Abstract With the improvement of city modernization urban environment hygiene management being an indispensable link nowadays has attracted more and more attention of investigators and officials It reflects the image and spiritual outlook of one government In recent years economic and social development level of Lanzhou has increased substantially especially for Chengguan district the first district in Lanzhou whose public facilities has greatly improved However city problems like traffic jams poor sanitary conditions and loose managements appear gradually Naturally urban environment hygiene management is put on a very important place of city construction which is leaded by supervising authority with larger investment volume more humanized creative and long acting effect reform measures But there is still a wide gap between the practical situation and people s prospect At the management s level the passiveness of administration single method of investment and closed operation mechanism are obstacles to hinder its smooth development Meanwhile in terms of society people s weak sense of environment protection and all people participation lag are also involved Generally speaking what called as the key problem of environment hygiene management is that take up built too much while down play administration too often Therefore it is imperative to reform the old mode and improve the new This research is carrying on the literature to comb fully with in the research present situation research foundation in the first chapter to the research background the research significance the research mentality and the method has carried on the elaboration separately thus has laid the foundation for the research development This paper analyzes the current situation of city environment hygiene management in chengguan district suggesting through preferred orientation and innovation taking public service as main task in the aspect of management theory management system management mechanism and maintenance service as well to find an effective way to improve the hygiene management in chengguan district In the last part proposed constructs the theoretical framework to guide and refer to the prac
