arethetraininggroundformanyofthePhDstudentswhopowerprivatelabs,yettheseuniversitiesarenotattheforefrontofsettingtheAIagenda.

AkeyreasonisthescaleofprivateAIinvestment.ThelargestacademiccomputingcommitmentinUShistory,the10-year$457millionNationalScienceFoundation(NSF)Leadership-Class

ComputingFacility(LCCF)atTheUniversityofTexasatAustin(UTAustin)isroughlywhatasinglehyperscalernowspendsinamatterofweeks.1Besidescapital,universitiesfaceotherheadwinds

includingongoingfederalfundinguncertainty,unprecedentednumbersofAI-relatedPhDs

migratingtoindustry,andindustrydominanceinfrontiermodeldevelopment.Atthesametime,thefederalgovernmentisrethinkinghowitdeploysits$200billionannualR&Dportfolio:the

OfficeofScienceandTechnologyPolicy’sScience:ANewGoldenAgereporthascalledforanincreasedfocusonmoreflexibleresearchmodelsandnewformsofcollaborationacrossgovernment,universities,andindustry.2

Tosucceed,universitiesdonotneedtomatchindustry’scapitalorattempttocompeteatthe

cuttingedgeofdevelopment.Infact,manyalreadyhavethecapabilitytoworkacrossspecific

domainsoffoundationalAIresearch,oftenanchoredbystandoutfacultyoralong-standinglabcollaborationwithanindustrypartner.Theyalsohavetheopportunitytomakegainsinthe

broaderarenaofappliedAIresearch,arapidlyexpandingsourceofvaluefocusedondevelopingmodelsacrossreal-worldsystems.(Seesidebar,“WhichAIStrategytoPursue?”)

WhichAIStrategytoPursue?

NoteveryuniversityshouldpursuethesameAIstrategy.InstitutionsmustfirstidentifywheretheyhavearighttocompeteacrosstheAIstack:

FoundationalAIResearch.TheuniversitydevelopsAImodels,withresearchspanninggenerativeandfoundationalmodels,naturallanguageprocessing,reinforcementlearning,andprobabilisticmachine-learningframeworks.

.Weestimateabout10universitiesgloballyhavethetechnicaldepth,capital,andscaletocompetewithleadingprivateAIplayersatthefrontierof

foundationalmodel

development,whilealsoengagingdeeplyattheappliedAIresearchlayer.

.Another20–30universitiescandifferentiatewithinspecificdomainsofthefoundationalstack,oftenanchoredbystandoutfacultyorlong-standing

industrycollaboration.Most,ifnotall,willalsopartnerattheappliedlayer.

AppliedAIResearch.TheuniversitydeploysAIacrossreal-worldsystems,includingenergy,industrialautomationandrobotics,drugdiscovery,clinicaldecisionsupport,andfinancialriskmodeling.

.Over100universitieswillcompeteprimarilyattheappliedlayer,leveragingdomainstrengthsinmedicine,agriculture,oraerospace.

Crucially,afocusonappliedAIresearchisnotafallbacktocompetingatthe

foundationallevel.Rather,itisarapidlyexpandingsourceofvalue.Universities

thatcandefineadistinctive,system-levelroleinapplyingAItoreal-world

domainshaveasignificantopportunitytolead,regardlessofwhetherthey

competeatthefrontieroffoundationalresearch.

Thisarticleproposesafour-layerframeworktoenableuniversitiestopositionthemselvesas

indispensablepartnerstoindustryandrealizethepotentialvalueofsuchpartnerships.(See

Exhibit1.)It’sareinforcingcycleofsteps:world-classresearchattractstalent,talentrequirescomputetodotheirresearch,computeenablescorporatepartnerships,andpartnershipsfundthenextresearchcycle.Universitiesthatbuildacoherentstrategyacrossallfourlayerscandowhatneithercorporatelabsnorisolatedacademicdepartmentscanachievealone.

