FELDA IFFCO SOUTH CHINA LTD.EMPLOYEEHANDBOOK MAY 2010TABLE OF CONTENTSEMPLOYEE MANUALS3CONFIDENTIALITY INSTITUTION. 10SEAL MANAGEMENT POLICY 11 ATTACHMENTPART ONE EMPLOYEE MANUALSCHAPTER ONE INTRODUCTIONCongratulations on your employment with the FELDA IFFCO SOUTH CHINA LTD.In order to have a successful work environment, it is essential for you to have a clear understanding of the rights, responsibilities, policies and benefits that govern the workplace. It is important for you to be familiar with the information in this handbook, so please review it carefully. This handbook is not intended to address every detail about employment with FISC. However, it does provide a comprehensive overview and serves as a useful guide. Your department of HR can provide additional details and assistance relating to your employment, should you have further questions. We wish you success in your new position and hope you will enjoy a long and rewarding career with our company. CHAPTER TWO MANAGEMENT OF HUMAN RESOURCE SECTION 1: RECRUITMENT, INTERVIEW, APPOINTMENT AND POSITION. 1. Terms of employment & position classification: All employees will sign labor contract with FISC. Position classification: GROUP LEADER,ENGINEER, DIRECTOR,MANAGER ASSISTANT,DEPUTY MANAGER, MANAGER,FACTORY MANAGER, CFO, VP, & CEO.2. If any department is short of staff,the manager of department should fill the form-“Recruitment Request”, and hand it to HR department. The recruitment for vacant positions must be held by HR department after the form is approved by CEO.3. Public recruitment or internal recruitment are used to hire for vacant positions. These job announcements can be accessed through job fairs, newspaper advertisements, internet and headhunting,etc. Recruitment will be held by HR department.4. An employment interview by HR department is considered the first part of the examination process. The HR department will recommend the qualified candidate to the department. 5. There will be a second examination held by the department that the interviewees applying for. After the interviewee pass the second round, HR department will review the applicant then report to CEO. An appointment occurs when the applicant is approved by CEO. The interviewee will officially become FISCs employee at the first day when he come to work.6. Good credit employee who has been work in FISC for 6 month can apply for internal recruitment.7. When employees determine to apply for new position, the application must be approved by their manager.8. The HR department shall assess every employees qualification during the recruitment (public or internal ). Without HR departments approval, the interviewee can not come to other department first.9. Every employee must pass through the health examination. FISC will not hire any unhealthy labor. 10. The head of department will base on job requirements, employees personality and ability to arrange their position.11. Spouse or direct relatives shall not be recruited in FISC.SECTION 2: INTERNAL POSITION ADJUST 12. When department manager decided to adjust his staff or move the underling from his department to another department,he must negotiate with other manager of department and fill the form “Employee Adjustment Request” and be approved by CEO. The application will be filed in HR department.SECTION 3: WORKING TIME AND OVERTIME 13. Eight hours of work per day, and 40 hours of work per week (eating hour is not included). Working time is from 8.30-12.30, 13.30-17.30. Shift workers will be arranged by their supervisor, then report to the HR department.14. If employees have to work overtime, they must fill the form “Overtime Application” in advance, and the form must be signed by department manager, then reported to HR department and approved by CEO. If it is the employees personal reason cause overtime, it will not be considered as compensatory overtime. In some special circumstances, if employees can not submit application form for overtime in advance, they should fill the form-“Overtime Application for Special Cases”.Overtime dose not include dinnertime.15. Compensatory time off is the principal method of compensation for overtime. In case of employees can not arrange their working schedule to take their time off, they can request cash compensatory for overtime. First, they shall fill the form-“overtime statistical” signed by department manager and checked by HR department, then approved by CEO. Then give it to HR department before 25th day of every month. The finance department will deliver the overtime fee to employees base on this statistical form.16. The employee, whose position is deputy manager or above, can no apply for compensatory time off or cash (except in national holiday). SECTION FOUR: WORK ATTENDANCE,PAYMENT AND WELFARE 17. HR department will mark down every employees monthly work attendance.( except for the employee whose position is deputy manager or above). Finance department will regulate workers salary base on their attendance. After approved by CEO and filed in HR department, some particular workers will not be mark down their attendance. 18. All the employees in FISC are paid by month. Company will pay salary of the preceding month before 10th day of each month.19. Our company will evaluate employees performance and achievement every 6 month or 12 month. 