The following aspects should be taken into consideration upon identifying the emergency response requirements: 环境/安全办公室组织各部门识别环境/职业健康安全方面的应急响应需求(即确定可能发生的紧急情况)。在识别应急响应需求时应考虑以下几个方面： a) The results of environment factor/dangerous source identification, evaluation and control 环境因素/危险源辨识、评价和控制策划的结果；b) Regulation requirements法规要求；c) The experience accumulates in the past accident and emergency以往事故、事件和紧急情况的经验；d) The experience comes from the similar company in the past accident, emergency handling. 来自于类似单位以往事故、事件和紧急情况的经验。The potential accident and emergency generally has flood prevention, snow removal, traffic accident, special weather response, the dangerous chemicals leakage and explosion of pass by vehicles, food poisoning, fire, structure collapse etc. each department should identify it deeply so as to make the emergency plan correspondingly. 我公司潜在的事故及紧急情况一般有：防汛、除雪，交通事故、特殊天气处置、过往车辆危险化学品泄漏和爆炸、食物中毒、火灾、构造物跨塌等。各部门应深入识别，以便制定相应的应急预案。5.2 Make and Review the Emergency Plan 应急预案的编制和评审 5.2.1 For the identified potential emergency, the relevant emergency plan should be made. If the emergency plan needs the coordination of each department to implement, it should be written by each department under the organization of Safety Office, and distributed after the Management Heads approval in written. For the emergency can be handled by the department, the emergency plan be written by the department, and report to Environment/Safety Office for backup after the Company Responsible making the feasibility discussion and confirmation upon the emergency plan. 针对识别出的可能发生的紧急情况，要制定相应的紧急情况应急预案。须由各部门配合处置的应急预案，由安全办公室组织各部门编写，由管理层领导审阅后签发。各部门可自行处置的紧急情况，其应急预案由各部门自行组织编写，经本单位负责人组织对应急预案的可行性讨论、确认后，分别报环境/安全办公室备案。5.2.2 Emergency plan should be operable, should mainly include:应急预案应具备可操作性，其主要内容应包括：a） The persons and their responsibility人员组成以及各自的职责；b） The necessity and equipment requirement on disaster prevention and rescue include alarm instrument, emergency lighting, fire-fighting equipment and communication equipment etc. 预防灾害事故和抢险必要的物资和设备要求，包括：报警装置、应急照明、消防设备、通讯设备等；c） The required data upon emergency handling. Such as the floor plan, architectural drawing, relevant equipment material, fire-fighting facility layout plan etc. 应急处理所需的相关资料。如平面图、建筑图、相关设备资料、消防设施分布图等；d） Alarm and alarm method, the communication ways with neighbour company.报警和报警方法、与友邻单位和公众的沟通方法；e） The measures taken by related person during the emergency period 对相关方人员在应急期间所采取的措施；f） Accident site handling plan: evacuation, protection of important record and equipment, on-site order control, information transfer method and requirement, on-site rescue etc.事故现场处置方案：包括人员疏散、重要记录和设备的保护、现场秩序控制、信息传递方法和要求、现场施救方法等。5.3 Emergency Preparation 应急准备5.3.1 Environment/Safety Office and each department should establish relevant emergency response team. 环境/安全办公室和各部门应建立相关的应急响应队伍。5.3.2 Related department and company should provide necessary emergency handling equipment, including emergency lighting, fire-fighting equipment, communication equipment and rescue facility, emergency handling material etc. each department should maintain and test the emergency handling equipment according to the related equipment and instrument management regulations, making sure its effectiveness. 相关部门和单位应提供必需的应急设备：包括应急照明、消防设备、通讯设备和抢险（救）器具、应急用品等。各部门应按照有关设备设施及仪器设备的管理规定，对应急设备应进行维护检查和测试，确保应急设备的有效性。5.3.3 Related department should strengthen the maintenance of emergency handling facilities, storing rescue materials. 相关部门应加强应急设施的维护，进行抢险物资的储备。5.3.4 Each department should enhance the environment and safety awareness education and safety knowledge training of the person at the key position, hold the accident emergency handling drill regularly, verifying the feasibility of emergency handling plan and measures, as well as to summarize timely. If the dissatisfaction is found, the emergency plan should be revised. 各部门应加强关键岗位人员的环境和安全意识教育和安全知识培训，定期举行事故应急演习，验证应急方案和措施的可行性，并及时总结，发现应急预案不满足处置要求时，对应急预案进行必要的修订。5.3.5 Environment/Safety Office and each department should perfect the external units contact list. (e.g. fire-fighting department, hospital, public security department etc.)环境/安全办公室和各部门应健全外部单位(如消防部门、医院、公安部门等)的通讯联络表。5.4 Emergency Response 应急响应5.4.1 If the emergency happened, the emergency plan should be activated timely. 紧急情况发生时，要立即启动应急预案。5.4.2 The emergency witness should report to the watch keeper (ask for social assistance if necessary) meanwhile take actions to prevent the incident expansion. 发现人员应迅速报告值班人员（必要时申请社会救助），同时采取措施控制事态扩大。5.4.3 Each related head should come to the site timely after receiving the reports, and organize the rescue in accordance with the emergency plan. 各有关领导接报后，应立即赶赴现场，按应急预案组织抢险救灾。5.5 Rectification and Perfection 纠正与完善5.5.1 After the accident handled, the Safety Office should organize the responsible department to carry out the accident investigation and analysis, writing the accident investigation reports.
