4、定义/Definitions关键操作——特指那些因任何人为的过失或疏忽均可能导致人员非法登轮、非法进入限制区域、威胁船舶及人员安全、非法行动等严重后果的所有操作活动。Keymeasurement：Keymeasurementisthosemayresultinseriousresultsasunauthorizedembarking,illegalaccessintorestrictedarea,imperilingpersonnellife,andotherunlawfulactsbecauseofanyneglectinconductingthesemeasurements.限制区域——是指船上那些一旦有具有非法攻击行动目的人员进入即可能对船舶、人员、港口设施等造成严重威胁的敏感区域（包括进入这些区域的通道）。Restrictedareas：Restrictedareasarethesensitivelocationsmayleadtoseriousthreatentoship,personnel,portfacility,ifanyoneaimingtounlawfulattackeverattendsintheselocationsandthegangwaytothem.限制区域标识——系指为了使船上负有保安职责的人员易于识别和控制，对经保安评估确认后认定的区域按照规定的颜色和文字采取的标识。在限制区域的醒目处张贴“限制区域”“未经允许，禁止进入”的中英文字样，字体规格由公司统一制作后发船。Markofrestrictedareas：Markofrestrictareasisparticularsignalsinstandardcolorandwordsfortheareas--whichhavebeenapprovedbyasecuritysurvey--,andthesesignalsaremarkedtofacilitatethepersonbeingresponsibletotheshipsecurityinhisorheractivitiesofshipsecuritycontrolandidentification.Stamped“Restrictedarea”,“Withoutallowance,accessprohibited”inChinese/Englishatobviousplaceofrestrictedareas,thespecificationofmarktobemadebycompanyandissuedonboard.船舶通道——系指外部人员能够合法或非法登轮的可能的通道。Ship’spassage：Anypossiblepassageaccessibleforlegalorillegalvisitors.保安威胁——系指根据威胁情景和发生可能性经过船舶保安评估加以确定的对船舶、人员或港口设施形成潜在威胁的状况。Threatentosecurity：Threatentosecurityisthosemayimperillife,ship,orportfacilitiespotentiallybyasecurityevaluationconsideringconditionofthethreateningandpossibilityofitsoccurrence.保安事件——系指威胁船舶、人员、货物以及港口设施保安的任何蓄意的可疑行为。Securityincident：Anyintendedactivitysuspectedtothreatenthesecurityoftheshipincludingmobileoffshoredrillingunit,itscrew,passengers,storesandcargo,orofaportfacility.非法行为——系指针对船舶、人员、货物以及港口设施保安所实施的犯罪行为。Unlawfulactmeansanycriminalactdirectedagainstships(includingmobileoffshoredrillingunits),crew,passengers,storesandcargoonboard.破坏保安状况——系指由于非法行为对船舶、财产、设施以及人员造成的后果。Breachsecuritycondition：meansresulttoship,belongings,facilityandpersonnelbecauseofunlawfulact.保安等级——系指由主管机关制定并发布的旨在对船舶所在区域可能发生的或已经发生的保安事件的风险级别进行划分，以便船舶根据保安等级采取相应的保安措施。保安等级分为以下三个等级/Securitylevelmeansthequalificationofthedegreeofriskthatasecurityincidentwillbeattemptedorwilloccur.Itcanbedividedintothreelevels：保安等级1——系指船舶应始终保持最低限度的适当的防范性保安措施的等级。Securitylevel1meansthelevelforwhichminimumappropriateprotectivesecuritymeasuresshallbemaintainedatalltimes.保安等级2——系指由于保安事件风险升高而船舶应在一段时间内保持适当的附加防范性保安措施的等级。Securitylevel2meansthelevelforwhichappropriateadditionalprotectivesecuritymeasuresshallbemaintainedforaperiodoftimeasaresultofheightenedriskofasecurityincident.保安等级3——系指当保安事件可能或即将发生（尽管可能尚无法确定具体目标）时，船舶应在一段时间内保持进一步的特定防范性保安措施的等级。Securitylevel3meansthelevelforwhichfurtherspecificprotectivesecuritymeasuresshallbemaintainedforalimitedperiodoftimewhenasecurityincidentisprobableorimminent,althoughitmaynotbepossibletoidentifythespecifictarget.