1、EnvironmentalfactorIdentificationandevaluationcontrol环境因素识别与评价控制程序1. Purpose目的:Identifytheenvironmentalfactorsthatcanbecontrolledandinfluencedbythecompany'sactivities,productsorservices,andcontroltheevaluatedsignificantenvironmentalaspectsinordertoestablishtheEMSandmakeitfunctionwellinXXX.对公司的活动

2、、产品或服务中能够控制及可对其施加影响的环境因素进行识别，并对评价出的重要环境因素加以控制，以确保环境管理体系的建立并达到有效运行。2. Areaofapplication范围:2.1 Applyforallrawmaterial,processes,products,servicesandactivitiesassociatedwithcurrentandrelevant-pastinXXX.凡本公司厂区内目前与过去所有原物料、制程、产品、服务、活动等均适用之。2.2 Applyforplannedornewdevelopments,ornewormodifiedactivities,pro

3、ductsandservicesinXXX.本公司未来已规划的或新发展，或新的或已修正的活动、产品及服务均适用之。2.3 Includesnormalorabnormaloperationconditions,shutdownorstart-upconditions,aswellasreasonablyforeseeableemergencysituation.包含正常与异常的作业状态、关机与开机的状态，以及常理可预见的紧急情况。3. Responsibility职责:3.1Eachdepartmentidentifiestheirenvironmentalaspects.各部门识别本部门的环

4、境因素；3.2 Administrationdepartmentisresponsibleforgatheringeachdepartment'senvironmentalaspects，evaluatingenvironmentalimpacts，judgingandlogginginsignificantaspects.行政部负责各部门环境因素汇总、环境影响评价、鉴定及登录重要环境因素；3.3 Themanagementrepresentative(MR)isresponsibleforcheckingtheevaluatedresultsofenvironmentalaspect

5、sandapprovingsignificantenvironmentalaspects.环境管理者代表负责环境因素评价结果与重要环境因素之审核；4. Concept术语：4.1 EnvironmentalAspects:elementoforganization'sactivitiesorproductsandservicesthatinteractsorcaninteractwiththeenvironment.环境因素:一个组织的活动、产品或服务中能与环境或能与环境发生相互作用的要素。4.2 SignificantEnvironmentalAspects:onethathasor

6、canhaveoneormoresignificantenvironmentalimpacts.重要环境因素:具有或能够产生一种或多种重大环境影响的环境因素。4.3 EnvironmentalImpact:changetotheenvironment,whetheradverseorbeneficial,whollyorpartiallyresultingfromanorganizations'environmentalaspects.环境影响:全部或部分地由组织的环境因素给环境造成的不利或有益的变化。4.4 Threekindsoftense(Past、NowandFuture)三种

7、时态(过去、现在、将来)a. Thepastmeansoccurredinthepast,butenvironmentalimpactscontinuedtothedate.过去时指的是发生在过去，但环境影响持续到现在；b. Thecurrentmeanstheactivityisbeingtakenplacenow.现在时指的是目前正在发生的；c. Thefuturemeansitmayoccurafterproduction,ornewstatementinlegal,ornewbuilding，rebuildingorextensionofourcompany.将来时指的是产品出厂后可能

8、会产生的、法律将有新的规定的或公司新、改、扩建时将会产生的。4.5 Threekindsofstates(normal、abnormalandemergency)三种状态(正常、异常、紧急)a. Thenormalmeansthegeneralbusinessisgoingon.正常时指的是通常业务进行时；b. Abnormalityreferstostartorstopadevice,machine;异常时指的是设备、机器的启动、停止等候时；c. Emergencymeanstheoccurrenceofleakage,fire,etc.紧急时指的是泄漏、火灾等发生时。5. Procedur

9、es程序:5.1 Identificationofenvironmentalaspects环境因素识别5.1.1 Inidentifyingenvironmentalfactorsandenvironmentalimpacts,variousdepartmentsshouldconsiderthefollowing:各部门在识别环境因素和环境影响时要考虑以下几个方面：a. TheenvironmentImpactoftheproduction,activities,servicesandenergyconsumptionoftheUnitontheunitandsurroundingenvir

