a b s t r a c t 摘要 本文是关于刚果民主共和国的政府机构激励因素的研究。之前关于该选题的研 究多数局限于发达国家，由于背景和文化的差异性，不能够较好地适用于本国。 文章通过研究刚果民主共和国的政策环境，为其发展提供可行性建议。通过问 卷调查方式获得刚果民主共和国政府机构的相关数据，来研究刚果民主共和国政府 机构激励制度的不同因素，寻求存在问题以及可以改善的空间。结果表明，公共服
