11、危险，不出事故不造成人身伤亡和财产损失。 安全分施工作业安全和施工结构安全两大类。 为确保安全工作的顺利实施， 国家制定了安全法规， 安全技术要求和工会劳动保护、消防防火等一些强制性管理条款，使安全工作得到可靠落实、保障，时时以“安全第一，预防为主”的方针。二、安全管理控制任务：针对国家制定的相关安全法规，强制标准，结合本项目具体环境，制订安全生产责任制逐级签订安全责任书。保险安全教育，安全检查，安全技术及要求，劳动保护等工作得以顺利实施。三、安全控制要点：1 1、对安全工作进行立法（制度），执法（制度），守法（制度）。项目经理部在学习国家、 行精干区安全法规的基础上， 制定要项目可行行，强性
