ThisstandardwascompiledinaccordancewiththetaskarrangedbyNoticeoftheNationalEnergyAdministrationonIssuingtheFirstBatchofIndustryStandardFormulation(Revision)PlansintheEnergySectorin2010(No.320oftheDepartmentofScienceandTechnologyoftheNationalEnergyAdministration).

ThisstandardwasproposedbytheChinaElectricityCouncil.

ThisstandardwaspreparedbytheNationalTechnicalCommitteeofStandardizationforLiveWorking.

Scope

Thisstandardspecifiesthetechnicalrequirementsandmattersneedingattentionforliveworkingon±660kVDCtransmissionlines,aswellasthetest,transportationandstorageoftheworkingtools.

Thisstandardisapplicabletoliveworkingon±660kVDCtransmissionlinesinareaswithanaltitudeof2000mandbelow.

Generalrequirements

4.1Personnelrequirements

4.1.1Liveworkingworkersshallbeingoodhealthandfreefromphysicalandpsychologicalobstaclesthathinderwork.Theyshallhaveabasicknowledgeofelectricalprinciplesandpowerlines,masterthebasicprinciplesandoperatingmethodsofliveworking,andbefamiliarwiththescopeofapplicationandusingmethodsoftheworkingtools.TheyshallbefamiliarwithGB26859,DL/T966andthisstandard.Theyshallmasteremergencyrescuemethods,especiallytheelectricshockrescue.Theyshallreceivetheoreticalandoperationaltrainingfromspecializedtraininginstitutions,passrelevantexaminationsandholdrelevantcertificates.

4.1.2Thepersoninchargeofthework(orthesafetyguardian)shallhaveatleast3yearsofactualworkingexperienceinliveworkingonpowertransmissionlines,befamiliarwithequipmentconditions,havecertainorganizationalcapabilityandaccidenthandlingability,andpasstheexaminationafterspecialtraining.

4.2Institutionalrequirements

AccordingtoGB26859andthisstandard.

4.3Meteorologicalrequirements

4.3.1Liveworkingshallbecarriedoutingoodweather.Incaseofthunder,rain,snowandfog,liveworkingshallnotbecarriedout.Whenthewindforceisgreaterthanlevel5(10m/s),liveworkingshouldnotbecarriedout.

4.3.2Ifliveworkingisrequiredinweatherwithrelativehumiditygreaterthan80%,insulatingtoolswithmoisture-proofperformanceshallbeadopted,andthepossibilityofinsulationdegradationoftheinsulatingtoolsunderhighhumidityshallbeconsidered.

4.3.3Underspecialoremergentconditions,whenemergentlive-linerepairmustbecarriedoutinharshclimate,relevantengineeringandtechnicalpersonnelandallworkingpersonnelshallbeorganizedtofullydiscussandformulatereliablesafetymeasuresaccordingtothesiteclimateandworkingconditions,andtheemergentlive-linerepaircanbecarriedoutonlyaftertheapprovalofthechiefengineeroftheunitortheleaderinchargeofproductionoftheunit.Sufficientlightingfacilitiesshallbeprovidedfornightwork.

4.3.4Incaseofasuddenchangeofweatherduringliveworking,whichcanendangerpersonalorequipmentsafety,theworkshallbestoppedimmediately.Undertheconditionofensuringpersonalsafety,thenormalworkingconditionsoftheequipmentshallberestoredassoonaspossibleorotherprotectivemeasuresshallbetaken.

4.4Otherrequirements

4.4.1Fornewliveworkingprojectsthataremorecomplicatedandmoredifficultandnewdevelopedtools,scientifictestsshallbeconductedtoconfirmsafetyandreliability,andsafetymeasuresandoperationprocessplansshallbeestablished,andthetoolscanbeoperatedonequipmentonlyaftertheapprovalofthechiefengineeroftheunitortheleaderinchargeofproductionoftheunit.

4.4.2Thepersoninchargeofliveworkingshallcontactthedispatcherbeforetheworkstarts,andtheworkcanbestartedonlyaftercontacting.WhenitisnecessarytodisableDCrestartprotectiondevices,thelicenseformalitiesshallbeperformed.Aftertheworkisfinished,reportingtothedispatchershallbedoneintime.Itisstrictlyprohibitedtostoporresumetherestartprotectiondevicesatanappointedtime.

Technicalrequirements

5.1Groundpotentialworking

5.1.1Whentheworkerworksatgroundpotential,theminimumworkingdistancebetweentheworkeratgroundpotentialonthetowerandtheliveconductorsshallmeettheprovisionsofTable1.

5.2.3Whentheequipotentialworkerentersorleavesequipotentialalongtensioninsulatorstrings,thenumberofinsulatorsshort-circuitedbythehumanbodyshouldnotbemorethan4.TheminimumnumberofgoodinsulatorsshallmeettheprovisionsofTable5afterthenumberofinsulatorsshort-circuitedbythehumanbodyandbadinsulatorsisdeductedfromthetensioninsulatorstrings.

5.3Safetyprotection

5.3.1TheequipotentialworkershallwearTypeIIconductiveclothingandflameresistantunderwearaccordingtoGB/T6568.

