2文昌村住户1.50.06-0.090.080.0162-0.01690.017423穿越咸铜电气化铁路处1.539.01-39.9239.410.0412-0.04330.045024钻越±1100kV吉泉线1.514.88-14.9714.920.4510-0.45190.474125钻越750kV泾道线处1.52001.7-2002.12001.92.5310-2.53212.658226西安翔宇建筑工程有限公司1.54.48-4.544.510.0510-0.05220.054127木匠杨村住户1.53.60-3.773.680.0300-0.03120.032228110kV石川河变出线间隔处1.5113.08-113.50113.220.1041-0.10460.1096备注:①拟建富平LNG变电站站址工频电磁场监测结果偏高:由于站址附近有750kV泾道线(位于变电站东侧约460m)、110kv惠富线(位于变电站西侧约420m)经过,高压架空线路运行,故使站址监测值偏高;②咸铜电气化铁路处工频电磁场监测结果偏高:由于铁路牵引网为单相工频交流供电,列车运行时牵引电流大,且单相供电无三相磁场抵消效应,在铁路上方及附近形成较强的工频电场、磁场,导致监测值偏高;③钻越110KV庄顺线、钻越110kV东庄线、钻越750kV泾道线、钻越110kv惠富线、钻越110kv庄牵线等工频电磁场监测结果偏高:由于高压架空线路运行电压高、输送电流大,导致线路附近监测值偏高。监测结果表明:本工程各监测点位工频电场强度校准后平均值范围为0.08~2001.9V/m,工频磁感应强度校准后平均值范围为0.0085~2.5228μT。各监测点监测值均满足《电磁环境控制限值》(GB8702-2014)中规定的标准限值要求(工频电场强度控制限值为4000V/m,工频磁感应强度控制限值为100μT)。六、电磁环境影响分析与评价1、富平LNG110kV变电站本项目变电站的评价等级为三级评价,根据导则要求,变电站电磁环境影响预测采用定性分析的方式。本工程新建富平LNG110kV变电站采用全户内变电站典型设计,将变电站内的变压器、散热器、母线、开关、断路器、互感器等电气设备均布置在配电室内。110kV配电装置采用户内气体绝缘金属封闭组合开关(GIS)设备(即将断路器、隔离开关、接地开关、互感器、避雷器、母线、连接件和出线终端等设备或部件全部封闭在金属接地的外壳中,在其内部充有一定压力的SF6绝缘气体);10kV配电装置采用户内中压开关柜。变电站运行时各种带电导体上的电荷和在接地架构上感应的电荷也会在空间产生工频电场,因此在变电站内工频电场分布主要集中在高压电气设备附近,对于户内变电站和采用GIS设备的变电站,由于建筑物和金属封闭外壳的屏蔽作用,工频电场基本被屏蔽在内部,户外工频电场水平整体较小。这是由于户内变电站配电室多为钢框架构造,变压器、散热器、电容器以及气体绝缘全封闭组合电气(GIS)设备全部位于单体建筑物内部,且变电站设计有保护作用的接地网。根据静电屏蔽原理,气体绝缘全封闭组合电气(GIS)设备在接地全封闭的金属壳内,无裸露带电设备在外面,外壳接地,则壳外电荷消失,壳内电荷与内壁感应电荷在壳外产生的电场为零,壳内电荷对壳外电场无影响,GIS设备屏蔽了电场;由于户内变电站是将站内设备全部放在配电室内,这样配电室相当于一个屏蔽体,也可以屏蔽电场。因此户内变电站外的工频电场强度很小,远低于《电磁环境控制限值》(GB8702-2014)中对于频率50Hz的工频电场强度4000V/m的限值要求。变电站的母线、连线和变压器等载流导体会在其周围产生工频磁场。变电站的工频磁场分布和大小主要与载流导体分布以及电流大小有关,载流导体全部置于气体绝缘全封闭组合电气(GIS)设备内。