摘摘 要要 随着国家限制钢铁、 水泥、 电解铝产能等宏观调控政策的实施， 中国电解铝企业面临着严重的生存与发展问题。对此，本文对我国 电解铝企业的生存与发展进行了研究。 论文在开题报告 “文献综述” 的基础上，通过对中国电解铝企业所面临的环境加以分析和研究， 并运用 swot 分析法，指出企业的优势与劣势，机会和威胁。又在 对有关企业生存与发展理论比较研究和整合的基础上，结合企业的 实际，提出中国电解铝企业的生存与发展分别以自增强理论、循环 经济理论为理论取向，以此构建中国电解铝企业的生存战略和发展 战略。提出中国电解铝企业必须保持一定的规模，通过主辅分离， 做精做强主业，发挥企业本身资源的效用；实行战略联盟，增强企 业的竞争优势等生存战略选择和企业通过转变经济增长方式，建立 铝业生态工业园区，延伸产业链条，扩大电解铝企业的生存空间等 发展战略构想，并对中国电解铝企业的生存与发展战略的支持体系 进行了探讨。为我国电解铝企业的生存与发展提供了新的思路。 关键词：关键词： 电解铝企业；成长理论；生存战略；发展战略 3 提 要 提 要 一、问题的提出及选题的意义 一、问题的提出及选题的意义 从二十世纪八十年代中期国家实行“优先发展铝业”的政策 以来，我国的电解铝行业经历了持续二十年的快速发展，到 2003 年底成为世界上第一大原铝生产国。然而中国电解铝的高速发展 引发了一系列的问题。第一，引起电解铝生产的主要原材料氧化 铝供应紧张，价格暴涨。第二，加剧了电力供应紧张，引起电价 上涨。第三，环境污染严重。氧化铝价格和电价的上涨，引起了 电解铝生产成本大幅度上升，而同期电解铝销价上升幅度却不 大，许多电解铝企业效益急剧下滑，企业的生产经营陷入困境之 中，一些电解铝企业被迫停产。国家面对电解铝行业的过快发展 及由此带来的一系列问题，为了确保经济的平稳增长及电解铝行 业的正常发展 实施了一系列的宏观调控政策。虽然有关中国电解 铝的宏观调控政策阻止了一些企业、资本盲目进入电解铝行业，但 另一方面却进一步提高了电解铝企业的成本，抑制了部分出口，进 一步加剧了行业内的竞争， 这样许多企业深陷生存与发展的危机之 中。因此，研究电解铝企业的生存与发展战略具有重要的理论意义 和现实意义。 二、论文的主要内容及结构安排 二、论文的主要内容及结构安排 本文以中国电解铝企业为研究对象，对中国电解铝企业生存 与发展所面临的环境进行透析，并结合中国电解铝企业的实际， 为中国电解铝企业的生存与发展提出明确的思路与对策措施。 第一章主要对中国电解铝企业的生存与发展面临的环境进 行分析。论文首先分析中国电解铝企业的宏观环境，指出我国的 能源长期短缺，铝土矿资源也将面临着短缺问题，国家环境保护 的力度逐渐加大，国家宏观调控政策对电解铝企业的生产经营和 竞争将产生深刻的影响，使那些技术落后环保不达标的企业退出 86 竞争。这给高污染行业的中国电解铝企业的生存与发展带来很大 的制约因素。并指出了未来的与中国电解铝有关的宏观政策：鼓 励清洁生产、生态工业、循环经济理念组织生产，这对中国电解 铝企业选取合适的发展战略提供了依据。接着分析了中国电解铝 行业竞争。在运用波特竞争力量模型为理论基础之上分析中国电 解铝企业所面临的五种基本竞争力量。再者，对中国电解铝市场 进行了分析，在氧化铝市场方面，由于中国的实际情况，短期内 国内氧化铝价格还会处于高价位状态。在中国铝消费市场方面， 中国铝市场在未来 20 年内总体上保持快速增长趋势。在国际铝 市场方面，国际铝价格的波动正日益紧密地受到我国调控政策的 影响，铝市场的外围环境仍然有利，发展形势依然看好。从而说 明中国电解铝企业仍有较大的生存与发展的空间。最后，综观中 国电解铝企业所面临的内部和外部环境条件，对我国电解铝企业 进行了 swot 分析， 归纳出中国电解铝企业的优势与劣势， 机会 与威胁。从而得出如下结论：中国电解铝企业面临的生存环境是 威胁大于机会，生存压力很大，所以我们首要的是考虑电解铝企 业的生存问题，同时我们也可看到我国电解铝企业困境中孕育着 生存与发展的机遇，企业要生存与发展，只有把握好机会，制定 出相应的生存战略，同时也要制定出相应的发展战略，求得企业 的生存与发展。 第二章探讨中国电解铝企业生存与发展的理论取向。通过对 企业企业生存与发展的理论比较研究，结合中国电解铝企业的实 际，提出中国电解铝企业生存与发展的理论取向分别为自增强理 论和循环经济理论，用其理论指导中国电解铝企业的生存与发 展。 综览国外的企业生存与发展理论，大体可归纳为九大主流论 说，即早期的产业组织论、企业性质论、最佳规模论、企业进化 论、企业市场拓展论、企业生命周期论、企业能力与企业知识论、 自增强理论和循环经济理论。纵观国外众多企业生存与发展的理 论，都是从不同的角度来论述企业生存与发展的本质与特征，但 87 似乎都缺少进一步分析研究企业在生存与发展过程中的实质性 内涵，这对于中国电解铝企业的生存与发展缺乏可操作性的指 导。基于中国电解铝企业的特殊性，只有自增强理论和循环经济 理论更能适合指导中国电解铝企业的生存与发展。本文针对中国 电解铝企业的特殊性以自增强理论及循环经济理论为主体，融合 其它理论，以此作为我国电解铝企业的生存与发展的理论取向。 