Layer1:TheAI-ForwardResearchLab

ThebalanceofAIresearchhasdecisivelyshifted.Industrynowproducesmorethan90%of

notablefrontiermodels.3AccordingtoresearchpublishedinScience,industrymodelsareonaverage29timeslargerthanacademicones.Since2006,thenumberofAIresearchfacultyhas

stayedessentiallyflatwhileindustryhiringofAIfacultyroseeightfold.4UniversitiesremaintheprimarytraininggroundforPhDtalent,thelocusofcuriosity-drivenresearch,andthecustodiansofuniquedatasets.Buttheoldwaysofdoingthings,builtaroundthesingleprincipalinvestigatorandthegrantcycle,areinsufficient.

Theauthorsproposeanambitiouspathforward,termedtheAI-ForwardResearchLab,focusedoninterdisciplinary,field-buildingoutputs.(SeeExhibit2.)

Therearethreemodelsworthwatching.

Model1:IndependentNonprofitLabsandFocusedResearchOrganizations.Anewclassof

researchinstitutions,builtforspeedandinsulatedfromgrantcycles,isemergingoutsidethe

university.TheArcInstitute,foundedwith$650millioninphilanthropicfundinginpartnership

withStanford,UCSF,andUCBerkeley,providesresearchersrenewableeight-yearappointmentswithfullsalaryandlabsupport,freeingthemfromgrantcycles.Inashortperiod,themodelhas

producedtechnologybreakthroughs(e.g.,bridgerecombinases,aprogrammabletoolthatcan

insert,delete,orfliplargesectionsofDNAinasinglestep),companiesraisinghundredsof

millionsofdollars,andpublicgoodsco-developedwithindustrypartnerssuchastheEvo2DNAfoundationalmodel,developedwithNvidia.Similarly,focusedresearchorganizations(FROs),time-limited,nonprofitentitiesgainingtractionthroughNSF’snewlycreated$1billionX-Labsprogramareoftenabletomovewithgreaterspeedandflexibilitythantraditionaluniversities.5

UniversitiesthatbecomefoundingpartnersarebestplacedtobenefitfromFROs,forexamplebystructuringpre-negotiatedIPtermswithalignedFROentities,establishingpredeterminedslots

forrecurringsabbaticalsandexchanges,creatingpost-docexternshipsatFROs,andnegotiatingmasterserviceagreementsforFROstouseuniversityfacilitiesandequipmenttoperformtheirresearch.Universitiesthatdonotriskhavingtheirbestresearchersrecruitedaway.

Model2:For-ProfitLabswithStrongUniversityTies.For-profitlabswithuniversitytiesshowhowporoustheboundarybetweenuniversityandcommerciallabshasbecome.The2024NobelPrizeinChemistry,awardedtotheUniversityofWashington’sDavidBakerforcomputationalprotein

designandjointlytoGoogleDeepMind’sDemisHassabisandJohnJumperforAI-basedprotein

structureprediction,showshowtheleadingedgeofsciencenowspansacademicandcorporatelabs.GenesisTherapeutics(Stanford)andXairaTherapeutics(co-foundedbyBakerLabalumni)reflectthesamefluidity.(Seesidebar,“TheBakerLabAlumniNetwork.”)Anthropic’sco-founderandchiefscienceofficer,JaredKaplan,remainsonleavefromaJohnsHopkinsphysics

professorship.

TheBakerLabAlumniNetwork

DavidBaker’slabattheUniversityofWashingtonInstituteforProteinDesign

(Bakerwasa2024NobellaureateinChemistry)offersalensonhowaleading

computationallyintensiveacademiclabproducesanddistributestalent.An

independentreviewofthelab’spublishedrosterofformermembers,comprisingmorethan80formergraduatestudentsplusacomparablecohortofpostdoctoralresearchers,shows:

.Justunderhalf(roughly45%–50%)remainedinacademia:facultyappointments,postdoctoralroles,andresearchinstitutes.

.Roughlyone-thirdto40%movedintoindustry,includingMicrosoft,GoogleX,andbiotechfirmssuchasGinkgoBioworks,Generate:Biomedicines,and

XairaTherapeutics.

.Thebalancewentintomedicine,nationallaboratories,andotherroles.

