vicepresidentjohnson,mr.speaker,mr.chiefjustice,presidenteisenhower,vicepresidentnixon,presidenttruman,reverendclergy,fellowcitizens:weobservetodaynotavictoryofparty,butacelebrationoffreedom-symbolizinganend,aswellasabeginning-signifyingrenewal,aswellaschange.forihaveswornbeforeyouandalmightygodthesamesolemnoathourforebearsprescribednearlyacenturyandthree-quartersago.theworldisverydifferentnow.formanholdsinhismortalhandsthepowertoabolishallformsofhumanpovertyandallformsofhumanlife.andyetthesamerevolutionarybeliefsforwhichourforebearsfoughtarestillatissuearoundtheglobe-thebeliefthattherightsofmanenotfromthegenerosityofthestate,butfromthehandofgod.wedarenotforgettodaythatwearetheheirsofthatfirstrevolution.letthewordgoforthfromthistimeandplace,tofriendandfoealike,thatthetorchhasbeenpassedtoanewgenerationofamericans-borninthiscentury,temperedbywar,disciplinedbyahardandbitterpeace,proudofourancientheritage,andunwillingtowitnessorpermittheslowundoingofthosehumanrightstowhichthisnationhasalwaysbeenmitted,andtowhichwearemittedtodayathomeandaroundtheworld.leteverynationknow,whetheritwishesuswellorill,thatweshallpayanyprice,bearanyburden,meetanyhardship,supportanyfriend,opposeanyfoe,toassurethesurvivalandthesuccessofliberty.thismuchwepledge-andmore.tothoseoldallieswhoseculturalandspiritualoriginsweshare,wepledgetheloyaltyoffaithfulfriends.unitedthereislittlewecannotdoinahostofcooperativeventures.dividedthereislittlewecando-forwedarenotmeetapowerfulchallengeatoddsandsplitasunder.tothosenewstateswhomweweletotheranksofthefree,wepledgeourwordthatoneformofcolonialcontrolshallnothavepassedawaymerelytobereplacedbyafarmoreirontyranny.weshallnotalwaysexpecttofindthemsupportingourview.butweshallalwayshopetofindthemstronglysupportingtheirownfreedom-andtorememberthat,inthepast,thosewhofoolishlysoughtpowerbyridingthebackofthetigerendedupinside.tothosepeopleinthehutsandvillagesofhalftheglobestrugglingtobreakthebondsofmassmisery,wepledgeourbesteffortstohelpthemhelpthemselves,forwhateverperiodisrequired-notbecausethecommunistsmaybedoingit,notbecauseweseektheirvotes,butbecauseitisright.ifafreesocietycannothelpthemanywhoarepoor,itcannotsavethefewwhoarerich.tooursisterrepublicssouthofourborder,weofferaspecialpledge:toconvertourgoodwordsintogooddeeds,inanewallianceforprogress,toassistfreemenandfreegovernmentsincastingoffthechainsofpoverty.butthispeacefulrevolutionofhopecannotbeethepreyofhostilepowers.letallourneighborsknowthatweshalljoinwiththemtoopposeaggressionorsubversionanywhereintheamericas.andleteveryotherpowerknowthatthishemisphereintendstoremainthemasterofitsownhouse.tothatworldassemblyofsovereignstates,theunitednations,ourlastbesthopeinanagewheretheinstrumentsofwarhavefaroutpacedtheinstrumentsofpeace,werenewourpledgeofsupport-topreventitfrombeingmerelyaforumforinvective,tostrengthenitsshieldofthenewandtheweak,andtoenlargetheareainwhichitswritmayrun.finally,tothosenationswhowouldmakethemselvesouradversary,weoffernotapledgebutarequest:thatbothsidesbeginanewthequestforpeace,beforethedarkpowersofdestructionunleashedbyscienceengulfallhumanityinplannedoraccidentalself-destruction.wedarenottemptthemwithweakness.foronlywhenourarmsaresufficientbeyonddoubtcanwebecertainbeyonddoubtthattheywillneverbeemployed.butneithercantwogreatandpowerfulgroupsofnationstakefortfromourpresentcourse-bothsidesoverburdenedbythecostofmodernweapons,bothrightlyalarmedbythesteadyspreadofthedeadlyatom,yetbothracingtoalterthatuncertainbalanceofterrorthatstaysthehandofmankindsfinalwar.soletusbeginanew-rememberingonbothsidesthatcivilityisnotasignofweakness,andsincerityisalwayssubjecttoproof.letusnevernegotiateoutoffear,butletusneverfeartonegotiate.letbothsidesexplorewhatproblemsuniteusinsteadofbelaboringthoseproblemswhichdivideus.letbothsides,forthefirsttime,formulateseriousandpreciseproposalsfortheinspectionandcontrolofarms,andbringtheabsolutepowertodestroyothernationsundertheabsolutecontrolofallnations.letbothsidesseektoinvokethewondersofscienceinsteadofitsterrors.togetherletusexplorethestars,conquerthedeserts,eradicatedisease,taptheoceandepths,andencouragetheartsandmerce.letbothsidesunitetoheed,inallcornersoftheearth,themandofisaiah-toundotheheavyburdens,andtolettheoppressedgofree.#and,ifabeachheadofcooperationmaypushbackthejungleofsuspicion,letbothsidesjoinincreatinganewendeavor-notanewbalanceofpower,butanewworldoflaw-wherethestrongarejust,andtheweaksecure,andthepeacepreserved.allthiswillnotbefinishedinthefirstonehundreddays.norwillitbefinishedinthefirstonethousanddays;norinthelifeofthisadministration;norevenperhapsinourlifetimeonthisplanet.butletusbegin.inyourhands,myfellowcitizens,morethanmine,willrestthefinalsuccessorfailureofourcourse.sincethiscountrywasfounded,eachgenerationofamericanshasbeensummonedtogivetestimonytoitsnationalloyalty.thegravesofyoungamericanswhoansweredthecalltoservicesurroundtheglobe.nowthetrumpetsummonsusagain-notasacalltobeararms,thougharmsweneed-notasacalltobattle,thoughembattledweare-butacalltobeartheburdenofalongtwilightstruggle,yea