5.3.2Theworkeratgroundpotentialonthetowershallwearafullsetofelectrostaticprotectiveclothingorconductiveclothing.

5.3.3Theinsulatedoverheadgroundwireshallberegardedasaliveconductor,andtheworkersshallkeepadistanceof0.6mfromit.Ifitisnecessarytoworkontheoverheadgroundwire,itshallbegroundedwellthroughadedicatedearthingcable.Themethodsandstepsforhangingordismantlingthededicatedearthingcableontheoverheadgroundwirearethesameasthoseforhangingordismantlingtheearthingcableonapower-offline.Afterhangingupthededicatedearthingcableandwearingafullsetofelectrostaticprotectiveclothingorconductiveclothing,theworkersmaycarryoutmaintenance.

5.3.4Foranopticalfibercompositeoverheadgroundwire(OPGW)groundedbyeachtowerfoundationorotherdirectlygroundedoverheadgroundwires,theworkersmaydirectlycarryoutmaintenanceworkbywearingafullsetofelectrostaticprotectiveclothingorconductiveclothing.Ifitisnecessarytodisconnectthedirectlygroundedoverheadgroundwiresfromtheground,theoverheadgroundwiresshallbehungwithearthingcablesbeforemaintenance.

5.3.5Beforeoverhaulinginthemiddleoftheoverheadgroundwirespan,inordertoensurehis/hersafety,theworkershallcheckwhethertheverticaldistancebetweenhim/herandtheliveconductorsbelowmeetstheminimumworkingdistancerequirementsaftertheoverheadgroundwireintheworklocationisloadedbyhim/her,andwhetherthemechanicalstrengthoftheoverheadgroundwiremeetsrelevantrequirements.

5.3.6Whenworkingontheuni-polarpower-offside(theotherpoleisrunning),theworkershallwearafullsetofelectrostaticprotectiveclothingorconductiveclothing.

5.3.7Whenusinginsulatingropestotransferlargemetalobjects,theworkeratgroundpotentialoronthetowershallgroundthemetalobjectsbeforetouchingthem.

5.3.8Withregardtolargemetalobjects(e.g.automobiles,etc.)insulatedfromthegroundandplacednearstrongelectricfields,attentionshallbepaidtoprotectingpeoplefrominducedelectricalinjury.Themetalobjectsmustbegroundedbeforetheycanbetouched.

5.4Potentialtransfer

5.4.1Theequipotentialworkershallobtainpermissionfromthepersoninchargeoftheworkbeforepotentialtransferandshallnotlosetheprotectionofthesafetybelt.

5.4.2ForpotentialtransferofDCtransmissionlines,thepotentialrodshouldbeused,whichshallbeinreliablecontactwithliveconductors.Beforeenteringequipotential,theworkershallcontactthepotentialrodquicklywiththeliveconductorsatadistanceofabout0.4mfromthem.Whenleavingequipotential,theworkershallcontactthepotentialrodwiththeliveconductorsfirst,andthenwithdrawthepotentialrodquicklyafterleavingtheliveconductors0.4maway.

5.4.3Duringpotentialtransfer,theactionshallbesmooth,accurateandfast.

Enterorleaveequipotential

6.1Enterorleaveequipotentialonasuspensiontower

6.1.1Whenenteringorleavingequipotentialonasuspensiontower,theworkershallnotenterorleaveequipotentialverticallyfromthecrossarmsoralongtheinsulatorstrings.Thehangingbasket(hangingchairandhangingladder)method,theinsulatingflexibleladdermethodandothermethodsmaybeusedtoenterandleaveequipotential.

6.1.2Whentheworkerentersorleavesequipotential,alltheelectricalgapdistances(includingtheworkingdistancesandthecombinedgaps)betweentheworkerandtheearthingconductorsandtheliveconductorsshallmeettherequirementsofTables3andTable4.

6.1.3Thehangingbaskets(hangingchairsandhangingladders)shallbestablysuspendedbyinsulatingslings,andthemovingspeedshallbestrictlycontrolledbyinsulatingpulleysetstoachieveauniformandslowspeed.Thelengthoftheinsulatingslingsforfixingshallbeaccuratelycalculatedoractuallymeasuredtoensurethatthehighestpartofthehumanbodyshallnotexceedtheupperedgeofthegradingringontheconductorsidewhentheworkerentersorleavesequipotential.

6.2Enterorleaveequipotentialonatensiontower

6.2.1Whenenteringorleavingequipotentialonatensiontower,theworkermayenterorleaveequipotentialalonghorizontaltensioninsulatorstringsorviaothermethods.

6.2.2Whentheworkermovesalongthehorizontaltensioninsulatorstrings,thepositionsofhis/herhandsandfeetmustbekeptconsistent,andthenumberofgoodinsulatorsshort-circuitedbythehumanbodyandtoolsshallmeettherequirementsofTable5.

6.2.3Theworker’ssafetyprotectionropeshallbetiedtotheinsulatorstringheldbyhis/herhandsandshallmovesynchronouslywithhim/her.

