With the advancement of live pigs superiority industry belt construction, animal disease .目 录1项目简述11.1项目概况11.2项目前期进展情况52项目区概述62.1地理位置62.2社会经济概况62.3地震62.4地形62.5 地质72.6气象、水文72.7植被82.8土壤82.9水土保持区划83产生水土流失的环节分析及水土流失预测93.1环节分析93.2预测内容93.3预测方法103.4预测参数113.5扰动地表面积123.6土石方量123.7水土流失量123.8水土流失危害预测134防治责任范围154.1防治责任范围154.2防治分区165水土保持措施布设175.1水土流失防治目标175.2水土流失制约性因素分析175.3主体工程设计的水土保持分析与评价205.4防治措施体系和总体布局216水土保持措施工程量及进度266.1防治措施及工程量266.2水土保持措施进度安排276.2施工组织277水土保持监测297.1监测目的297.2监测的原则297.3监测范围、时段、内容和频次307.4监测点位的确定317.5监测方法317.6监测设施、监测设备及消耗性材料317.7监测成果与制度327.8监督管理328投资估算338.1投资估算339实施意见41附件:1、委托书2、关于普安县横冲梁子风电场送出工程的自建请示及回复3、关于普安县横冲梁子风电场110kV送出工程初步设计(代可研)审查意见(黔电计201531)4、监测监理承诺5、路径协议6、估算表附图:图1 地理位置图图2 项目区水系图图3 工程平面布置图图4 水土流失防治责任分区及范围图图5 水土保持措施布置及典型设计图图6 工程措施、植物措施典型设计图图7 新增措施典型设计图1项目简述1.1项目概况 (1)项目地理位置及交通情况普安县横冲梁子风电场110KV送出工程属新建项目,地处贵州省黔西南州普安县境内,线路行经地瓜镇。项目距普安县城(盘水镇)约13km,距州府所在地兴义市147km。 项目周边有县道X632通过,各条乡村道路纵横穿过项目建设范围,项目周边交通条件较好。 (2)项目立项情况2014年11月25日,贵州省能源局同意三峡新能源普安发电有限公司筹建的普安县横冲梁子风电场110KV送出工程。(3)路径说明本线路工程将原110kV 新普线接入横冲梁子风电场110kV 升压站,线路起于横冲梁子风电场110kV 升压站构架,止于两侧接点。其中,110kV 新店侧接点选在原110kV 新普线50#51#塔位之间,距离51# 塔位21 m,海拔高程为1822 m;110kV 普安侧接点选在原110kV 新普线57#58#杆位之间,距57#塔位12 m,海拔高程为1868 m(详见图1-1接点示意图)。新建线路长度约2.0km,风电场110kV 升压站普安变侧接点长度1.0km,风电场110kV 升压站新店变侧接点长度1.0km。 线路建成后, 风电场110kV 升压站普安变线路长度为6.9km; 风电场10kV 升压站新店变线路长度为14.8km。本工程按20mm 冰区设计,长2.0km。本方案不包括线路本身的调度通信设计和线路辅助设施设计。图1-1接点示意图(4)主要技术经济特性线路额定电压:110kV中性点接地方式:直接接地回路数:单回路线路长度及曲折系数:线路全长2.0km, 航空距离1.8 km,曲折系数1.11。设计气象条件:设计冰厚20mm,设计最大风速取25m/s。导地线型号:导线采用LGJ-240/40 钢芯铝绞线;地线: 采用LBGJ-80-20AC 铝包钢绞线。杆塔型式:全线采用自立式铁塔。基础型式:采用现浇斜柱式钢筋砼基础。 地形系数:丘陵20%,一般山地60%,高山大岭20%。地质划分:土20%、松沙石50%,岩石30%。工地运输:小运距离0.6km,汽车运距5km。(5)项目投资项目工程总投资415万元,土建投资144万元。所需资金由业主自筹。(6)项目布局及占地 根据主体设计资料和现场实地踏勘,工程布局情况如下:1)塔基区根据现场踏勘和主体工程设计资料,项目均采用自立式铁塔,使用条件为设计风速25m/s(离地面10m)、覆冰厚度20mm。