本船的所属船旗国主管机关——系指中华人民共和国海事局。Ministrationoftheshipflag:meanstheMarineSafetyAdministrationofP.R.C.公司——在本计划中系指船舶管理有限公司。CompanymeanstheownerShipManagement.高风险区域——系指经船舶保安评估后确定的船舶可能遭受保安威胁的风险相对较高的区域。经评估确认包括下列区域和港口。Highriskregionsmeanstheareasaredeterminedtobehighriskagainstshipsecuritybyashipsecurityevaluation.Suchareasincludefollowingareaandport：中国南海沿海海域及台湾海峡/OffshoreregionofSouthChinaSeaareaandTaiwanChannel新加坡海峡海域/SingaporeChannel马六甲海峡海域/StraitofMalacca安达曼海海域/AnamnesesRegion亚丁湾/GulfofAden索马里沿海/OffshoreregionnearSomali印度尼西亚沿海海域及各港口/OffshoreregionandPortofIndonesia菲律宾沿海海域及各港口/OffshoreregionandPortofthePhilippines缅甸仰光沿海海域/OffshoreregionoftheRangoon,Burma越南沿海海域/OffshoreregionofVietnam孟加拉国沿海及港口/OffshoreregionandportsofBengal印度东海岸北方港口/TheeasterncoastalregionofIndia,anditsportsinnorth东非、西非沿海及港口/OffshoreregionofEastAfricaandWestAfrica南美巴西、秘鲁、哥伦比亚沿海海域及港口/OffshoreregionandportsoftheSouthAmericaasthoseinBrazil,Peru,Colombia美国沿海区域及其所有港口/OffshoreregionandportsofUnitedState低风险区域——指“高风险区域”以外的其他区域。Lowriskregions：meansexcludingthehighriskregions.

5、本计划控制要求/Requirementoftheplancontrolling本计划由船舶保安员负责保管和控制。ThisplanshallbekeptandcontrolledbyShipSecurityOfficer(SSO).必须在船舶保安评估的基础上编制船舶保安计划，并经主管机关或其授权的认可保安组织（RSO）批准。Compilationoftheshipsecurityplanshallbaseontheshipsecurityevaluation,andtheplanshallbeapprovedbytheAdministrationorotherauthorizedsecurityorganization(RSO).如定期的保安评估的结果发生变化，应对本计划进行适当的修订，如对本计划进行重大更改，在实施之前，必须经过主管机关或其授权的认可保安组织（RSO）审批。Theshipsecurityplanshallbeamendedaccordinglygiventhatmajorchangesarefoundinaregularsecurityevaluation.Ifsuchamendmentsconcerntheessentialpartsoftheplan,beforebeingimplemented,therenewedplanmustbeapprovedbythebodyonbehalfoftheadministrationtotheshiporotherauthorizedapprovedsecurityorganization(RSO).本计划采用电子版本（电子光盘），并在光盘的外包装及光盘表面标识中、英文“机密”字样，由船舶保安员保管，不得泄露给外部组织以及公司内部与保安活动无关的人员。任何人不得违反上述程序而擅自更改计划内容和格式。TheplanispreservedbytheSSOinanelectricversion(compactdisk),andtobelabeledwith“CONFIDENTIAL”(Chinese/English)onthepackageandsurfaceofthedisk.Unauthorizedaccesstothisplanordisclosureitscontenttoexternalorganizationorcompanystuffirrelevanttoshipsecurityisstrictlyforbidden.Nonecanviolatetheaboveproceduretopresumechangingcontentandformatoftheplanwithoutauthority.船舶在接受PSC检查时，除特定的情况外，本计划一般不向检查官员出示，若PSC检查官一定要查看船舶的保安计划，必须得到船长的同意。WheneverPSConboard,excludespecialrequirement,theSSPshallnotbeshowntotheinspectors,onlythecaptainapproved,thePSCOfficercanchecktheSSP.用于船舶人员培训和操作的复制，必须记录和标识。Copiesfordrillsandexercisesmustberecordedandmarked.本计划电子光盘由公司安排统一制作并由ISM办公室负责发船，应对光盘的制作数量和发船情况进行记录，记录保存三年。ThecompactdiskoftheplanshallbemadebycompanyandforwardedtoshipbyISMdepartment,numberwithdetailoftheforwardofthecompactdisksshallberecorded,sucharecordshallbekeptforthreeyears.