FormertraineesSergeyOvchinnikov(nowMITfaculty)andMinkyungBaek(nowSeoulNationalUniversityfaculty)areamongthearchitectsofthemodern

protein-structure-predictionrevolution,andco-foundersofXairaTherapeutics,

OutpaceBio,andVilyaalltracetheirscientificlineagetothelab.Bakerhimselfhasco-founded21biotechnologycompanies.EvenoneofthemostcommerciallyprolificacademiclabsintheworldstillsendsapluralityofitsPhDtalentback

intoacademia.Thekeyisthatitgeneratescompoundingnetworksofacademicandcommercialinfluence.Institutionscandomuchmoretomapoutthese

networksandusethemtotheiradvantage,astheyalreadydoforschool-levelalumni.

FlexibleleaveandIPpoliciesmattermorethanever.Universitiesthatmakeiteasyforfacultytomovebetweenacademicandcommercialroles,andcleanlynegotiateequityparticipationin

venturesthatemerge,cancapturemorevaluethanthosethatforcebinarychoices.

Model3:NewSchoolsofComputingandAIInstitutes.Increasingly,universitiesareturning

towardcreatingentirelynewschoolsdedicatedtoexploringthefoundationandfrontierofdata

scienceandcomputing.(SeeExhibit3.)JohnsHopkinsisbuildingtheDataScienceandAI

Institute(DSAI)with80newtenure-trackfacultypositionsaspartofabroaderexpansion,which

isexpectedtogenerate$1.6billionineconomicimpact.Vanderbilt,theUniversityofChicago,andothersarefollowing.Federalfundingisevolvingtowardlarge-scalefundingandnimble,team-

basedefforts:NSF’sX-LabsfundingcallandtheDepartmentofEnergy’sGenesisMissionbothsignalapreferenceforcross-sectorcollaborations,oftenledbyfull-timeteamsovertraditionalsingle-PIgrantsandresearchcenters.6

Atthesametime,IPdisputesinAIresearchpartnershipsarerising.Whoownsamodeltrainedonuniversitydatawithcorporatecomputeisunsettledinlawandpractice.Therefore,itisimportantthatuniversitiesestablishclearframeworksbeforeenteringthesearrangements.Weexpecta

likelyshifttowardco-investmentandco-developmentpartnershipsratherthantraditionallicensing-firstmodels.

Layer2:SecuringandDeployingCompute

Thescaleofthegapisconsiderable.BigTech’sfourlargesthyperscalers(Amazon,Google,Meta,andMicrosoft)spentapproximately$410billiononAIinfrastructurecapitalexpenditurein2025,withprojectionsapproaching$785billionandabout$1trillionin2026and2027,respectively.7Additionally,US-basedAIcompaniesraisedapproximately$286billioninprivateinvestmentin2025,ofwhichCalifornia-basedentitiesaloneaccountedfor$218billion(75%+ofUStotal).8

Universitycomputebudgetsareordersofmagnitudesmallerthanindustry’s.Thestrategic

questionisnotwhethertoclosethisgap,buthowtomakeuniversityresearchindispensabledespiteit.Threemodelsareemerging:

.Model1:TheSingle-InstitutionPowerhouse.UTAustin’sapproachhasbeentobecomeasingle-institutionpowerhousebyassemblingthemostconcentratedacademiccomputing

infrastructurethroughthe$457millionNSFLCCFgrantandpartnershipswithDelland

Nvidia.9TheHorizonsupercomputerenteredproductionin2026andwillofferroughly100xtheAIperformanceofFrontera,untilnowtheleadingUSacademicsupercomputer.

.Model2:TheState-ConvenedConsortium.NewYork’sEmpireAIisthemostambitious

multi-universitycomputeconsortiuminthecountry,backedbyover$500millioninpublic

andprivatefunding,includingupto$340millioninstatecapital.10Theconsortiumincludes

10institutions(Columbia,Cornell,NYU,RPI,SUNY,CUNY,UniversityofRochester,RIT,FlatironInstitute,andIcahnSchoolofMedicineatMountSinai)andhasmorethan320

activeusersacrossmorethan120projects.ItsBetasystem,featuringNvidia’sBlackwell

chipsandslatedtocomeonlinein2026,willbe11timesmorepowerfulthanthecurrent

Alphasystem.CaliforniahasfollowedwithCalCompute,housedintheUCsystem.The

EmpireAImodelhasalsoseededadjacenttalenteffortssuchastheEmpireAIpostdoctoralfellowshipatCornellTech,fundedwith$10.5millionfromBloombergco-founderTom

Secunda.11

.Model3:FederalSupercomputing.TheDepartmentofEnergy’sGenesisMissionandNSF’sLCCFrepresentanewmodelforallocatingsupercomputingtimetoacademicresearchers.