第三章主要阐述了在自增强理论的指导下，构筑合适的中国 电解铝企业的生存战略。依照中国电解铝企业的形式，提出中国 电解铝企业要保持一定的规模，通过主辅分离，做精做强主业， 搞活辅业，发挥企业资源的最大效用；实行战略联盟，增强企业 的竞争优势等战略选择。 第四章阐述了中国电解铝企业的发展战略。中国电解铝企业 求得生存并不是根本目的，根本目的是要在竞争中求得发展。电 解铝企业发展战略的核心问题是必须要与资源、能源和环境保持 协调。同时，也要确保国家宏观经济的稳定、持续增长。基于我 国能源、铝土矿资源和电解铝企业的特征，提出中国电解铝企业 在竞争中求得可持续发展必须走循环经济道路；必须切实转变观 念，转变经济增长方式；以循环经济模式，构建铝业生态工业园 区；通过延伸产业链，扩大企业的生存空间等发展战略构想。 第五章对中国电解铝企业的生存与发展战略的支持体系进 行了探讨。认为中国中国电解铝企业的生存与发展战略的支持体 系是一个创新体系。其创新体系主要由技术创新、制度创新和管 理创新三方面构成。其内在关系是：技术创新是方向，制度创新 是保障，管理创新是手段。 当然，本文论述的中国电解铝企业的生存与发展战略相对来 the mid-1980s, the electrolytic aluminium industry has experienced fast development for 20 years. and at the end of 2003, our country became the first big original aluminum production country in the world. however the high-speed development of the chinese electrolytic aluminium industry has caused a series of problems.first, it causes the main raw material - aluminum oxide of he electrolytic aluminium production supply to be anxious and the price to rise suddenly. second, it intensifies the electric power supply to be anxious and causes the price on electricity to rise. third, the environmental pollution is serious. the rise of the aluminum oxide and the electricity price has caused the electrolytic aluminium production cost rise in large scale, while at the same time the electrolytic aluminium retail price rise scope is not actually big. many electrolytic aluminium enterprises benefit suddenly glides down and the enterprises production management falls into the difficult condition, even some electrolytic aluminium enterprises are compelled to stop producing. the country faces the electrolytic aluminium industry excessive development and a series of problems 吨，成为世界上第一大原铝生产国。然而中国电解铝的高速发展引 发了一系列的问题。第一，引起电解铝生产的主要原材料氧化铝供 应紧张，价格暴涨。目前，我国国内氧化铝供应商仅中铝公司一家 其供应的氧化铝约占总量的 52， 余下的 48依靠进口。 在进口部 分中有 50是从国际现货市场购得， 占国际氧化铝现货市场的一半 左右。由于中国电解铝企业在国内外氧化铝市场的争购，导致了氧 化铝价格暴涨， 其价格迅速从 2002 年底的 1800 元/吨上升到今年最 高的 5300 元/吨（人民币） 。第二，由于吨铝的平均电力消耗高达 15000 度，电解铝高能耗产业的迅猛发展，进一步加剧了电力供应 紧张，引起电价上涨。第三，环境污染严重。电解铝及其相关企业 产生了大量的hf、co2、污水、固体废料等污染，进一步加剧了环 境的污染。氧化铝价格和电价的上涨，引起了电解铝生产成本大幅 度上升，而同期电解铝销价上升幅度却不大，许多电解铝企业效益 急剧下滑，企业的生产经营陷入困境之中，一些电解铝企业被迫停 产。