转角塔和换位塔均为三角型排列。本项目建设共使用转角塔9基、换位塔1基,共计10基。根据主设资料项目及主体设计提供的杆塔特性表,确定本项目新建塔基共占地500m2。其中杆塔基础统计情况详见表1-1。表1-1 铁塔等高腿统计表序号杆塔名称杆塔型式塔呼高(m)使用条件水平转角使用数量水平(m)垂直(m)1转角塔1C2X3-J22135060053022转角塔1C2X3-J22735060053023转角塔1C2X3-J321350600306044转角塔1C2X3-J334350600306015换位塔2JGH25214506505301总计10基 2)弃渣铁塔在修建过程中将会有土石方的开挖与回填,对于大多数铁塔而言,弃方堆放在塔基下方完全可以满足堆放条件。经过实地踏勘和分析,由于塔基弃渣点均位于塔基周边或者塔基下方,本方案将其划入到塔基区内。3) 塔基拆除区 本工程接后拆除原110kV 新普线51#57#段共7 基地基以上铁塔部分进行拆除,导线、地线1.3km;拆除物资需运回兴义供电局物资仓库,拆除塔基面积400m2。 按照施工方案要求,将对原普安新店110kV线路中第51#57#塔基进行拆除,按照50m2/基考虑,共拆除7基,连同周边的扰动区域,拆除塔基区占地面积为400m2。4)施工便道区材料运输道路主要是在铁塔架设时,车辆无法到达施工场地,需通过人畜将材料运输到施工场地的通道,在主体工程设计中需通过人畜运输材料的道路线路平均长度分别为0.60km,通过现场踏勘道路宽平均宽度为0.5m,根据现场查看和设计人员介绍,约有4个塔基需要修建施工便道,该部分总占地面为1200m2。5)施工临时占地区线路施工过程中,需要在公路沿线及塔基周边临时占压部分土地,用途为临时堆放铁塔构件、现场搅拌修建铁塔基础所需要的混凝土以及牵张场地使用等。根据施工要求,平均每个铁塔考虑50m2,合计占地面积500m2。另外,本项目不涉及拆迁安置,项目建设所需砂石均从周边合法砂石料场购买,本项目没有单独的砂、石料场,故不考虑此类问题。综上所述,本项目的工程组成不复杂,因此,在详细分析研究本项目初设资料的基础上,结合实地踏勘,认真分析项目建设内容对地表的扰动特点,是提出针对性水土保持措施,完善项目水土保持措施体系的前提。工程占地即项目建设区占地,可划分为永久占地与临时占地,本项目工程总占地2600m2,其中永久占地500m2,临时占地2100m2,详见表1-3。表1-3 项目工程占地一览表 单位:m2项目组成合计占地面积永久占地临时占地塔基区500500拆除塔基区400400施工便道区12001200施工临时占地区500500合计26005002100 (5)项目施工工期项目为建设类项目,建设总工期6个月,开工时间2015年07月,竣工时间2015年12月工程,施工安排详见表1-4,其中虚线表示点式工程的时段总长。表1-4 工程施工横道图项目组成施工期2015年8月2015年6月789101112塔基区拆除塔基区施工便道区施工临时占地区1.2项目前期进展情况 2014年11月24日,三峡新能源普安发电有限公司向贵州省能源局提出了关于贵州普安县横冲梁子风电场110kV送出工程自建的请示,并于2014年11月25日获贵州省能源局同意;2015年03月,三峡新能源普安发电有限公司委托贵州大学勘察设计研究院完成了普安县横冲梁子风电场110kV送出工程初步设计说明书(代可研)。 依据水土保持法律、法规对开发建设项目水土保持工作的规定和要求,2015年03月三峡新能源普安发电有限公司委托贵州晟泰工程咨询有限公司承担该工程的水土保持方案编制工作(见附件1)。为此,我单位组织编制人员按照开发建设项目水土保持技术规范的要求,在各相关业务部门和单位的大力支持和帮助下,于2015年04月编制完成了普安县横冲梁子风电场110KV送出工程水土保持方案报告表,以下简称方案。工程计划于2015年07月开始施工,目前环境影响评价、用地预审等各项手续正在抓紧办理中。4.1 application of the Chinese language application for proxy bidding agency application system. 