6.2.4Whenenteringorleavingequipotential,theworkershalltransferpotentialwhenmovingtoadistanceofabout0.4m(2~3insulators)fromtheliveconductorsbeforecarryingoutsubsequentoperations.

6.2.5Alltheelectricalgapdistances(includingtheworkingdistancesandthecombinedgaps)betweentheworkerandtheearthingconductorsandtheliveconductors,andthenumberofgoodinsulatorsshort-circuitedbythehumanbodyortoolsshallmeettherequirementsofTable5.

Mattersneedingattentionatwork

7.1Theworkersshallavoidexcessivebodymovementsduringliveworking.

7.2Insulatingtoolsshallbeusedtotransferarticlesbetweentheequipotentialworkerandthegroundpotentialworker.TheeffectivelengthoftheinsulatingtoolsshallmeettherequirementsofTable2.

7.3Theconductiveclothingshallbefreefromdamageandholes,andallpartsofitshallbeconnectedwellandreliably.Whendamageandburrsarefound,itshallberepairedintime,anditcanbeusedonlyafterpassingthetest.

7.4Beforetheinsulatingtoolsareused,aninsulationresistancetestershallbeusedtoconductsegmentedinsulationtests.Thewidthofthemeasuringelectrodesis2cm,anditisrequiredthattheinsulationresistancebetweenevery2cmofmeasuringelectrodesshallnotbelessthan700MΩ.

7.5Theinsulatingtoolsshallbeprotectedfrommoistureandsurfacedamageanddirtwhenused.Theinsulatingtoolstobeusedshallbeplacedonclean,dryandmoisture-proofpads.Whenfounddampenedorsurface-damagedorsurface-dirty,theyshallbehandledintimeandcanbeusedonlyafterpassingthetest.

7.6Duringthework,bearingtoolsshallbefixedandreliableandhavebackupprotection.

7.7Ifdeterioratedorlowresistanceinsulatorsarefoundduringlivetestingofinsulators,theyshallberetested2-3timestoavoidmisjudgment.

7.8Whenthefirstinsulatornearthecrossarmisdismantledorinstalled,itmustbeshort-circuitedbeforeoperation.

Testoftools,devicesandequipment

8.1Thedesignofliveworkingtools,devicesandequipmentshallconformtotherequirementsofGB/T18037.Conductiveclothing,insulatingropes,insulatingrods,insulatorholders,etc.,shallpasstypetestsandleavingfactorytestsinaccordancewiththerequirementsofGB/T6568,GB/T13035,GB13398,DL/T463,DL/T878.

8.2Thetools,devicesandequipmentshallbesubjectedtoelectricaltestsandmechanicaltestsonaregularbasisaccordingtothetestmethodsofDL/T976.Thetestcyclesareasfollows:

a)electricaltests.Preventivetestsshallbeconductedonceayear,andinspectiontestsshallbeconductedonceayear,andtheintervalbetweentwotestsshallbehalfayear.

b)mechanicaltests.Preventivetestsshallbeconductedonceeverytwoyearsforinsulatingtoolsandonceeveryyearformetaltools.

8.3Preventivetests

8.3.1DCwithstandvoltagetest:theinsulationlengthofthetestsamplebetweenthetestelectrodesshallbe4.8m;thewithstandvoltageshallbe755kV;thetimeshallbe3min.Itisqualifiedifnobreakdown,flashoveroroverheatingoccur.

8.3.2Switchingimpulsewithstandvoltagetest:theinsulationlengthofthetestsamplebetweenthetestelectrodesshallbe4.8m;thestandardswitchingimpulsewave(+250μs/2500μs)shallbeapplied;thevoltageamplitudeshallbe1325kV;thetestsampleshallwithstand15times.Itisqualifiedifnobreakdownorflashoveroccur.

8.3.3Staticloadtest:aloadof1.2timestheweightoftheratedworkingloadshallbeappliedfor1min.Itisqualifiedifnodeformationordamageoccur.

8.3.4Dynamicloadtest:3timesofactualoperationsshallbedonewithaloadof1.0timestheweightoftheratedworkingloadapplied.Itisqualifiedifthetoolsareflexible,portableandfreefromjamming.

8.4Inspectiontests

8.4.1Theinsulatingtoolshallbedividedintoseveralsectionsforpowerfrequencywithstandvoltagetests.Avoltageof75kVshallbeappliedacrossper300mmoftheinsulatingtoolfor1min.Itisqualifiedifnobreakdown,flashoverorheatingoccur.

8.4.2Thewholesetofconductiveclothingshallbefreeofdamage,holesandburrsintheappearanceinspection,andtheconnectingdevicesofallpartsshallbereliableandintact,withgoodconductionafterconnection.

Transportationandstorageoftools,devicesandequipment

9.1Duringtransportation,theinsulatingtools,devicesandequipmentshallbeputintodedicatedtoolbags,toolboxesortoolvehiclestopreventmoistureanddamage.

9.2Holdersandclampswithlowsurfacehardnessandmetaltools(suchasscrewrods)thatshouldnotbebumpedshallbetrans