20. FISCs daily payment and hour payment in statutory working date are all follow the governments labor law.21. If any employee discuss with other worker about salary,company will mark down a warning to each one or dismiss them. FISC will provide society insurance and housing accumulation fund to all the employees after 1 month in FISC. SECTION FIVE. ATTENDANCE AND LEAVE22. Recently recruited employees can not have personal leave.23. Employees must fill the form “Leave Application” before they take the leave. And the form must be signed by the department manager and approved by the HR department. The sick leave and injury leave must attach with medical records from hospital. The minimum unit time for leave is half working day.24. In some special circumstances, if employees can not fill the form in advance, he shall contact the department manager and ask for approval. Any employee who takes leave without approval, will be deducted 3 days salary for each days absenteeism and receives a warning.25. After the leave application form is approved, employee must provide the form to HR department in 3 days, otherwise, it will be considered as absenteeism.26. Department manager who applies for leave must seek permission from the CEO. Other workers leave application must be approved by their manager first, then filed in HR department.All the employees must arrange their business affairs before take the leave, and do not overrun the allotted leave date.27. “Leave Application” is made in duplicate, one for department and the other one will be filed in HR department.28. Personal leave is without payment. Employees can have leave with payment in national holiday, sick leave, injury leave, wedding leave and compassionate leave. 28.1 Employee can ask for personal leave with no pay.28.2 Injury leave: any employee who get hurt during working hour, must inform HR department immediately. After certifying by HR department, the employee will has insurance for injury. If a department or a person dose not inform HR department about the injury, FISC will not cover the injury cost. What is more, the responsibility and injury cost will be bore by the department or the person. 28.3 Employees of FISC shall have leave for festivals and public holidays28.4 Formal employees can have leave with pay for marriage. Marrying leave should be take in 3 month after marriage, or it will be regards as abandonment. Employees shall not separately request the leave.28.5 Employees can have leave with pay for bereavement leaves. They must provide death certificate, and approved by their manager. Employees shall not separately request the leave.28.6 Sick leave: If employees have served in FISC more than 1 year, he will have sick leave with payment. Company will fired those employees who provide false sick certificate.28.7 Annual leave: If employees have served in FISC for more than 1 year, he will have annual leave every year.SECTION SIX: TERMINATION OF CONTRACT29.1 If an employee plans to terminate his contract, he shall fill the form-“Resignation Note”, then submits the form to the department he work for, and the form must be approved by the HR department at least 30 days prior. Once the form is approved by CEO and filed in HR department , the resignation will be acceptable and official.29.2 After officially resign, the employee must handover his job,then return this handbook, identification card and all the object that belong to FISC in 24 hours. The employee must clean the bill(work attendance,dormitory rent,utilities)with HR Department, then after HR department manager singe on the Resignation Note, the employee must leave the company in 12 hour. If the employee is fired by company, he has 4 hours to clean his bill and handover the belongings and job. If any employee who fail to obey this rules, HR department will not pay the salary.29.3 Finance Department will clean the payment of employee in a month after receiving the “Resignation Note”, then feedback to HR department.29.4 After officially resign, the employees must immediately return this handbook, their identification card and all the property that belong to FISC29.5 The employee whose position is above group leader and engineer must hand over his job to his successor CHAPTER THREE: TRAINING30. FISC supports training programs and employee development to improve the efficiency and productivity of all employees. Especially for the employees who need to provide expertly services for the company.FISC will pay for some training for new workers who need particular qualification. But if an employee fails in the process of training, the employee has to pay the training fee by himself. What is more, the employee can not continue his work and adjust to another department. If the employee still fails in other qualification test in the new department, he will be fired.In the case of the employee resigns from FISC, he must return the training fee to FISC.31. Every new employee must pass the safety training and vocational education held by HR department and his apartment in a month, in order to know more about our company and his job. CHAPTER FOUR PERFORMANCE EVALUATION32. New employees will be required to serve a probationary period of 1 month or 2 months. After probationary period, manager of department will assess the performance of them, and fill the form-“ New Employees Performance Report”, and notice HR department whether FISC will continue the employment contract. The formal labor contract must be approved by CEO. 33. If the head of department need more time to test the new employee, the department can request for only one more extra month as probationary period. 