14、主要目标：公司焦化厂、危化品生产、经营和运输单位企业资质的审验台账的规范化。重点工艺及产品：涉及到国家安全监管总局公布的危险化工工艺和粗苯等化学品重点产品。重点环节：动火工作、受限空间作业、高空作业、设备检修作业等危险作业和工艺技术改造工程环节，开、停车环节，危险化学品装卸、运输环节。重点内容：1、学习贯彻23 号文件及 186 号文件，落实安全生产责任主体及层层签订安全生产责任状。2、安全生产最薄弱环节的改进情况。3、罐体安全距离不符合要求的整改情况。4、压力容器、压力管道等特种设备安全管理情况。5、危险化学品充装环节安全管理情况。6、针对近两年来化工事故暴露出得安全生产薄弱环节的防范情况。

19、分级督导检查的方式进行。第一阶段：全面部署阶段（8月1日8月30日）1、公司成立化工专项整治领导组及办公室，制定实施方案，部署开展化工专项整治工作，方案报县安监局备案。2、公司和各厂按照化工专项整治工作的要求，积极开展专题会议，进行安排部署， 认证开展专项检查与隐患排查工作及整改落实情况进行检查。3、各厂要结合自身实际，认证制定专项整治方案，确定各厂重点专业检查内容和重点项目检查内容， 并报公司安全生产技术部安全科备案后，方可进入第二阶段工作。第二阶段：公司自查自整阶段（9月1日9月30日）1、各厂对照186 号文件和有关法律、法规、标准以及专项整治的检查内容，结合本厂实际开展全员性的隐患排查

25、第三阶段：公司专项整治“回头看”阶段（10月1日10月30日）1、公司将对第二阶段专项整治中，出现并整改的问题进行认证的回头看。重点检查问题： 1 第二阶段查处的问题整改后效果巩固情况。 2 制度落实的持续情况。 3 易出现隐患点得监控及复查隐患情况。 4 隐患出现频次的考评及整改完成情况考评。第四阶段：公司专项整治专家评价阶段（11月1日11月30日）公司将通过有关部门聘请有关专家对照国家相关法律法规对我公司涉及危化品部门进行专家评价，找出存在的存在的问题，制定解决方案，落实解决时间和责任人，实行任务完成时间倒排，确保县政府第三阶段检查顺利通过。reatmentof heavilypoll

30、况；3、危险化学品购销、储存、装运输等环节安全管理制度制定和落实情况；采购、销售、运输等相关资质审查及建立用户档案、充装记录、销售台账情况；4、全员及外来作业人员安全教育培训情况；主要负责人、安全管理人员、特种作业人员持证上岗情况；从业人员按照规定正确佩戴和使用劳动防护用品情况；对同类型企业生产安全事故开展案例教育、汲取教训、落实防范措施情况；5、危险化学品重大危险源管理和远程监控的有关情况；涉及危险化工工艺自动化改造情况；应急救援组织的建立和应急装备、物资配置情况；事故应急救援预案备案和演练情况；6、生产安全事故报告、建档、调查处理情况，对涉险事故、未遂事故等安全事件（如生产事故征兆、非计划

35、f8、动火作业、进入受限空间作业、高空作业、抽堵盲板作业、设备维检修作业和隐蔽工程作业等危险性作业实施许可管理情况；同一区域或者交叉作业的双方单位签订安全生产管理协议、明确各自安全管理职责的情况；9、隐患排查与治理工作机制的建立情况，对排查出的隐患是否做到“五落实”（措施、责任、资金、时限、预案）情况，对重大安全隐患报告和治理情况；10 、压力容器、压力管道、安全阀等特殊设备及附件日常安全管理及定期检验情况；11 、员工“三违”行为的查处情况。六、工作要求1、加强领导、明确责任。各厂和各级安全科结合实际，认真组织开展专项整治工作，制定专项整治方案。认真部署，扎实推进。危险化学品生产厂、车间、班

36、组要切实落实安全生产主体责任，认真组织周密安排，详细制定本厂及所属车间和班组专项整治工作方案， 全面开展自查自整， 做到全员、全过程、全覆盖，确保查隐患不留死角，抓整治不留情面，建机制不留空挡。对发现的问题和隐患要按照“五到位”原则进行整改，一时难以整改的要制定整改措施和应急预案，限时完成整改。停产的生产设施不得以停代整，躲避专项整治。2、严格检查，落实责任。在专项整治过程中，各部门和各分厂安全科要严格检查， 对发现违章行为， 依照公司考核规定采取相应整治措施。存在一般安全隐患的，要下达整改指令书，限期整改到位。reatmentof heavilypoll uting industries.
