An ideal administration system will be helpful. Through a scientific and reasonable planning and design, a management system of great efficiency will be established. It should be of checks and balances. It should have simplified structures, equipped with specialized staff. We think that, instead of abandoning the existing administration management mechanism, wed better undertake a reformation.