6、本船与公司、港口设施、其他船舶以及保安当局的责任/Responsibilityoftheshipandcompany,portfacilities,othershipandSecurityadministration关系图/Relationship缔约国政府缔约国政府ContactingGov.//ContactingGovernmentContactingGovernmentContactingGovernmentContactingGovernment公司公司Company港口设施Portfacilities本船港口设施Portfacilities本船Theship他船Othership说明/Explain缔约国政府/ContactingGovernment：规定保安等级并为防止发生保安事件提供指导/Decidethesecuritylevelandsupplyguidanceofpreventingoccurofsecurityincident,在保安等级3时，发出必要指令，向可能受到影响的船舶和港口设施提供与保安有关的信息/Whentobesecuritylevel3,givingnecessaryinstruction,supplyrelevantinformationofsecuritytotheshipandportfacilitieswhichmaybeofinfluence,委托并授权经认可的保安组织、批准港口设施保安评估、确定须任命港口设施保安员的港口设施、批准《港口设施保安计划》、依照SOLAS第XI—2章第9条之规定采取控制和符合措施、规定关于《保安声明》的要求/Submittheauthorizedsecurityorganization,approvethesecurityevaluationofportfacilities,confirmtheportfacilitieswhichmayneedappointingportfacilitiessecurityofficer,approvethe《PertFacilitySecurityPlan》,inaccordancewiththeSOLASXI—2,No.9toadoptcontrolandtherequirementsof“DeclarationofSecurity”.公司/Company：确保在船舶保安计划中写明强调船长权威的声明/InsuringthestatementoftheauthorityofmasterintheSSP,指定公司保安员和为公司的每艘指定一名船舶保安员；并制定符合ISPS规则中规定的各自相应的职责以及培训、演习和训练要求/Appointingthecompanysecurityofficerandoneshipsecurityofficerforeachvessel；andestablishingcorrespondingresponsibilityandrequirementoftrain,drillandexercisetosatisfytheISPSCode,确保为公司保安员、船长和船舶保安员为按照第SOLAS第XI—2章和ISPS规则履行其职责和责任提供必要的支持/Insuringthenecessarysupporttothecompanysecurityofficer,masterandshipsecurityofficertofulfilltheirresponsibilitytobeincompliancewiththeSOLASXI—2andISPSCode.本船/Theship：按照业经主管机关或其授权的认证组织批准的船舶保安计划实施，持有有效的国际船舶保安证书/ImplementtheSSPwithapprovalfromAdministrationorauthorizedorganization,withthevalidinternationalshipsecuritycertificate,接受缔约国政府根据SOLAS要求实施的各种控制和符合检查/AcceptallthecontrolandcomplianceinspectionfromtheContactingGovernmentaccordingtotherequirementsofSOLAS,应备有指明负责船上船员工作及负责船舶各项事务的人员/Appointthepersonwhomshallbechargeofallthecrewmatters,按照主管机关发布的保安等级启动相应的保安措施，执行缔约国政府可能发布的在保安等级3时的相关指令/AccordingtothesecuritylevelissuedbyAdministrationtostartupcorrespondingsecuritymeasures,implementtherelevantorderofsecuritylevel3possiblyissuedbytheContactingGovernment,与港口设施保持有效的沟通和联系，通报船舶保安等级和保安措施实施情况，必要时提交保安声明/Keepvalidcommunicationandrelationshipwiththeportfacilities,informtheshipsecuritylevelandimplementationofsecuritymeasures,supplyDeclarationofSecurityifnecessary.港口设施/Portfacility：所有为国际船舶停靠的港口应完成港口设施保安评估/Alltheportforinternationalshipberthingshallfinishthesecurityevaluationofportfacilities,根据评估的结果确定是否任命港口设施保安员和编制港口设施保安计划/Accordingtotheresultofevaluation,decidewhethertoappointportfacilitiessecurityofficerandcompiletheportfacilitiessecurityplan,与船舶保持有效的沟通和联系，通报港口设施保安等级和保安措施实施情况，必要时提交保安声明/Keepvalidcommunicationandrelationshipwiththeship,informtheportfacilitiessecuritylevelandimplementationofsecuritymeasures,supplytheDeclarationofSecurityifnecessary.