DoE’sproposaltoofferfederallandsforprivatedatacenterdevelopmentinexchangeforsharedcomputeaccesspointstoanemergingmodelthatstatescouldreplicatewithintheirresearchuniversities.12

Leadersshouldbeawarethatacomputeinvestmentdependentonasinglefundingsourceis

inherentlyfragile;diversifiedmodelsleveragingmultiplefundingsourcestendtobemore

resilient.Thisisespeciallythecaseintimesoffederalbudgetuncertainty.Universitiesshould

alsoaccountforcapitalexpenditurecyclerisk:computeinvestmentsmadetodayreflectcurrentGPUarchitectures,andthereislimitedclarityonhowinstitutionswillrefreshinfrastructureatthepacethattechnologyisadvancing.A$100millionclusterthatbecomesobsoletewithinthree

yearsbeforegeneratingitsintendedresearchoutputrepresentssignificantstranded-assetrisk.Computeaccessisalsoincreasinglyarecruitingtool,withcommitmentstocomputebecomingastandardelementoffacultystartuppackagenegotiations.

Layer3:ReimaginingCorporatePartnerships

Manycorporatepartnershipofficeswerebuiltforanerainwhichcompaniessoughtbrandaffiliation,sponsoredhackathons,andrecruitedgraduates.Twoimportantdevelopmentsarepromptinguniversityleaderstoreevaluatehowtheyapproachthesepartnerships.

.AIcompaniesneedandoftencannoteasilyacquireorreplicatethecurateddatasetsthatuniversitieshold.Whileespeciallycommoninuniversitieswithaffiliatedhospitalsystems

(e.g.,datasetsonlongitudinalhealthstudiesandgenomicdatabases),academicdatasets

spanindustriesandincludedecadesofdataontopicsfromagriculturalfieldtrialstoroboticstesting,aswellasdetaileddataoninfrastructureandenergysystemsandmore.Thereisnoproven,replicablemodelforextractingfullstrategicvaluefromtheseassets.Theinstitutionthatdevelopsone,coveringgovernance,pricing,accessterms,andmodelownership,can

seizedurablecompetitiveadvantage.

.Manufacturers,Fortune500companies,andlocalcorporationsareseekingacademicAI

expertiseforproductdesign,pipeline,anddeployment.Forexample,Indiana-basedEliLillyandPurdueUniversityannounceda$250millionpartnershipin2025toaccelerateAI-

powereddrugdiscoveryandAI-enabledmanufacturingscale-up.13UniversitieshavethepotentialtobecomepreferredAIimplementationpartnersforregionalandnational

industry,notjustmodeldevelopers.(SeeExhibit4.)

Thereistheconcernthatcorporatepartnershipscanbecometalentpipelinesinthewrong

direction:closecollaborationwithanindustrylabcanaccelerateafacultymember’sdeparture.

Toaddressthis,itisimportanttostructurepartnershipstodeepenengagementratherthan

facilitateexits.Healthdata,studentrecords,andresearchsubjectinformationcarrysignificant

privacyobligationsthatneedproperoversight.Finally,convincingindividualresearchersand

schoolsthatthereisvalueinexpandingcorporatepartnershipscoperequiresbothacompellinginstitutionalvisionandanincentivestructurethatrewardsfacultywhobringpartnerstothetableforinstitution-widecollaborations.OpenAI,Microsoft,Salesforce,andAWSareamongthe

companiesexpandingcollaborationswithuniversitiesthroughresearchfunding,computeandmodelaccess,andsupportforappliedAIprojects.

