农地流转论文：农村土地承包权流转政策下农地经济规模确定问题研究【中文摘要】随着党的十七届三中全会通过的中共中央关于推进农村改革发展若干重大问题的决定中所明确的各项政策措施的逐步落实,农地流转成为我国农村土地改革的热点。但是目前农地流转还存在着市场体系、促进体系以及相关政策法规体系等不完善的问题。因此,应如何确定农地经营规模范围,已成为当前农村工作的一个值得探讨与研究的新课题。本文通过借鉴国内外学者关于农地经营规模的研究成果,采用社会系统分析,提出影响农户农地经营规模的指标体系。运用实际调查的方法,获取西安市两区两县的调查数据,采用逐步回归分析法等,寻找出当前在不同资源禀赋下影响样本地区农地经营规模的七个关键因素。然后,以租赁的流转形式为代表,从分析参与土地流转各方的机会成本和土地的社会保障作用入手,构建农地规模经营的约束条件,在此基础上建立了承租方农地经济规模的决策模型,以期达到提高农地利用效率的。并以西安市周至县终南镇甘沟村的一个农业大户为例进行了实证研究,对土地承租方具有直接的参考意义。最后,结合实际经济、制度、社会等环境,实现对最优土地规模经营的途径研究分析,并提出切实可行的政策建议。本文的研究对完善农地流入方投入机制的建立提供一定的参考价值；同时,对推进农业现代化、专业化、商品化、产业化进程提供参考,从而促进西安市郊县农地规模经营健康、稳步、有序的发展。【英文摘要】With the various policies and measures in the “CPC Central Committee on rural reform, development of a number of major issues” which was adopted by Partys Third Plenary Session have identified in the gradual implementation, the agricultural land transfer has become to the hot spot of rural land reform in China. There is still inadequate in the area of agricultural land transformation market system, the promotion system and some policies and regulations related to the problem. Therefore, how to determine the scope of the operation scale of agricultural land has become one of the new topics about rural work and research which should be explored.In this paper, researches about operating scale of agricultural land conducted by the scholarshome and abroad have been mirrored. And then using the method of social system analysis, a management system that affect the household measure of the size of agricultural land has been put forward. Actual survey methods are used to obtain the survey data of two areas and two counties in Xian, a series of seven key factors which are affects operating scale of agricultural land under the different resource endowments of a certain area have been found out by using the methods of stepwise regression analysis.Then, Taking form of leasing about land transformation as a representation, from the analysis of the parties involved in the opportunity cost of land transfer and land the role of social security to start, builds scale agricultural land constraints. The economic scale of the lessee of agricultural land Decision-making model is built up in basing on results above in order to increase the efficiency of agricultural land. Taking Gangou Village in Zhongnan Town of Zhouzhi County of Xian as an example an empirical research of large agricultural household is carried out which may have a direct reference value for the lessee. Finally, achieving the optimal scale of operation in the way of land analysis according to the actual economic, institutional and social environment, and practical policy recommendations is proposed.This study provides a reference value on establishment of mechanisms which relates to the improvement of agricultural land transformation.