国家面对电解铝行业的过快发展及由此带来的一系列问题，为 了确保经济的平稳增长及电解铝行业的正常发展 实施了一系列的 宏观调控政策。 例如2002 年 4 月国务院办公厅及时转发了原国家计 委、国家经贸委关于制止电解铝行业重复建设势头的意见 （国办 发【2002】29 号文） ，要求各地方政府控制电解铝产能的过快增长 的政策；2003 年 5 月，国家发改委下达了关于进一步加强宏观调 控促进电解铝行业有序发展意见要求切实贯彻国办的文件精神， 控制电解铝投资过热，并提出了 6 条明确意见；与此同时，配套的 相关政策先后出台，国家税务总局对于铝锭的出口退税率从 2004 年 1 月 1 日起，下调到 8%,今后还将视情况下调直至取消。紧接着 7 国家发改委对电解铝企业的电力供应价格业作出了调整。从 2004 年 1 月 1 日起，电价每千瓦时上调 0.08 元，取消各地对电解铝的优 惠电价；2004 年 7 月 8 日，国家环保总局发出通知，要求加大对现 有电解铝企业的环境监管力度，进一步搞好电解铝建设项目环境影 响评价工作，鼓励开展电解铝环保科研和在线监测能力建设。从而 国家关于中国电解铝的宏观调控政策阻止了一些企业、资本盲目进入 电解铝行业，但另一方面却进一步提高了现有电解铝企业的成本，抑 制了部分出口，进一步加剧了行业内的竞争，这样许多企业深陷生存 与发展的危机之中。我们不得不对此引发思考：中国电解铝作为中国 乃至全世界人民生存与发展的必不可少的金属材料，它的出路到底何 在？因此，研究电解铝企业的生存与发展战略具有重要的理论意义和 现实意义。 8 第一章第一章 中国电解铝企业生存与发展面临的环境分析中国电解铝企业生存与发展面临的环境分析 企业是一个有生命的有机体，是从属于社会大系统的一个子系 统。它与外部环境有着紧密的联系，一方面任何一个企业都受周围 环境因素的制约，但同时周围环境又是每个企业赖以生存的土壤； 另一方面， 企业通过出色的工作也可影响环境。 在市场经济条件下， 企业所处的环境总是在不断变化的，而且变化速度日趋加快，这给 企业生存、发展带来了巨大的风险，它的成败在很大程度上取决于 企业能否了解和掌握外部环境的变化，并及时作出响应，在自己的 计划中对未来做出战略安排。因此，对企业面临的生存与发展环境 分析是企业生存、发展战略形成的重要前提，也是生存、发展战略 成功实施的基础。本章主要从我国电解铝企业所面临的宏观环境、 行业竞争、电解铝的市场及电解铝企业 swot 等方面进行分析。 第一节第一节 宏观环境分析宏观环境分析 企业外部战略环境中的宏观环境是指所有企业生存与发展所 凭借的基本相同的宏观条件和影响因素。它具体包括与整个企业环 境相联的政治、经济、技术和社会文化等四个方面的内容。对电解 铝企业外部战略环境中的宏观环境分析主要是对我国的能源、铝土 矿资源和环境保护、国家宏观调控政策等方面进行透彻的了解、分 析、研究，并预测其发展趋势。 一、能源、铝土矿资源和环境保护一、能源、铝土矿资源和环境保护 1、我国的能源状况 我国的各种一次性能源资源储量均低于世界平均水平，其中煤 炭为世界平均水平的 60，石油为 10，天然气为 5，同时我国 正处在经济社会的快速发展期，能源消费的增长速度很快，目前我 国已成为仅次于美国的第二大能源消费国。2003 年，我国的能源消 费总量达 16.8 亿吨标煤， 其中煤炭占总量的 67.1， 原油为 22.7， 天然气为 2.8，可再生能源为 7.3，并且原油中有 1 亿吨依靠进 9 口，进口依存度达到 40（引自有色金属报 ，2004 年 3 月 15 日） 。今后随着经济的增长，特别是汽车工业的发展，中国的原油进口依 存度还会进一步提高，其他的能源也将面临严重的短缺甚至枯竭。这不 但会制约我国经济的发展，还会严重地威胁到我国的能源安全。另外在 我国能源消费结构中，煤炭占67.1，燃煤产生的烟、so2、co2还会造 成严重的环境污染，这使我国的能源短缺矛盾会更加突出，这也迫切地 需要国家从宏观经济层面改变原来的经济增长模式， 走新型工业化道路， 实现可持续发展，同时要求我国加大开发新能源、可再生能源的力度。 2、铝土矿资源 根据美国矿业局mimeral commodity summaries资料显示， 全世界铝土矿储量为 230 亿吨，储量基础为 280 亿吨。我国铝土矿 也比较丰富，截至 1996 年末，我国已探明铝土矿区 310 处，铝土矿 保存储量 22.7 亿吨，其中 abc 级矿为 7.05 亿吨占保存储量的 31。但我国铝土矿的质量较差，加工困难、耗能大的水硬铝石矿 占全国总储量的 98以上，适合露采的不多，只占总量的 34。并 且常常伴生有镓、钒、锂、稀土金属、铌、钽、钛等多种有用元素。 今年来，由于中国电解铝工业发展速度惊人，铝土矿的消耗速度很 快，并且由于资源保护不力，乱采滥挖，群采群挖等现象严重，资 源的利用率低，资源破坏严重。我国铝土矿储量的绝对数量虽然较 大，但人均储量仅为世界平均的十分之一，而我国已成为世界第一 大产铝国，所以在不远的将来，也存在资源的短缺问题。 3、环境保护 中国经济近几十年的高速增长，由于增长方式的粗放，带来了 严重的环