4.2 bidding agent applications should be submitted by the Agency included in the 5th chapter of the content, and than select file asked to provide appropriate documentation. 4.3 proxy application shall affix its official seal coding and page by page in the specified location. Proxy application shall be bound, and page-by-page coded in the order. 5th chapter application format notes: bidding agent .432项目区概述2.1地理位置项目位于黔西南州普安县,普安县位于位于贵州省西南部乌蒙山区,黔西南布依族苗族自治州西北部,南北盘江分水岭地带,地理坐标为东经10451101050924,北纬251831261035。东与晴隆县接壤,南与兴仁县、兴义市相连,西靠盘县特区,北与水城特区、六枝特区相邻,县城东距省会贵阳297km,南距黔西南州府所在地兴义147km。2.2社会经济概况项目所在的普安县,位于贵州省西南部,国土总面积1429km2,普安县辖6乡8镇,县城所在地盘水镇;总人口33.19万人,农业人口20.35万人。项目区社会经济概况详见表4-1。表4-1 项目区2014年社会经济情况统计表行政区划总面积(km2)耕地面积(万亩)总人口(万人)农业人口(万人)GDP(亿元)农业总产值(亿元)农民人均占有耕地(亩)农民人均年纯收入(元)普安县142925.9833.1920.35100.1110.181.8750032.3地震根据中国地震动参数区划图(GB18306-2001),项目区地震反应谱特征周期为0.35s,地震反应加速度为0.05g。项目区相应地震基本烈度小于度,区域地壳稳定。2.4地形项目大部分为山区,海拔在17501900 m之间。地形以丘陵和山地为主,起伏不大。全线最大海拔标高为1860 m左右,最小海拔标高为1750m左右,全线最大相对高差为90 m左右。通过对沿线的踏勘,全线植被覆盖良好,无不良地质现象。本线路地形呈东北高西南低的趋势,起伏不大,为高原丘陵地形。相对高差在1090m 之间。根据线路所经地区的地形状况,确定线路的地形划分如下:丘陵20%,一般山地60%,高山大岭20%。2.5 地质项目区地质构造属于扬子准地台黔北台隆六盘水断陷普安旋钮构造变形区。根据区域地质图及现场地质调绘情况,场地地层平缓,岩石岩溶和节理裂隙较发育。全线植被发育良好,沿线附近未出现较明显的不良地质现象(如滑坡、崩塌、泥石流、裂陷、大型溶洞等)。地质比例为:土20%、松沙石50%,岩石30%。2.6气象、水文项目位于贵州省黔西南州普安县,普安县属亚热带湿润季风气候,其特点是四季分明,雨热同季,春秋温和,冬无严寒,夏无酷暑。多年平均气温13.7,1月平均气温4.6,极端最低气温-6.9(1977年2月9日);7月平均气温20.7,极端最高气温35.1(1994年5月1日)。最低月均气温-2.2(2008年2月),最高月均气温26.8(2011年8月)。平均气温年较差16.1,最大日较差23.3(2006年3月17日)。生长期年平均280天,无霜期年平均290天,最长达348天,最短为234天。年平均日照时数1528.3小时,年总辐射103.25千卡/平方厘米。0以上持续期298天(一般为3月1日12月1日)。年平均降水量1395.3mm,年平均降雨日数为227天,最多达271天(1984年)。极端年最大雨量1841.3毫米(1983年),极端年最少雨量668.3mm(2011年) 。降雨集中在每年5月至10月,6月最多。10的年平均积温为4491.3。10年一遇最大1小时降水量为64.26mm;20年一遇最大1小时降水量为74.76mm;50年一遇最大1小时降水量为87.36mm。主导风向偏北风。