Layer4:WinningtheR&DTalentCompetition

The

AItalentlandscape

israpidlyevolving.Roughly70%ofAI-relevantPhDgraduatesnowtakeindustrypositionspost-graduation,upfrom20%twodecadesago.14A2025studyfoundthe

outflowishighlyselective:young,highlycitedresearchersatleadinginstitutionsarethemost

likelytoleave,andtheirresearchtendstoshowreducednoveltyandimpactafterthemove.15

Thisdrainofearly-career,high-outputtalenthascompoundingeffectsonthepipelineofacademicmentors,thedirectionofresearchagendas,andthecapacityofuniversitiestotrainthenext

generation.Compensationisabigdriveroftheexitfromacademia.One2026studyfoundthesalarygapbetweenindustryandacademiahasrisenmorethanfivefoldsince2001.AI

researchersatlargetechfirmscanearn$500,000–$2million+intotalcompensationversus$120,000–$150,000basesalariesforassistantprofessors.16

Federalfundinguncertaintyhascontributedtowhatisaparadoxicalmarketfortalent.

AdmissionstoPhDprogramsat55leadingUSresearchuniversitiesfell15%fortheFall2026

semester,andseveraltopuniversitieshaveimposedhiringfreezes.17Atthesametime,demandforAIexpertisehasneverbeenhigher.Anew$47millionNSFpilot,combiningdoctoraltrainingwithindustryplacementsandjointadvising,pointstoonewayuniversitiescanbetteralign

researcheducationwiththelabormarket.18Evenwithsuchefforts,thecompensationgapwillremainachallenge.

Universitiescannotmatchindustrysalaries.Buttheycancompetewithindustrywhenitcomesto:

.Freedomtopublishopenlyandpursuecuriosity-drivenagendasunconstrainedbyproductroadmapsorearningscalls.

.Multi-yearresearchendowmentsthatinsulateresearchersfromgrantcycles.

.Flexibleleavepoliciesthatallowfacultytomovebetweenacademicandcommercialroles,includingdualappointmentswithaffiliatedresearchentities.

.Theopportunitytotrainandmentorthenextgeneration.

Universitiescouldalsodomuchmoretogobeyondtheschool-leveltrackingtheycurrentlydo.

OnestepistobeginmappingtheirAIlabalumninetworksmoresystematically—identifyingwherealab’salumnihavelanded,maintainingthoseconnections,andcreatingpathwaysforphilanthropicgivingandco-foundingopportunities.

AnotherdevelopmentworthnotingisthatChinanowproducessignificantlymoreAI-relevant

PhDsthantheUSandisresponsiblefor74.2%ofallAIpatentsgrantedworldwide.19TheArenaLeaderboardspreadbetweenthebest

AmericanandChineseAImodels

hadnarrowedto2.7%asofMarch2026.20Universityleadersmustnavigateanenvironmentwhereinternationalresearchcollaborationissimultaneouslynecessaryforscientificprogressandmorecomplicatedthanit

hasbeenindecades.

ScalingwithStatePartners

ThestrategicchoicesaboutAIsitlargelywithinuniversities,buttheyaredifficulttoexecuteatscalewithoutstatepartnership.Increasingly,statesaremovingbeyondgeneralinnovation

strategiestocapitalizeonsharedresearchinfrastructureandorganizeuniversities,companies,andpublicagenciesaroundAI.NewYork’sEmpireAI,Pennsylvania’sKeystoneAI+Quantum

Factory,andtheUniversityofFlorida’sHiPerGatorAIsupercomputerillustratetherangeof

modelsemerging,frommulti-universitycomputeconsortiatoconcentratedinvestmentsin

flagshipinstitutionsandstatewidesharedinfrastructure.Universityleaderscanengage

proactivelyinshapingtheseinvestmentsthroughactivecollaborationwiththeirstatepartners.(SeeExhibit5.)

SevenActionstoTurnAmbitionintoAction

Everyresearchuniversitymustdecidewhereitcanlead,whatcapabilitiesitmustbuild,andwhichpartnershipsitneedstosucceedthroughacohesive,integratedapproachtoAI.(SeeExhibit6.)

Thewindowtoshapethatpositionisnarrowing.Talent,corporatepartnerships,philanthropic

capital,andpublicinvestmentarealreadyconcentratingaroundinstitutionsthathaveaclearAIambitiontheyareexecuting.Universityleadersthatactnowwillbebetterabletoattractand

retaintalent,maintaininfluence,andsetthedirectionofresearch.
