4.1.6当采用竖向承载水泥搅拌桩或旋喷桩加固地基时,宜在基
础和桩顶之间设置褥垫层。褥垫层厚度可取200~300mm,其材
料可选用中砂、粗砂、级配砂石等,最大粒径不宜大于30mm。
4.1.7风貌建筑基础加固工程质量检查验收,可采用分段施工分
段检查验收的方式,并及时回填密实;验收组织与程序按照第
4.1.4条相关规定执行。
4.1.8作业区应有明显标志或围墙,非工作人员不得进入。

4.1.9桩基操作人员在作业过程中,应集中精力正确操作,注意
机械工况,不得擅自离开工作岗位或将机械交给其他无证人员操
作。
4.2水泥土搅拌桩地基
4.2.1本节适用于正常固结的淤泥与淤泥质土、粉土、素填土、
粘性土以及无流动地下水的饱和松散砂土等地基加固处理施工和
质量检查验收。
Ⅰ施工要点
4.2.2水泥土搅拌桩地基施工前应根据设计进行工艺性试成桩,
数量不少于3根,多轴搅拌施工不得少于3组。应对工艺试桩的
质量进行检验,确定施工参数。
4.2.3搅拌桩施工时,停浆(灰)不宜小于桩顶设计标高500mm;
在开挖基坑时,应将桩顶以上土层及桩顶施工质量较差的桩段,
采用人工挖除。
4.2.4水泥土搅拌桩地基施工主要步骤应为:
1搅拌机械就位,调平;
2预搅拌(钻)下沉至设计加固深度;
3边喷浆(粉)、边搅拌提升直至预定的停浆(灰)面;
4垂直搅拌下沉至设计加固深度,必须确保全桩长上下至少
重复搅拌一次;
5根据设计要求,将喷浆(粉)或搅拌头提升至预定的停浆
(灰)面;
6关闭搅拌机械。
4.2.5施工设备及工艺分为湿法和干法,具体应执行《建筑地
基处理技术规范》(JGJ79)规定。
Ⅱ主控项目
4.2.6进行强度检验时,如设计无特殊要求,对承重水泥土的搅

拌桩应取90d后的试件。
4.2.7水泥土搅拌桩复合地基承载力检验应采用复合地基静载
荷试验和单桩静载荷试验,静载荷试验宜在成桩28d后进行,验
收检验数量不少于总桩数的1%,复合地基静载荷试验数量不少于
3台(多轴搅拌为3组)。
4.2.8水泥土搅拌桩用的水泥及外掺剂应符合设计和产品质量
要求;水泥等材料用量应符合配合比要求。
Ⅲ一般项目
4.2.9水泥土搅拌桩地基质量检验一般要求应符合《建筑地基基
础工程施工质量验收规范》(GB50202-2002)表4.11.5的规定。
4.3旋喷桩复合地基
4.3.1本节适用于淤泥、淤泥质土、流塑、软塑或可塑粘性土、
粘土、砂土,素填土和砂石土等地基加固处理施工和质量检查验
收。
对地下水流速较大的地基,应根据现场试验结果确定其适用
性。
Ⅰ施工要点
4.3.2旋喷桩的施工参数及工艺应根据土质条件、加固要求,通
过试验或根据工程检验确定,并在施工中严格加以控制。
4.3.3单管法及双管法的高压水泥浆和三管法高压水的压力应
大于20MPa,流量应大于30L/min,气流压力宜大于0.7MPa,
