摘要 视频编码技术及其在网络上的应用，例如：视频电话、视频会议、 安全监测、互动游戏、远程监控以及其他增值服务等，已经引起了越 来越多人的兴趣。这些应用对传输速率有限的公共交换电话网( p s t n 网) 和无线网络提出了重大挑战。目前已经得到广泛认同的数字无线 通信同样也被限制在几千比特每秒的传输速率内。因此，在低比特率 条件下的视频编码逐渐被人们重视。 针对不同类型的应用服务，已经制定了若干与视频压缩相关的国 际标准，比如：联合摄影专家组( j p e g ) ，国际电信联盟电信标准部门 ( i t u -
