According to the targeted plan, by 2005 China will have 800,000 SE professionals, $5 billion software export, some mainstay software enterprises with more than $600 Millions revenue, and a number of software products with own IP rights. The home-made software products will occupied about 60% of domestic market by 2005.,Construction Of Software Parks,To unite scattered strength and integrate advantageous resources, Chinese government has established 21 nationwide software parks e.g. ZhongGuanCun Information Base at Beijing, Shanghai Software Park & Shanghai PuTong Software Park, Central China Software Park at Wuhan city, Dalian and Xian Software Park, as well as Ningbo International Software Park etc. Comprehensive and meticulous planning, special policies and whole range of supporting services, plus billion dollars investment in infrastructure construction,Strategies For Development,Learning From Indian, but adopting a different model and strategy - a Balanced strategy for sustained development Two-Legs Development: Focus on both overseas & domestic markets, instead of Indians Single-Leg Strategy Stress on Balanced Export & Import: - An attractive Point for International cooperation Integrate Software & Hardware: China has a much stronger HW industry and market than Indian,Fuse Into Global Family Driven By Internal Needs,Why Outsourcing ? To fuse into global family, not just for earning foreign currencies. For overseas Clients: “Because Your business will be in China!” “ China should be a member of global family and global economy needs China too !” Chinese government has clarified a policy for development of software Industry: “Driven mainly by Internal Needs” currently through by the e-enterprise & e-government projects encourage and give priority to apply domestic software products with own copy rights,Driven By Abundant Development Resources,Now,China has 7,000 software companies and nearly 400,000 professionals, in addition, more 300,000 IT applications staff, forming a huge and exploitable asset: software talents. Among these, about sixty percent are private enterprises and 10 percent are foreign vendors. 65.9% are small start-up businesses with fewer than 50 employees and rather a short history, possibly less than 5 years. 28.7% have the scale of 50-200 employees. Even few, there are at least 18 key software enterprises with more than 1000 employees and over $60 millions revenue per year, like CS&S, UFSoft Group, Founder, NEU-Alpine, etc.,A Big Talents Pool,The enormous body of well-educated software professionals can be steadily replenished and expanded from the computer science bachelors, masters and doctoral graduates each year In China, there are 1225 universities, among which 1023 institutes have CS related majors and 475 set up regular undergraduate courses Computer science is a popular major to be selected owing to its high income potential. Right now the CS students in-schools have exceeded 581 thousands Organized properly and combined with effective management, Chinese young software industry might even be able to contribute to offshore software development,Industry-University-Research Combination For Innovation,With years practices, China has formulated a sound system for innovative development: “IndustryUniversity-Research Combination”, a golden triangle. Its effectiveness is specially evident in software domain. University has its superiority in software talents and advanced technologies. The industry provides a stage for demonstrating talents ability, and new ideas produced from researches In fact, many software companies originated from universities and research institutes Recently the government encourages more industrial companies to be involved in state-funded hi-tech projects, with clear objectives to transform as much research achievements as possible into practical applications or products,Development Of Embedded OS In China,IUR produced Rich Fruits A Dozen of embedded OS with own IP rights have been developed in China Almost all these products have strong research and application background, and been successfully applied to practical systems & applications The development spread over almost all main software cities Encouraged and Supported by local government,Examples Of Home-Made OS,HOPEN (Beijing) Embedded Linux CS&S Red Flag Linux Red Flag Software Delta OS Core Tek Systems (Beijing) CC-Linux Beijing CCOSS XTinux Net Tiger Athenew Shanghai GoTop Start Embedded OS Fuzhou Start EJE-OS Xian EJE GoldLinc 927,2000 Shenzhen GoldLinc Wolf OS Tianjin Nankai JinKe ZyCo Beijing Ketai Century SunShine 2000 ShenZhen SunShine WuJi OS Hong Kong Cyberlink Elix Changsha Defense Tech. Univ. HBOS Zhejiang University HH Tech Embedded Linux HH Tech.,Some Stories Behind OS Development,Microsoft “Venus” project / Windows-CE OS vs Beijing Software Engineering Center “NuWa” project / OS “HOPEN” (means: Hope+Open) Built up IT Strategic Alliance In New Century and 3C Consortium to unite together for opposing against the another round monopoly The Role of “HaiGui” (Sea Turtle) parties (Return Overseas Chinese Students). For example, the ZyCo OS is developed by “Tsinghua 5 Swordsmen”. Two of them returned from Microsoft and Netscape. ZyCo has ingenious design ideas and functional features,Integrated Development Environment (IDE),CoreTek - the first company in China to provide an Integrated Development Environment (IDE) for embedded software, which includes operating system DeltaOS, DeltaCore, integrated development tool LamdaTool, testing tool GammaRAY, auxiliary embedded components as well as DeltaWAP for wireless application development The eSuperMap for embedded GIS development which has exported into Japanese market either,Imported vs Domestic,Some overseas OS brands have still some dominance in current Chinese embedded market, mainly like Wind Rivers VxWorks, Windows CE and Embedded Linux. The Chinese OS will share more percentage in future market. They have been widely applied into many current hot applications, such as mobile phone, PDA, eBook, e-Dictionary, STB, Stock trading machine, information appliance, in-car devices etc. Chinese embedded developers always need more hard works, because they must face with simultaneously both battlefields; platform and application development. However, as a return, it will give them more skills and experiences in embedded development.,IC Production & Design,To meet the needs of domestic market, China has imported a number of IC production lines in recent years Shanghai is widely acknowledged as one of the major semiconductor centers in China. The concentration of semiconductor expertise, including wafer fabs , in the city and adjoining regions, is unequalled. The neighbor delta of Yangtse River is also an intensive area for