根据静磁屏蔽的原理,当使用磁性金属材料时,铁磁材料的磁导率比空气的磁导率大很多,空腔的磁阻比铁磁材料的磁阻大得多,且在GIS设备中三相导线在同一管内处于三相平衡状态,其对外电流很弱,产生的磁场很小,再加上配电室、GIS设备的部分屏蔽效果,变电站外的工频磁感应强度值很小,远低于《电磁环境控制限值》(GB688702-2014)中对于频率50Hz的工频磁感应强度100μT的限值要求。综上所述,富平LNG110kV变电站对周围的电磁环境影响很小,站界工频电场强度、工频磁感应强度监测值均能够满足《电磁环境控制限值》(GB8702-2014)中工频电场强度4000V/m,工频磁感应强度100μT的限值要求。2、110kV架空线路电磁环境影响预测与评价根据《环境影响评价技术导则输变电》(HJ24-2020),本工程输电线路电磁环境影响评价等级为二级,输电线路电磁环境影响预测一般采用模式预测的方式。(1)预测模型根据《环境影响评价技术导则输变电》(HJ24-2020),“二级评价的基本要求:对于输电线路,电磁环境影响预测一般采用模式预测的方式。”理论计算采用《环境影响评价技术导则输变电》(HJ24-2020)附录C、D推荐的计算模式,计算工程单塔单回输电线路产生的工频电场强度值和工频磁感应强度值。(2)工频电场预测计算方法输电线路的工频电场强度及工频磁感应强度的预测参照《环境影响评价技术导则输变电》(HJ24-2020)附录中的推荐模式“高压交流架空输电线路下空间工频电场的计算”公式及“分裂导线”的有关参数。计算距中心线1~50m、地面高度1.5m空间范围内的电场强度分布情况。①单位长度导线上的等效电荷QR(实部)、QI(虚部)计算高压输电线上的等效电荷是线电荷,由于高压送电线半径r远远小于架设高度h,所以等效电荷的位置可以认为是在送电导线的几何中心。假设输电线路为无限长并且平行于地面,地面可视为良导体,利用镜像法计算送电线上的等效电荷。为了计算多导线线路中导线上的等效电荷,可写出下列矩阵方程:式中:[U]——各导线对地电压的单列矩阵;[Q]——各导线上等效电荷的单列矩阵;[λ]——各导线的电位系数组成的m阶方阵(m为导线数目)。式中[U]矩阵可由输电线的电压和相位确定,从环境保护考虑以额定电压的1.05倍作为计算电压。[λ](矩阵)由镜像原理求得。②计算P点处工频电场的水平分量和垂直分量当导线单位长度的等效电荷求出后,可由下列公式求得实部、虚部电荷工频电场的水平分量和垂直分量。式中:r1~r6——分别为计算点到各导线及其地面镜像的距离;x,y——计算点坐标;d,h——导线坐标。③合成总电场通过上述公式计算电场强度时,通常取夏天满负荷有最大弧垂时导线的最小对地高度。因此,所计算的电场强度仅对档距中央一段(该处场强最大)是基本符合的。(3)工频磁场预测计算方法根据《环境影响评价技术导则输变电》(HJ24-2020)附录D中推荐的方法计算高压送电线下空间工频磁场,单相导线产生的磁感应强度按下式计算:式中:I—导线i中的电流值;h—计算点距导线的垂直高度;L—计算点距导线的水平距离。考虑到本工程为三相送电,计算时在算出三相的每一相引起的磁感应强度水平分量和垂直分量后,进行三相合成,得到综合磁感应强度。(4)电磁环境影响预测计算参数本次预测分为工频电场强度和工频磁感应强度两部分。(5)导线、塔型相关计算参数的选取本工程导线型号为JL3/G1A-300/40高导电率钢芯铝绞线。根据沿线地形、电气和供电安全性要求,工程单回路架空线路沿线塔型主要直线塔型有110-DC21D-ZMC2、110-DC21D-ZMC3、110-DC21D-ZMCK,转角塔型有110-DC21D-JC1、110-DC21D-JC2、110-DC21D-JC3、110-DC21D-JC4、110-DC21D-DJC、110-DC22D-JBZ,钢管塔型有110-DC21GD-Z2、110-DC21GD-J1、110-DC21GD-J4、110-DC21GD-DJ。根据《环境影响评价技术导则输变电》(HJ24-2020)预测工况及环境条件的选择:模式预测应给出预测工况及环境条件,应针对电磁环境敏感目标和特定的工程条件及环境条件,合理选择典型情况进行预测。