34. Employees will be rewarded or promoted according to their performance.35. The supervisor and HR department will evaluate employees performance annually. The HR department will evaluate workers moral behavior, attendance, and discipline; the manager of department will evaluate their professional skill and achievement. CHAPTER FIVE RULES, REWARDS AND PUNISHMENTSSECTION ONE: LABOUR RULES36. Every employee must bring their ID card to clock in or out personally as attendance record. Employees who working without clocking in or out will be considered as absence. If a worker forget to bring his ID card, his manager can write down his working hours as an actual attendance proof and hand it to HR department. It can only happen once a month. Being late or leaving work early in 10 minutes will be fined 25% of daily wage; being late in 10-30 minutes will be fined 35% of daily wage; 30 minutes to 4 hours will be fined 50% of daily wage; more than 4 hours per day, will receive a warning and deducted 1 daily wage from payment. Managers of department have the right to critic the employees who disobey this rule. If employee who is being late for too many times will receive a warning. The employee who tricks clock in or out for another person, will be warned or fired. Employees shall leave the factory after work. Doing things that is irrelevant with FISC in the factory is prohibited. SECTION TWO: OTHERS37. The employee, who take leave more than 3 days without any approval or reasonable excuses,will be fired.38. Nobody can entre the factory without the ID card. Every employee shall wear the card face up. Working without ID card will be fined 1 point / once. If the employee lost his ID card in half year, he must pay for the remaking fee and cost.39. No smoking in factory, or will be fined 10 points / once.40. Using office telephone for personal reason is prohibits. But if it is for urgent business, the employee must pay for the phone charge and be approved by his manager, or will be fined 5 points / once.41. Any unhygienic behavior in factory or dormitory will be fined 5 points / once and clean the dirty area for a weak. 42. Fighting in factory or dormitory will be fired, no matter for any reason. 43. Disrespect your supervisor or other employees will be fined 10 points and received a warning. If the behavior is worse or happened twice, the employee will be fired. 44. Scrimshanker will be fined 10 points / once,received a warning, and pay the full price for the damage. If the damage is serious, the scrimshanker will be fired.45. Safety equipment must be adhered to. Anyone who disobey will be fined 5 points / once and take sole responsibility for ones deeds. 46. Employees who damage companys property in purpose must compensate the lost, and will be fined at least 5 points / once, or even fired.47. Eating snacks during working hour will be fined 5 points / once. Drinking alcohol and being drunk are strictly forbidden in the company. Anyone who disobey this rule will be fired. 48. Do not cross the fence. Anyone who disobey will be fined 10 points / once.49. Employees who forget to close the computer before leave, will be fined 1 point / once.50. The employee, who receives 3 times warning, will be fired. 51. If any employee determine to discuss his personal issue with supervisor, he must book in advance and should not occupy working hour. If the employee disturbs other employees work, he will be punished and considered as absence.52. New hire workers must not operator any machines until he pass the test and approved by his supervisor. 53. All employees are equal. Please respect and support each others during the work, no matter to your boss or your inferior.54. Laborers to be engaged in technical work (boiler, electrician) must receive pre-job training before taking up their post.55. Fireproof regulations must be strictly obeyed. Those who occupy fire hydrant or occupy fire prevention space, block fire control passageway, fire control facilities and devices will be fined 10 points/ once.56. Please obey the Guard Regulation. Do bring ID card to work. No vehicle can enter or leave the factory without a gate pass permission signed by department head. Please parking in the designed area.57. There should be no vest tight, jeans, shorts, slippers, sneakers and miniskirt in office building and factory. 58. Holding or creating weapons is not allowed.59. Embezzling companys property or fundswill be fired. 60. Cleanliness and high hygiene standard shall be maintained by all the employees. Do not cycling in factory. Those who against this rule will be fined 10 points / once.61. Please keep hygiene in dining-hall,do not waste food, do not smoke, or damage properties. Those who disobey this rule will be fined 5 points / once.62. The dormitory is only provided for the employees of FISC. The arrangement of dormitory must be prearranged by HR department. Anyone who exchanges their dormitory will be fined 5 points /once.63. Anyone who allows outside visitor to live in his dormitory without permission will be fined 5 points /once, and expel the visitor.64. Please keep hygiene in dormitory. Do not throw garbage out of windows or throw in public place. Littering will be fined 5 points / once.CHAPTER SIX: COMPLAINT AND SUGGESTION65. COMPLAINTS:When employees feel they are getting injustice treatment,they can raise appeals or complaints to CEO in writing to solve the problem. 66. SUGGESTION:FISC welcomes practical suggestions on how to improve the management and stimulate companys development. Please report your suggestion in writing.PART TWO CONFIDENTIALITY INSTITUTION 1. Every paper, files or documents must be locked in the department after work. Do not leave confidential documents on desk overnight. Shut down the computer before you leave!2. According to the Document Control System and Document Records Control System, please admin and file all the documents, data, and statement.3. Destroy or file the obsolete documents.4. All the sensitive information shall not be involved in the publicizing or advertisement. If the information have to be involved in business, they must approved by CEO or VP.5. No cameras, video, or any recording devices are allowed in the company, unless it is approved by HR department manager for special reasons.6.