他船/Othership：与船舶保持有效的沟通和联系，通报船舶保安等级和保安措施实施情况，必要时提交保安声明/Keepvalidcommunicationandrelationshipwiththeship,informtheshipsecuritylevelandimplementationofsecuritymeasures,supplytheDeclarationofSecurityifnecessary.7、危险货物或财产的控制/Dangerouscargoorbelongingsofcontrol船舶必须建立、保持和更新危险货物或财产及其装载（存放）地点的清单/Shipmustestablish,keepandupdatethelistofdangerouscargoorbelongingsandtheirstowingplace,大副应将每个航次各个港口装载的危险货物列出清单，可直接引用港口提供的船舶实际装载的“危险货物装载清单”。“危险货物装载清单”中必须列明危险货物具体的装载位置/TheChiefofficerrshallmakethelistofdangerouscargoloadedfromeachporteveryvoyage,candirectlyusetheactualloading“Dangerouscargoloadinglist”fromtheport.Thedetailofloadingplaceofdangerouscargomustbespecifiedinthe“Dangerouscargoloadinglist”,船舶各部门也应将船上自用的易燃、易爆、有毒、有害的物质（如：油漆及其调制剂、乙炔气、压缩气体等）的品名、数量和存放地点详细列出，并及时更新，确保符合帐物相符/Eachdepartmentonboardshallmakealistofalltheeasyburning,explosive,poisonous,dangerouscargo(suchas：paintanditimpregnant,acetylene,compressedgasetc,)withtheirname,quantityandstowingplaceindetail,andupdatingintime,insuringtheactualcondition.上述清单应及时提交给船舶保安员，由船舶保安员以每一个单航次为周期进行汇总并妥善保存。保存期为1年/Theabovelistshallsupplytotheshipsecurityofficerintime,andtheshipsecurityofficershallmakeacollectionaccordingtoeachvoyageandkeepitincareatleastoneyear.

第二章职责、权限和船长权力声明ChapterⅡResponsibility,PowerandStatementofmaster’sright1、公司保安员/Companysecurityofficer利用各种途径获取与船舶保安管理活动相关的信息，并根据公司船舶保安状况提出要求和建议/Usingappropriatemeasurestogetrelevantinformationoftheshipsecuritymanagementactivities,makingoutrequirementandrecommendationaccordingtothecompanyshipsecuritycircumstance；提供充分的资源支持，组织开展船舶保安评估活动/Providingadequateresourcesupport,ensuringthatshipsecurityassessmentsarecarriedout；根据船舶保安评估结果，组织制定船舶保安计划，并将其提交由主管机关认可（授权）的认证保安组织进行审批/Ensuringthedevelopmentoftheshipsecurityplancorrespondingtotheresultofshipsecurityevaluation,submittingtheShipSecurityPlanforapprovalbytheadministrationorotherRSO；根据需要，对船舶保安计划进行修改，以确保其持续符合ISPS规则的要求/Wherenecessary,ensuringthattheshipsecurityplanbemodified,asappropriate,tocorrectdeficienciesandsatisfythesecurityrequirementsoftheindividualshipinaccordancewiththeISPSCode；根据经批准的船舶保安计划发布并指导相关船舶实施实际运行/AccordingtotheapprovedShipSecurityPlan,preparingandguidingtheimplementofitonboard；按照规定的要求，组织开展对保安活动的内部审核和评审/Arranginginternalauditsandreviewsofsecurityactivitiesaccordingtotherequirements；向认证保安组织提出规定要求的各种审核申请并做出相应安排/ArrangingtheinitialverificationandsubsequentperiodicreviewrequiredinISSCCertificatebytheadministrationortheRSO；确保对内部审核、定期评价、保安检查和符合性审核过程中发现的问题予以迅速有效地处理并制定解决措施/Ensuringthatdeficienciesandnon-conformitiesidentifiedduringinternalaudits,periodicreviews,securityinspectionsandverificationsofcompliancearepromptlyaddressedanddealtwith；确保实施船舶保安计划的相关人员得到适当的培训并满足主管机关的相应要求/Ensuringadequatetrainingforpersonnelresponsibleforthesecurityoftheship,satisfyingtherequirementofadministration；确保建立与船舶保安员、港口设施保安员、主管机关以及缔约国政府之间的有效沟通和合作/Ensuringeffectivecommunicationandcooperationbetweentheshipsecurityofficer,therelevantportfacilitysecurityofficers,administrationandContractingGovernment；确保船舶保安计划所规定的要求与公司安全管理体系的要求的一致性/Ensuringconsistencybetweensecurityrequirements,safetyrequirementsandcompanysecuritymanagementsystem；确保公司的每条船上至少任命一名船舶保安员，并有权对船舶保安员的任命、撤换以及替代方案（必要时）提出意见和建议/Ensuringdesignateatleastoneshipsecurityofficeroneachship,andhavingrighttosuggestand/oradvisefordesignating,dismissingandreplacing,wherenecessary,ofshipsecurityofficer.2、船舶保安员/Shipsecurityofficer组织船舶保安计划在船上实施的所有相关活动并服从公司保安员和船长做出的决定/Organizingallactivitiesinshipsecurityplanimplement,meanwhilefollowingthedecisionofcompanysecurityofficerandmaster；按规定要求定期开展船舶保安检查，发现问题及时解决并向船长和公司保安员报告检查结果和解决办法/Undertakingsecurityinspectiononboardregularly,identifyingthedeficienciesandnon-conformities,reportingtheresultoftheinspectiontomasterandcompanysecurityofficercorrespondingly；对船舶保安计划提出修改意见和建议/Proposingmodificationsupontheshipsecurityplan；根据在船船员保安培训计划的要求，对船上所有与船舶保安活动相关的人员提供适当的培训/Ensuringthatadequatetraininghasbeenprovidedtoshipboardpersonnel,asappropriate,accordingtotherequirementsofshipsecurityofficertrainingplan；根据保安演习和训练计划的要求组织全体船员保安演习和训练/Undertakingregularsecuritytrainingandexerciseforshipboardpersonnelaccordingtotherequirementsofsecuritytrainingandexerciseplan；向公司保安员报告按照规定要求开展的各种审核和评审的结果，并组织船员实施相应的纠正行动/Reportingtothecompanysecurityofficeranydeficienciesandnon-conformitiesoftheshipsecurityidentifiedduringinternalaudits,periodicreviews,securityinspectionsandverificationsofcompliancesandimplementinganycorrectiveactions；guidingthecrewsonboardtakingmeasurementtosmooththedeficienciesornon-conformitiescorrespondingly；按照规定的要求报告所有在船上及其所在港口发生的保安事件/Reportingallsecurityincidentshappenedonboardand/oratportaccordingtorequirements；负责与所在的港口设施保安员进行沟通和合作，以协调船、港之间的保安行动/Coordinatingtheactivitiesinimplementationoftheshipsecurityplanwiththecompanysecurityofficerandtherelevantportfacilitiessecurityofficer；经船长批准，按照ISPS规则规定的要求，代表船舶提交或要求相关方提交保安声明/InaccordancewiththeISPSCode,completingsecuritydeclarationonbehalfoftheshipunderthemaster’sauthorization；负责监督和实施对船舶保安设备以及保安报警装置的正确操作、测试、校准和维护/Ensuringthatsecurityequipmentandsecurityalarmsystemareproperlyoperated,tested,calibratedandmaintained；负责组织迎接港口国组织对ISPS规则在船实施情况的专项或相关的监督检查/AssistingPortStateControlsurveycarriedoutspeciallyorrespondinginspectioninaccordancewiththeISPSCode.3、船员/Crew接受公司、船长和船舶保安员根据职责在执行船舶保安计划过程中的指挥、安排、检查和监督，并确保以此而实施的保安行动完全符合规定的要求/Duringtheimplementationofshipsecurityplan,followingthecommand,arrangement,inspectionorsupervisingconductedbycompany,masterandshipsecurityofficerwithintheirresponsibility,ensuringafullimplementationofsecurityactsatisfyingrequirements；接受各种法定培训，掌握实施保安活动所需的知识和技能，熟悉船舶保安计划规定的相关操作措施以及各自的职责，参与船上保安活动的实施并确保所有的操作完全符合规定的要求并向船舶保安员负责/Acceptingallthestatutorytraining,learningnecessaryknowledgeandskillsnecessaryinimplementingsecurityactivities,beingfamiliarwithconcerningoperationinShipSecurityPlanandeachownresponsibility；takingpartintheimplementationofshipsecurityactivitiesandensuringallimplementationbecompliancewithrequirements,beresponsiblefortheshipsecurityofficer；有权向船舶保安员反映在船舶保安活动过程中存在的薄弱环节和问题，并就此提出意见和建议/Feedingbackdeficienciesandnon-conformitiesidentifiedofshipsecurityacttoshipsecurityofficerwithsuggestionandadvice；应明确的知道在保安操作活动中因为失职所可能导致的严重后果，必须对自己履行本职责的结果承担相应的责任/Beingawareoftheseriousnessresultingfrombreachofdutyinimplementationsecurityactivities,beingresponsibleforindividualduty.4、公司对船长在船舶安全和保安方面的决定权的声明/Declarationofmaster’sdecisionrightforship’ssafetyandsecurityfromcompany无论船舶保安计划如何规定，船长对保安计划在船上的实施有绝对权力并承担最高责任/Howevertheshipsecurityplandefined,masterhasauthorizedtheabsoluterightinshipsecurityplanpracticesandassumedtheultimateresponsibility；为满足ISM规则以及其他强制性国际、国内等强制性法律、法规的要求，为了确保船舶、港口设施以及人员的安全，船长有权综合考虑当时的实际状况，根据自己的专业知识和经验，根据船舶所面临的保安威胁，采取高于船舶所处的保安等级所要求的保安措施，并采取一切必要的行动以避免发生保安事件，或将无法避免的保安事件所引发的后果降至之他认为最低的程度，这包括船长的决定有可能与安保计划的规定不相一致，无论如何，船长均有权为确保安全而要求公司保安员直至公司最高管理层提供必要援助/InordertosatisfyISMCodeandothermandatoryrequirementsininternational,civillawandrule,andensurethesafetyofship,portfacilityandpersonnel,masterhasrighttoadoptanyreasonableactivitiesincludingthosebeinghigherthanthatrequiredincurrentlevel,afterconsideringthecomprehensiveconditionsandmakingjudgmentbasedonhisorherownspecialtyknowledgeandexperiences,especiallyinfacingthethreatenagainstshipsecurity,topreventsecurityincidentsfromoccurrence,orlowerthelevelofsuchincidentsiftheyareinevitable.Althoughtheseactivitiesmaybeconflictwithsomerequirementsinshipsecurityplan,themasterhastherighttoasktheaidsofcompanysecurityofficer,eventhetopadminister；船长依照其专业判断而做出的或为维护船舶安全或保安所必须的决定，不受公司、承租人或任何他人的约束。这包括拒绝人员（经确认的缔约国政府正式授权的人员除外）、物品及货物装船/Tokeepthesafetyorsecurityofship,thedecisionmadebymasteraccordingtohisspecialty,isnotrestrictedbycompany,chartereroranyotherperson,includingthoselikedenyingperson(exceptthosebeingauthorizedbyContactingGovernment),goods,cargoembarking；；如果依照船长的专业判断，在船舶操作过程中出现了用于该船的安全和保安要求之间发生冲突的情况，船长应执行为维护船舶安全所必须的要求，但是应将临时性的替代保安措施及时通知主管机关，并尽可能使这些措施适应于当时的保安等级。如情况适宜，还应随时通知该船所在或拟进入的港口所属缔约国政府/Ifthemasterrealizedsomethingconflictingbetweentheshipsafetyandsecuritybasingonhisorherownknowledgeandexperiences,themastershallexertthosenecessarytokeepshipsafety.Nonetheless,thesetemporaryalternativesecuritymeasurementsshallbeinformedtoAdministration,andmaintainthesecuritylevelaspractical.Ifpractical,theGovernmentoftheportwheretheshipstaysorplantoentershallalsobeinformed；尽管ISPS规则未对船长在保安计划中的职责提出具体要求，但船长有权要求船舶保安员和船上所有的相关人员为其提供一切关于船舶保安活动的信息和内容，并有责任对参与船舶保安活动的所有人员提供指导/Althoughthereisnodefiniterequirementsofmaster’sresponsibilityinshipsecurityplanclaimedinISPSCode,masterkeepstherightofaskingshipsecurityofficerandanyotherpersononboardtosubmitallthecontentsandinformationconcerningtheshipsecurity,andisresponsibleto