塔型选择时,可主要考虑线路经过居民区时的塔型,也可按保守原则选择电磁环境影响最大的塔型。根据导线高度、导线间距、导线排列方式等,本次预测时保守选择电磁环境影响较大的塔型110-DC21D-ZMC3直线塔及110-DC21GD-Z2钢管直线杆,故本次选择110-DC21D-ZMC3、110-DC21GD-Z2塔型进行电磁影响预测,能够反映本工程输电线路的电磁影响特性,具有代表性。根据设计单位提供资料,杆塔弧垂最低点对地高度为8.5m,典型110-DC21D-ZMC3、110-DC21GD-Z2塔形及计算有关参数见表5。表5架空段线路导线的理论计算参数一览表预测参数预测计算杆塔类型一览图电压等级110kV架设方式单塔单回预测塔型110-DC21D-ZMC3直线塔导线型号JL3/G1A-300/40计算电压115.5kV导线最大运行电流330A导线外径(mm)23.9分裂数单分裂分裂间距(mm)/8.5m预测点高度距离地面1.5m高处坐标8.5m坐标X(m)Y(m)A-3.558.5B013.8C3.558.5电压等级110kV架设方式单塔单回预测塔型110-DC21GD-Z2钢管直线杆导线型号JL3/G1A-300/40计算电压115.5kV导线最大运行电流330A导线外径(mm)23.9分裂数单分裂分裂间距(mm)/8.5m预测点高度距离地面1.5m高处坐标8.5mA-2.858.5B2.3512.2C2.858.5(4)预测结果富平天然气储气调峰及配套LNG项目110kV电力专线工程单回架空线路输电线路工频电磁场预测结果见表6及图1、图2。表6本项目架空单回线路工频电场强度预测值(110-DC21D-ZMC3型直线塔)水平距离(米)线高8.5m,测点高1.5m电场强度近似综合值(V/m)磁感应强度(μT)0943.7464.3611994.9804.29621114.7584.83431239.0085.72041320.0566.06851337.7765.61761294.5605.12071205.8994.61281091.0794.1229966.9253.66810845.2883.25911733.1032.89712633.5622.58113547.4182.30614474.0392.06715412.1241.85916360.1411.67917316.5681.52218280.0161.38419249.2711.26320223.3051.15721201.2661.06322182.4510.97923166.2890.90524152.3170.83825140.1590.77826129.5120.72527120.1310.67628111.8160.63229104.4040.5923097.7620.5563191.7810.5233286.3710.4933381.4560.4653476.9740.4393572.8710.4163669.1050.3943765.6350.3743862.4310.3553959.4630.3384056.7090.3224154.1470.3074251.7580.2934349.5270.2804447.4400.2684545.4830.2574643.6470.2464741.9210.2364840.2950.2264938.7630.2175037.3170.209注:电磁场预测结果在水平距离-50m至50m范围内,以0m为中心轴左右对称。图1110-DC21D-ZMC3型直线塔工频电场强度随水平距离变化趋势图2110-DC21D-ZMC3型直线塔工频磁感应强度随水平距离变化趋势表7本项目架空单回线路工频电场强度预测值(110-DC21GD-Z2钢管直线杆)水平距离(米)线高8.5m,测点高1
