Introduction
Forthequalityofreadingandunderstandingthisdocument,thefollowingwordingisused:

Itisnotthepurposeoftherequirementsofthisdocumenttolessenthecontributionthatwaterplayequipment/featuremakestothechild'sdevelopmentand/orplay,whichismeaningfulfromaneducationalpointofview.
Risk-takingisanessentialfeatureofplayprovisionandofallenvironmentsinwhichchildrenlegitimatelyspendtimeplaying.Playprovisionaimstoofferchildrenthechancetoencounteracceptablerisksaspartofastimulating,challengingandcontrolledlearningenvironment.Playprovisionshouldaimatmanagingthebalancebetweentheneedtoofferriskandtheneedtokeepchildrensafefromseriousharm.
Theprinciplesofsafetymanagementareapplicablebothtoworkplacesingeneralaswellastoplayprovision.However,thebalancebetweensafetyandbenefitsislikelytobedifferentinthetwoenvironments.Inplayprovision,exposuretosomedegreeofriskcouldbeofbenefitbecauseitsatisfiesabasichumanneedandgiveschildrenthechancetolearnaboutriskandconsequencesinacontrolledenvironment.
Thepurposeofthisdocumentistoensureaproperlevelofsafetywhenplayingin,onoraroundwaterplayequipment/feature(s),andatthesametimetopromoteactivitiesandfeaturesknowntobenefitchildrenbecausetheyprovidevaluableexperiencesthatwillenablethemtocopewithsituationsoutsidethewaterplayequipment/feature(s).
Respectingthecharacteristicsofchildren'splayandthewaychildrenbenefitfromplayinginawaterenvironmentwithregardtodevelopment,childrenneedtolearntocopewithriskandthiscanleadtobumpsandbruisesandevenoccasionallyabrokenlimb.Theaimofthisdocumentisfirstandforemosttopreventaccidentswithadisablingorfatalconsequence,andsecondlytolessenseriousconsequencescausedbytheoccasionalmishapthatinevitablywilloccurinchildren'spursuitofexpandingtheirlevelofcompetence,beitsocially,intellectuallyorphysically.

1Scope
Thisdocumentspecifiessafetyrequirements,testmethodsandoperationalrequirementsforinstalledwaterplayequipment,featuresandstructures:
—intendedforplaying,and
-inareasintendedforwateractivitiesforpublicuse(non-domestic),typicallyinswimmingpoolfacilities,and
-wherewaterisanintegralpartintheuseoftheplayequipment/feature/structures.Thisdocumentalsoappliesforsprayparks.

4Safetyrequirements
4.1General
Waterplayequipment/featureforpublicuseshallcomplywithEN1176-1forplaygroundequipmentaswellaswithEN13451-1,EN13451-2andEN13451-3forswimmingpoolequipment,iftheirrequirementsarenotmodifiedbythisdocument.
Whenrequirementsoverlap,EN1176seriesapplieswithequipment-specificrequirements.EN13451seriesapplieswithswimming-pool-specificrequirementsaswellasforeffectsinconnectionwithwaterandEN1069seriesforwaterslides.
Therespectiverequirementsshallbeadheredtowithcombinedwaterplayequipment/features.Additionalhazardscanarisefromcombiningtheequipment.Theseshallbeassessedindividually
Manufacturersshallgiveminimumwaterdepthsand/orimpact-arearequirementsandrequiredsizeoffallingspaceandminimumzoneforuseasminimumdataforplanning.
4.2Structuralintegrity
4.2.1General
Structuralintegrity,includingstability,oftheequipmentshallbeaccordingto

4.2.2Materials
General
Materialsshouldbeselectedsothatthey:
-meettherequirementsofthenationalapplicableregulations/guidelines;

—shallmeettherequirementsoftheEN13451(allparts);
—aresuitableforawetenvironment;
—shallbeabletowithstandcorrosionintheintendedenvironment;
-shallnotpromotebacterialgrowth;
-shouldnotreleasesubstancesasrequiredbycurrentrelevantEuropeanand/orNationalregulations;
-shallnotnegativelyinfluencethewaterquality.
Useofstainlesssteel
Stress-crack-corrosioncanaffectstainlesssteelinacorrosiveatmosphere.Wherevertheuseofstainlesssteelisconsidered,adesignriskassessmentshallbecarriedout.
Fortheselectionanduseofstainlesssteelforstructuralpartsinacorrosiveatmosphere,EN13451-1applies.

4.3Climbability
Waterplayequipment/featuresareconsideredclimbableifatleastoneofthefollowingprinciplesapplies:
a)waterplayequipment/featurewithadesignatedelevatedplayingsurfaceinaheightof<600mmabovetheimpactarea;
b)footstepinaheight<400mmabovetheimpactarea;
c)handgriporobjectforclimbing≤1800mmabovetheimpactarea;
d)slantedelements,walkablebytheuser,withaslopeof≤30°fromthehorizontal;
e)slotsandprotrusionsthatencourageclimbing.
4.4Spaces

FallingspacesandimpactareasshallbeimplementedinaccordancewithEN1176(allparts)unlessotherwisestatedinthisdocument.

Forwaterplayequipment/featureswithatotalfallheight(TFH)>600mmandiftherequirementsfortheimpactareacannotbefulfilledbythewaterdepth(see.2),theimpactattenuatingsurfacingshallcomplywiththefollowingrequirements:
—impactattenuationaccordingtoEN1177,withaheadinjurycriterion(HIC)value<1000;
—slipresistanceaccordingtoEN13451-1;
-forsprayparksonly,adrainagesystemshallbedesignednottoretainwaterandtoaccommodatethetotalwatercapacityofthefacility,avoidingponding;
-thematerialshallbeeasytocleanandshallnotaffectthequalityofthewaterusedforthewaterplayequipment/feature;
-thematerialandthesurfaceshallbedesignedtonotsupportthegrowthofmicroorganisms.

4.9.1General
Therequirementsforentrapment,crushingandshearingpointsofEN13451-1apply.Swimminganddivingunderplayequipmentshouldbepreventedbythedesignoftheconstruction.

4.9.2Swimmingunderwaterplayequipment/feature
Whenswimmingunderwaterplayequipment/featurescannotbeavoided:
-thedistancefromtheplayequipment's/feature'sloweredgetothewatersurfaceshallbe≥500mm(Figure4);
-thewidthatawaterdepthof≤1350mmshallbe≥600mm(seeFigure5);
-thewidthatawaterdepthof>1350mmshallbe≥2000mm(seeFigure5);
—atleastonewallshallbeequippedwithahandgripandarestledgeif
-thewaterdepthis>1350mm,and
-thewaterplayequipment's/feature'slengthis>5000mm,and
-theareaunderthewaterplayequipment/featureislaterallyboundedbywalls;
-accessfromtwooppositesidesshallbeprovidedifthelengthoftheswim-underareais>2000mm(seeFigure5);
-effectiveviewoftheentireswim-underarea(inaccordancewithEN15288-2)shallexistfromthesupervisor'sposition.Ifthisisnotpossibleduetothedesignoftheequipment,thesurveillanceshallbeensuredbyothermeans(e.g.videomonitoringsystem);
