Work, full play party, and branch, and members in five type Enterprise construction in the of core role, and fighting fortress role and pioneer model role; to continues to strengthening four good leadership construction北京雁栖诚泰热力中心有限空间作业安全管理情况汇报一、诚泰热力基本情况：北京雁栖诚泰热力中心成立于1995年3月，属于北京市长城伟业投资开发总公司的全资子公司，是北京雁栖经济开发区（以下简称雁栖开发区）市政能源供应部门之一。诚泰热力中心管理的热力站分东(B区)、西(A区)、南(CD区)三个站，东站现有10吨/时蒸汽锅炉4台，20吨/时蒸汽锅炉3台；西站现有10吨/时蒸汽锅炉4台,7MW热水锅炉1台；南站有40吨/时蒸汽锅炉4台, 20吨/时蒸汽锅炉2台。目前总供汽能力达340蒸吨，生产供热负荷为120t/h，供汽压力可达8公斤，设计采暖面积为240万平方米，年用汽量达50万蒸吨，实行24小时不间断供热。目前，诚泰热力中心主要承担雁栖开发区内玛氏、红牛、达能、朝日啤酒等30多家国内外知名企业的工业用蒸汽、100多家企业及几十万平方米居民小区的供暖服务，供热辐射面积达13.235平方公里。此外，我们现在正在积极推进东西站供热整合工程，此工程属于国家直接支持的项目，整合完成后将建有4台65蒸吨锅炉。届时，热力中心供汽能力将达到460蒸吨/小时。二、安全生产管理工作情况热力中心是高危行业，作业过程中涉及到很高特种作业设备，为此在安全管理上，我们本着“安全生产、预防为主、安全第一”的原则，来抓好我们的安全生产工作。具体做法就是：1、建立健全安全制度，确保安全管理效果。自公司成立以来我们就建立了各岗位安全管理制度、应急预案、特种设备管理等各项制度共70多个。2、明确安全责任，将安全责任逐级明确到每一个岗位每一个人，将设备管理承包到每个人，每年逐级签订安全责任书，有效保障了安全运行。3、加大安全日常检查力度，彻底排除安全隐患。从我们日常的安全检查主要由自查、对查（责任人对换检查）、督察（安技部对各岗位的检查）、联合检查、专项检查等形式，检查实行日查、月查、季查、节前及重要活动期间大检查。检查应该说是无处不在无时不在。4、强化员工安全培训力度。年初制定我们对全年的安全培训工作制定培训计划，培训内容包括安全制度、操作规程、特种岗位取证培训等，通过讲授、实操演练、知识竞赛等形式，将提高了员工的安全意识，规范了员工的安全操作能力。5、抓考核促生产，确保生产的安全性。通过安全百分考核、月绩效考核将考核与员工的工资与安全工作紧密结合，实现了“人人讲安全、人人重安全”，安全成为员工一种自发的行动。通过这些措施，多年来，热力中心一直都保持安全平稳运行，没有发生一起安全责任事故。三、有限空间作业安全管理情况1、有限空间分布情况及存在的危害诚泰热力中心属于高压高温特种作业设备行业，这里的有限空间包括两类，其中密闭设备包括压力容器（如软化罐、除铁罐、除氧罐）、管道、烟道、锅炉炉膛炉筒等；地下有限空间包括热力管道沟、灰水泵房、热力检查井、配电室地下室。存在的危害类型主要由缺氧窒息、烫伤等。2、有限空间制度建设情况：自2009年先后发生通州新华联家园北区污水井7人中毒死亡事件、怀柔红螺食品厂污水井窒息死亡事故、西城区后海宏源南门污水井中毒伤亡等有限空间事故以来，诚泰热力中心就特别重视有限空间作业管理，积极采取各项措施，进一步强化对有限空间作业的管理、审批工作，有效杜绝了有限空间作业事故的发生。具体做法如下：（1）建立健全有限空间管理制度。自09年以来，诚泰热力中心不断完善各项有限空间管理制度，先后建立了有限空间安全生产管理制度、有限空间作业管理制度、操作规程、应急预案。（2）签订有限空间安全责任书。自上而下与经理、与各部门、各主要岗位签订了有限空间安全责任书，明确了领导、部门主管、各主要岗位员工对有限空间作业应负的责任。（3）强化有限空间作业审批流程的管理。严格了有限空间方案审批、作业审批流程，规定有限空间作业必须严格按照“先审批后作业，先检测后进入”的流程，没有审批、没有检测不得进行作业。（4）加强有限空间作业培训力度。自09年以来，我们每年都会定期组织员工进行有限空间理论知识培训及制度的学习、组织员工进行有限空间实操演练、应急预案的演练，并派部分员工学习有限空间作业人员监护证。目前我们所有生产人员都严格做到了持证上岗。（5）实行安全月绩效考核、安全百分制考核，将考核与员工的月工资及年底奖金密切挂钩，将安全真正落实到每一个人的实际工作中，每一个人的一言一行中。3、有限空间作业设备情况：在进一步完善健全有限空间软件建设的同时，我们也积极加强有限空间硬件设备的购置、配置工作，现在热力中心拥有一台正压式呼吸器、一台泵吸式气体检测仪、一台便携式气体检测仪、防爆风机、防爆对讲机、防爆灯、防坠落三脚架等全套有限空间作业设备和救援装备，为有限空间作业的安全性提供了有力保障。目前通过以上措施，北京雁栖诚泰热力中心几年来未发生过一起有限空间作业事故，有效保证了员工的生命安全及公司的财产安全。清正廉洁是为政之本。在市政管理建设中，我要牢固树立廉洁勤政信念，坚持遵守纪律不打折扣、执行政策不走样子，反腐倡廉不搞形式。大力推行政务公开，对群众关心play levels cadres in enterprise development in the of backbone backbone role; to full strengthening members youth work, full play youth employees in company development in the of force role; to improve independent Commission against corruption work level, strengthening on enterprise business key link of effectiveness monitored. , And maintain stability.
