FY 2007 2008 A AR RT T I IN N T TH HE E S SC CH HO OO OL LS S Progra m De sc ription The Art in the Schools category exposes young people in the Oakland public schools to quality hands on arts experiences in a school setting to educate them about the process of creating and producing arts Funds will support arts residencies at Oakland public school sites before during or after school hours wherein there is a long term in depth interaction between professional artists and an ongoing group of students Proposed project activities must occur between July 1 2007 and June 30 2008 Deadline Friday January 12 2007 5 00 p m All applications must be received in the Cultural Arts and Marketing Division office by this time Postmarks are not acceptable LATE APPLICATIONS WILL NOT BE ACCEPTED INCOMPLETE APPLICATIONS MAY BE DEEMED INELIGIBLE Applic ant Wo rk shops The Cultural Funding Program offers assistance in preparing applications through workshops Attendance is not mandatory but it is strongly recommended Please be advised that the Cultural Funding Program is not responsible for any information missed due to nonattendance Workshops will be held in Hearing Rooms within City Hall at 1 Frank H Ogawa Plaza 14 th Street at Broadway Art in the Schools workshops are scheduled for November 15 2006 1 00 p m 3 00 p m Hearing Room 4 December 14 2006 5 30 p m 7 30 p m Hearing Room 2 If less than ten people RSVP for a workshop it will be cancelled Call 510 238 7561 to RSVP or to make an individual appointment Cultural Funding Program staff are available to provide technical assistance on an individual basis up to two weeks before the application deadline s Successful applications from previous grant cycles are also available upon request Eligibility Oakland based nonprofit organizations Oakland resident independent artists and Oakland public schools are eligible to apply 1 Individual artists must Reside in Oakland at the time of application Maintain residency during the grant period Be age 18 or older Proof of residency is required and may be satisfied by submitting a copy of one of the following Utility bill Voter registration card Rental agreement 2 Nonprofit organizations must maintain federal tax exempt status 501 c 3 as defined in the Internal Revenue Code and meet the following Oakland based residency criteria Be a registered nonprofit with the State of California and have IRS 501 c 3 status with an Oakland address Have a functioning Board of Directors Have business offices located in Oakland and letterhead with an Oakland business address P O Boxes alone are not acceptable and phone number Comply with federal regulations pertaining to federal grant recipients by meeting the provisions of Section 504 of the Rehabilitation Act of 1963 Title VI of the Civil Rights Act of 1964 Title IX of the Education Amendments of 1972 Americans with Disabilities Act and Age Discrimination Act of 1975 C U L T U R A L F U N D I N G P R O G R A M CITY OF OAKLAND FY 2007 2008 Art in the Schools Application 2 Proof of residency is required and may be satisfied by submitting a copy of one of the following Utility bill Bank Statement Note Artists working in Oakland public schools must be fingerprinted and tuberculosis tested USING A FISCAL SPONSOR Any unincorporated Oakland based organization applying under a fiscal sponsor must meet the following requirements a The Fiscal Sponsor must meet the eligibility requirements stipulated for incorporated organizations applying for Project Support b The Fiscal Sponsor and non 501 c 3 organization should share similar missions c A comprehensive written agreement from the fiscal sponsor must accompany the application The agreement should include the following description of the exact nature of the services to be provided by the fiscal sponsor outlining responsibility of fiscal sponsor in terms of financial arrangement application preparation and reporting grant compliance the fiscal sponsor fee qualifications resume and contact information of the fiscal sponsor staff person who will serve as the primary liaison with the non 501 c 3 organization lead project person Note Contract documents will be mailed to the Fiscal Sponsor and must be completed by and be reflective of this Sponsor including the Cultural Services Agreement Schedule documents insurance financial and tax information Reques t Amount The City of Oakland supports only a portion of the residency budget Applicants may request 50 up to 20 000 of the combined costs of artist s fees including prep time and supplies needed to complete the residency Awardees are required to match the City s contribution on a cash basis at a minimum of 1 1 i e for every dollar awarded from the Cultural Funding Program you must secure at least one dollar from another funding source Please note that we require documentation of matching funds Other Cultural Funding Program funds may not be used to meet the match nor may in kind contributions Only one application allowed per organization artist or public school though the application may contain a residency proposal at multiple sites Request amounts of 5 000 or less in all funding categories are not be eligible for panel reductions Notifica tion and Grant Pe riod Applicants will be notified of award recommendations in writing by April 2007 Funds awarded for FY 2007 2008 must be spent between July 1 2007 and June 30 2008 and the residency must take place within these dates A final narrative report will be due by July 31 2008 All former awardees are required to have submitted any outstanding final reports to be considered for funding Evalua tion Crite ria The following areas will be used to evaluate the application submissions artistic work samples and other supporting materials 1 Evidence of advancing one or more of the following Expose Oakland public school students to quality arts experiences Educate Oakland public school students about the process of creating art Address the need to increase awareness of Oakland s arts offerings Stimulate interest and participation in the arts Support enhance the classroom curriculum 2 Student Participation Level of hands on participation level of student engagement Length and frequency of artists interaction with students Potential impact of project to benefit the community e g number of audience served number of participants 3 Residency Implementation Qualifications and experience of artist s who will provide creative leadership for project FY 2007 2008 Art in the Schools Application 3 History of consistent and successful execution of the same or similar projects and current capacity of applicant to successfully produce the project within the projected timeline Quality of work samples reviews video audio and or printed materials as evidence of the artists organizations work 4 Residency Design Comprehensive sample curriculum or work plan Clear residency goals and structure Appropriateness of request amount and budget Realistic plan to secure necessary total funds Existence of matching funds Soundness of the project budget 5 Application Overall quality of application preparation Scoring A Panel Evaluation Instrument is used to assess the level to which an applicant meets the program criteria Each of the criterion is assigned a score between 1 and 10 the total available points are 100 with a possible 4 bonus points for application preparation Following is a definition of criterion ratings 1 2 Points Unacceptable Applicant does not meet criterion Application is extremely marginal in quality In this category the application is not fundable under any circumstances 3 5 Points Improvement Needed Applicant meets criterion marginally This application has some merit in meeting the criterion however it does not meet the criterion in a strong or solid way 6 8 Points Satisfactory Applicant meets the standards of the criterion It strongly meets the review criterion however some improvement or development is needed to reach model status 9 10 Points Excellent Applicant meets the criterion to the highest degree possible This applicant is performing at a of the residency and methods for accomplishing stated goals Use of prep time if you are allocating prep time what does it consist of Plans for implementing the residency including timeline Example of past similar activites implemented by the artist organization 2 Provide a brief description of the participating school s existing arts programs 3 Describe how the students are recruited and selected to participate in the residency and how students are involved in hands on participation 4 If there will be collaborating artists or organizations state who they are how they are involved and the process used to screen and select them 5 Describe your relationship to the school s If applicable include in your description how the classroom teacher is involved if at all and or how this activity was selected by the the clasroom teacher or the school How will the students and or classroom teacher be able to use the experience gained by the activity beyond the dates of the residency itself 6 Describe how the residency accomplishes one or more of the following Expose Oakland public school students to quality arts experiences Educate Oakland public school students about the process of creating art Address the need to increase awareness of Oakland s arts offerings Stimulate interest and participation in the arts Support enhance the classroom curriculum and or address the state
