修船安全消防环保协议书Ship Building Security Fire Prevention Environmental Protection Agreement根据中华人民共和国安全生产法以及交通部、公安部有关规定，为了确保船舶在厂修理期间的安全，防止火灾及其他影响船舶安全的事故发生，船舶进厂施工前，经厂、船双方代表商谈，特拟定本协议，双方共同遵守执行。According to Peoples Republic of China Safety in production Law as well as the Ministry of Communications, Ministry of Public Security related stipulation, in order to guarantee the security during the ship in the yard repair period to prevent the fire and other influence ships securities accident occurrences, The ships enter the yard before the construction and leave the yard, both sides represents the discussion, draw up this agreement especially, and observe the execution together.1. 厂方应执行以下事项 1. The yard should follow the item：1.1 船舶进厂后，厂方及时指派安全管理人员，并与船方取得联系，明确厂、船双方有关修船期间的安全防火职责，如发现安全隐患应及时与船方联系。1.1 After the ships enter the yard, the yard promptly appoints the safety control personnel, and contact the ship owner. And clear about the yard and the ship both sides related ship building period safe fire protection accusation, if find security hidden in danger the yard should contact the ship owner on time .1.2 厂方确保在修船期间配备必要的安全消防设备器材，并有可靠措施，以保证安全生产。1.2 The yard provides the essential security fire fighting equipment, in ship building period .and has the reliable measure, by guarantees the safety in production.1.3 负责船舶在厂期间的系缆和移泊等方面的安全工作。1.3 The yard is responsible for the safety work about the lashing rope and anchorage changes.1.4 负责对上船施工的员工进行安全教育，劝阻和制止违章作业，落实安全防范措施，防止火灾和伤亡事故发生。1.4 The yard is responsible to embark the construction staff to carry on the safety education, advises against and stops to violate regulations the work, the realization safe guard measure, prevent the fire and the casualty occurs. 1.5 涉及有易燃易爆物品的部位，在动火前要通知船方，与船方一起落实各项防范措施后，才能动火施工。施工中，厂方有关人员与船方人员共同做好现场监视工作。动火完毕共同检查，彻底清除安全隐患。1.5 Involving the spot in the flammable high explosive cargo, must inform the ship owner before hot work, and carry out each guard measure together with the ship owner, before hot work the construction. The ship owner should follow the item：2.1 船舶进厂未施工前，应把携带进厂的燃油、滑油等数量及分布的舱室位置作出明显标志，并以书面的形式或图纸交于厂方驻船安全主管，同时将船上存放的易燃易爆气瓶、油桶等集中在一定的位置，标出危险品禁火标志。2.1 The ships enter the yard before the construction, should of the carry quantity and the distribution of the fuel oil, lubricating oil cabin position which enters the yard to make the clear indication, and hands over by the written form or the blueprint to the yard security manager, at the same time the ship owner should concentrate to the certain position about the flammable explosive air bottle, the oil drummed and mark the dangerous material no fire symbol.2.2 船舶在厂修理期间，船方应派有专人值班，负责船员自修范围内的安全工作，以及协助厂方安全主管共同做好安全生产工作，厂、船之间互相监督，检查、制止一切违章作业。2.2 Ships during the yard repair period, the ship should send the specialist to be on duty, and be responsible for the safety work about the crew self-repair in the scope, as assistance for the security manage to complete the safety in production work together between the factory and the yard supervising mutually, the inspection, and stops all to violate regulations the work.2.3 厂方明火作业前，船方应按规定清除作业现场及周围管系、相邻舱室的易燃可燃物，为厂方提供安全施工条件。2.3 Before the hot work, the ship should accord to the stipulation to eliminate work scene and periphery the pipe arrangement, the neighboring cabin flammable combustible substance to provide the safe construction condition.2.4 船舶在厂修理期间，实行全船禁烟制度。船方应严格遵守禁烟制度。2.4 During the ship repair period, the ship owner and the yard must carry out no smoking system. The ship should strictly observe the system.2.5 船方向厂方提供船舶在码头、浮筒系泊期间的有关安全问题注意事项，防止事故发生。大风大潮汛期船方应及时组织人员准备系缆，协助厂方做好移泊与带、解缆工作。2.5 The ship provides the related security problem matters in the wharf, floats the tube anchors to prevent the accident occur. If the ship brings or invites the workers or the crew in the scope to carry on the construction, the ship owner must pass through the project management departmentagreement .The project management department should inform the company safety control department ahead of time, and mainly explain the engineering project in order to company safety and security department to its implementation safety control.2. 凡在我司范围内自修的人员，必须严格遵守我司的各项安全管理规章制度，对我司安全部门或现场监督人员提出的各种隐患整改，必须按整改要求及时给予处理，隐患拒不整改的安全部门有权令其停工，施工单位和人员必须服从。2.
