With sufficient research on the scales and forms of cities and on the distributing rules of traffic outgo, and with mature models of traffic, our forecasts of the passenger flux about the schemes of the network of urban rail transit, and our comparison and analysis of the validity and rationality of the schemes of the network combinedly provide a basis of quantitative analysis for optimizing layouts of the network and choosing schemes of the network. In this paper, we use the four-phase-method-based TRIPS model, take for example the planning of the network of urban rail transit in the city of Tianjin, and put forward and prove the method in the forecast of passenger flux of the network. Because its investment is enormous, its construction period is long and its influence is far-reaching. Therefore, it is important to analyze sustainable development of URT. The reasonable plan of URT is the key to setting up traffic transit system of sustainable development, one of the important tasks is to estimate scheduling of URT to ensure the science and feasibility of its construction. What this paper studies is scheduling of URT in Wuhan. Based on considering the transit demand in different stage which include short-term, middle-term and long-term, by constructing four stages transit demand forecast model, simulates the characteristic of outgoing of residents to predict the stream of people and the outgoing mode of each area, surveys the passenger flow of each line and the matching of other rail transit network. It considers the construction scheduling from the passenger flow income and the cost benefit especially, evaluates existed network planning objectively, and studies quantitative criterion deeply to realize the comparative selection and optimization of the scheduling. Besides, we combines the financing ability and comprehensive strength in accordance with the latest information of URT planning, studies the construction scheduling of URT network planning deeply. 2008 IEEE. Such unbalance between the infinity of traffic demand and the limitation of traffic resources has forced people to transfer their focus from conventional road traffic to urban rail transit (URT). The rationality of the URT networks scale presents not only length, but also integration of operation mileages, transport capacity, traffic demand and various public transportation interactions. Based on the characteristics of the residents traveling demand and urban planning strategy, the paper puts forward the demand mechanisms of URT networks: the gradient effect, elasticity effect, equilibrium effect and integration effect. Considering the restriction variables of the urban economy, environmental resources and etc., the optimization scheme of the URT networks scale is evaluated in the paper. Moreover, the preliminary estimates of four corresponding networks scale models are also obtained. The paper provides the new idea and method for the analysis on the URT networks scale.