electronic industry which create an exceptional condition for development embedded industry Shanghai is dedicated to be one of worlds largest base of IC chip production by 2015. By 2005 there will be more than 10 IC production lines with annual outcome about $10 billion. It will be doubled by 2010 and reach 30-40 production lines by 2015,IC Design Capability - An Urgent Need,Lacking of IC design capability is the main roadblock The government will adopt maximum efforts to change the situation and make a breakthrough, including intelligence import Shanghai has established its own IC design center and IC design has been listed as the foremost research project Through more 3 years research efforts, Beijing University has successfully developed a co-design platform and, as a breakthrough, released the first own-designed RISC-based embedded CPU chip in 1999, and in 2001 produced more 16- and 32 bits CPUs JBCore 32. So far at least 5 chips has been developed and produced by Chinese researchers,Driven By Foreign Investors With Foresight,Huge potential market attracts foreign entrepreneurs either Some early birds with foresight competed to take their earlier step for occupying the beneficial market have got their worms as expected In turn, their entry and investment also stimulated quick development of embedded applications in China It is really a win-win relationship for both sides. Two noticeable examples are Nokia and Motorola,Nokias Vision & Success,Nokia entered into China in 1985 So far it has invested about $2.7 billions in China, set up more than 20 offices, 8 joint ventures and 2 R&D centers in China. The employees in China has reached 5,500 As a return, Nokia achieved more than $3 billion sale in China in 2001. China became the Nokias second largest market in the world Nokia has got a very firm foothold in Chinas market to start its next strategic step: “Making the Mobile Promise a Reality” In last November, on the Finnish-Chinese IT- and Telecommunications Seminar at Shanghai, Mr. Veli Sundback, Executive Vice President of Nokia announced Nokias ambitious plan with great confidence,Motorolas “2+3+3” Plan,For a long-term success in technology development and innovation, Motorola just unveiled its new five years development plan in China, expressed in a short form ”2+3+3”: The 2 means building China into a world-wide manufacturing and R&D base The first 3 means 3 new growth areas The second 3 stands for 3 X $10 billions: 1) Annual production value to reach $10 billion by 2006 2) Accumulated investment $10 billion 3) Local procurement to reach $10 billion in China Motorola is targeting to be a genuine Chinese company through win-win relationship.,Actions From Other IT Giants,ARM UK decided to help China to be a semiconductor giant and increase push in China. As an action, ARM has decided to officially open its China headquarter in Shanghai in last July INTEL announced in 2001 a $302 million investment in its chip plant at Shanghai for building a production and testing facility to produce 845 chipsets. INTEL called it as an investment for future IBM planned to invest $300 million to build an organic chip packaging manufacturing facility in Shanghai, which is part of the $5 billion world-wide investment plan by IBM. This signifies a new phase for IBM in bringing advanced technologies to China and demonstrates IBMs commitment to support the rapidly expanding IT infrastructure in China,The Most Remarkable Action From Microsoft In 2002,Built up a joint venture company for software services at Shanghai first. In quick succession, Microsoft announced a signed agreement with the State Development Planning Commission (SDPC) to invest $750 million in Chinas software industry and education institutions, the largest foreign software venture ever in China It is seen as a strategic step of Microsoft to maintain its market dominance and strong voice in global software standards. With the North American market for its ubiquitous Windows software saturated, Microsoft has turned its attention to largely untapped China, the worlds most important software market in the near future.,Microsofts Vision,Microsoft leader explained their incentive as “The success of Microsoft in every market, including Chinas, is highly dependent upon the growth of local industry. Whats good for the local industry in every country is good for Microsoft either” This would be a win-win agreement. China government gets an influx of capital from a very successful western software company. Microsoft has a chance to put its best foot toward with the government and the Chinese software industry,DENSOs, Japan, Action,DENSO Create Inc., a subsidiary of DENSO, Japan, established DENSO Create Shanghai Inc., on June 27, 2002 New company will develop software for DENSO-related products such as control systems and information system products for automobiles To take advantage of the many excellent software engineers based in that area,New Investment Wave,China entering WTO bring about a new investment wave in China When IT giants come one on the heels of other, all these look like just an IT symphony playing in unison which drives a quick development of Chinas IT industry,Problems & Roadblocks,Illicit Copying, seriously constraining R&D motivation on software products Lack of enough money for quick growth, thirsting for VCs and Loaning channels Wests dominance in Chinas SW market Small scale & size of most Chinese software companies More 65% are small business, 50 employees & 5 years Inadequate organization and management, with low productivity and quality,Problems In Embedded Software Industry,Although being a promising and quick growing segment, Chinas embedded industry is still in its infancy The application market is just starting and the types of both applications and products are rather narrow. Quite large area, e.g. industrial control, still keeps not yet to be touched and remains to be further explored There is evident shortage of capability in development and innovation, becoming a pressing matter of the moment Each company often get into a hobble, being forced to do everything by themselves. An urgent need is to have a clear division of job base on specialization and form a chain of services and supply for effective development,To Be More Mature & Competitive,By recognizing its own disadvantage, Chinas software community is adopting active and realistic measures toward a mature and competitive software industry. To develop with a quick pace, China shouldnt return to a close-door policy. As a part of the information age and global economy, it should instead cooperate with other countries to attract more overseas investors, learn from their experiences, and absorb whatever technologies are needed to develop its own softw