灾害性气候主要有干旱、洪涝、风雹、凝冻、倒春寒、秋季低温绵雨等。 项目周边地下水较发育,间有小溪穿过,表层第四系堆积物为孔隙潜水,接受大气降水、地表水补给。其属于低矿化的重碳酸盐型软水,砂、泥岩孔隙裂隙水及溶岩裂隙水,地下水含量小,埋藏较深,矿化度低,其对混凝土及钢筋一般无浸蚀。该小溪对本项目影响较小。2.7植被 项目区植被类型复杂多样,呈垂直带发育。主要植被带有高山灌丛草甸带;落叶阔叶与常绿阔叶混交林带和针叶常绿、阔叶落叶混交林带。海拔1800m以上主要为高山灌丛草甸带,偶见一些落叶乔木呈矮曲林景观;海拔18002000m主要为落叶阔叶与常绿阔叶混交林带;海拔1800m以下主要为针叶常绿、阔叶落叶混交林带。项目区林草覆盖率约42.86%,植物生长状况良好。2.8土壤 项目区土壤类型多样,形成因素主要是母质、地形生物气候等自然及人文活动影响。主要有山地黄棕壤、黄壤、石灰土、红壤和水稻土等。地黄棕壤分布在海拔1700-2000m之间;黄壤是境内主要的土壤类型,广泛分布在海拔1900米以下地带;石灰土主要分布于石灰岩集中出露区域的缓坡、洼地和石旮旯地段。2.9水土保持区划根据水利部办公厅关于印发的通知(水利部 办水保2013188号),项目地处滇黔桂岩溶石漠化国家级水土流失重点治理区。根据贵州省人民政府关于水土流失三区治理的划分,项目区属于省级水土流失重点治理区。普安县国土总面积1429km2,根据2013年贵州省水利普查数据,普安县水土流失总面积544.52km2,其中轻度262.52km2,中度71.1km2,强烈78.24km2,极强烈67.59km2,剧烈65.07km2,项目区平均土壤侵蚀背景值1074t/km2a。3产生水土流失的环节分析及水土流失预测通过分析水土流失的影响因素,以了解项目在建设和运行过程中产生水土流失的区域和特点,以便为水土流失预测、治理和监督提出科学地、合理地和客观地指导性意见。3.1环节分析塔基区是土建工程的主要对象,通过现场调查及与同类工程进行比较,在基建期造成水土流失的因素及环节主要有以下几个方面:1)在建设过程中将占用部分土地,进行场地平整、基础开挖、土石料回填等人为活动改变了原地貌形态和地表土层结构,同时损坏了植被层,将产生大量的裸露地面和疏松土体,使土壤抗蚀抗冲能力下降;2)在施工过程中,由于受作业条件限制,经常会产生新地临时堆场和工程施工工作面,松散的施工迹地和堆料(渣)体在外力的作用下,极易产生水土流失;3)在施工过程中还将不可避免的使地表裸露,植被破坏,失去其蓄水保土功能,促使地面暴露出来,当受到雨滴的打击,水流冲刷等外营力的作用下,加速了项目区土壤侵蚀;4)在施工建设过程中,应尽量避免雨季施工。 拆除塔基区、施工便道区和施工临时占地区根据对主体工程分析,本区主要在拆除塔基、运输施工材料和输电线路放线造成的地表扰动,虽然在建设过程中具有占地面积小、扰动强度不大、施工时间短的特点,但不可避免的也会加速工程占地的土壤侵蚀。3.2预测内容根据水利部开发建设项目水土保持技术规范的规定,本项目水土流失预测主要预测建设过程中人为因素引发的水土流失,具体内容详见表3-1。表3-1 预测内容一览表序号调 查 和 预 测 内 容1扰动地表面积2永久弃渣量3征占地面积4项目建设造成的水土流失总量5项目建设新增的水土流失量6水土流失危害预测3.3预测方法(1)扰动地表面积根据主体工程设计资料,采用实地调查和统计分析法,对施工中开挖、扰动、破坏植被的种类、面积进行实地预算,分类统计确定实际扰动地表面积。(2)永久弃渣量通过查阅项目技术资料,根据施工和生产工艺、结合土石方平衡分析确定各时段、各分区的永久弃渣(土、石)量。(3) 征占地面积根据有关水土保持技术规范,通过查阅开发建设项目技术资料,利用设计图纸,结合实地查勘,对开发建设而征占地进行测算。(4)项目建设造成的水土流失总量和项目建设新增的水土流失量通过查阅开发建设项目技术资料,利用设计图纸,结合实地查勘,利用经验公式法(侵蚀模数法),通过类比工程调查分析确定参数进行水土流失预测。侵蚀模数法水土流失量按下式计算:新增土壤流失量可按下列公式计算:式中:W-扰动地表土壤流失量,t;W-扰动地表新增土壤流失量,t;n-预测单元,1,2,3,n;