10、onment.因本单位的生产、活动、服务及其能源的消耗对本单位和周围环境造成的环境影响。b. Environmentalimpactsarisingfromtheactivitiesormaterialssuppliers,engineeringContractingParties,wastedispoXXXandunitsprovidingtransportservices.材料供应商、工程合同方、废弃物处理单位及提供运输服务的单位等相关方的活动所产生的的环境影响。c. Identifytheenvironmentalaspectscandependonthetypesoftheenviro

11、nmentalimpacts,andcanconsiderthefollowingenvironmentalfactors:根据对环境影响的类型,可从以下方面进行识别环境因素：a) Emissiontoair:forexamplefumes.向大气排放的污染物：如油烟等；b) Emissiontowater:forexampleindustrysewage.向水体排放的污染物：如工业污水等；c) Solidandliquidwaste:forexamplewaste,oilanddomesticwaste.固体废物、流体废物：如废弃物、废油及生活垃圾等；d) Noisetosurroundin

12、gs:forexamplenoiseofproduction噪声对周围环境的影响：如生产噪音等；e) Usageofenergy:forexampleelectricity,waterandrawmaterials.水、电、煤气、原材料及能源使用：如电能、原材料的使用等；f) Releasestoland:forexampletheoilandpaintseepintoland.土地污染：如油、涂料渗入土地等；5.1.2 Identifyenvironmentalfactorsshouldconsidertheimpactsontheenvironmentofthethreekindsofte

13、nsesandstates.识别环境因素时应考虑对环境产生影响的三种时态(过去、现在、将来)和三种状态(正常、异常、紧急)。5.1.3 LogtheresultsinIdentificationandassessmentofEnvironmentalAspects.查检结果登录于环境因素识别及评价表。5.2Evaluatetheenvironmentalaspects环境因素的评价:5.2.1 Theadministrationdepartmentandresponsiblepersonsineachdepartmentevaluatetheidentifiedenvironmentalasp

14、ects,andidentifiesthesignificantenvironmentalaspectsaccordingtotheNon-judgmentMethodandSignificantAspectsScoringCriteria.Andtheadministrationdepartmentcheckstheomissionitemsorthatnottakenintoaccount.Itcanbesignificantenvironmentalaspectswhichbelongtofollowingconditions:由行政部同各部门负责人对已识别出的环境因素进行评价，并依据是

15、非判断法和环境因素评分标准采用打分法识别出重要环境因素，由行政部查核各单位是否有遗漏未考虑到之项目。在下列情况范围内的可直接评价为重要环境因素：a. Mayhaveasignificantimpactunderabnormaloremergentcondition(eg.fire,chemicalleakage,explosionandsoon).异常或紧急状态下预计会产生严重环境影响的环境因素(如火灾、化学品泄漏、爆炸等)。b. ListedinNationalCatalogueHazardousWastes已列入国家危险废物名录的废物。c. Countryorlocalgovernment

16、highconcerningorconstraintomonitor国家、地方政府高度关注或强制监测的环境因素。d. BelongstothecontrolofSAZ'senvironmentalobjectivesandtargetswhichtheenergyandresourcecanbereduced属于本公司环境目标、指标中要求管控的，能资源降耗可行的环境因素。5.2.2 LogtheevaluatedresultsinSignificantEnvironmentalAspectsList.评价结果登录于重要环境因素清单。5.3 Controlsignificantenvir

17、onmentalaspects:重要环境因素的控制:5.3.1 Theadministrationdepartmentmonitorstheeffectivecontrollingofevaluatedsignificantaspectsineachdepartment;由行政部监督，协调各部门对评价出的重要环境因素进行有效的控制。5.3.2 Establishmanagementprogramsandspecifytheobjectives,thenimplementenvironmentalmanagementprograms/operationalcontrol/emergencypre

18、parednessandresponse,regularlymonitorandmeasuretheirresults.制定管理方案，明确目标，并展开环境管理方案/作业管制/应急准备与响应，定期进行检验或监测。5.3.3 Establishthemethodsofoperationalcontrol,andtocontroltherootcausesofenvironmentalaspects.制定运行控制办法，对环境因素产生的根源进行控制。5.4Update,periodicallyreviewandmodifyenvironmentalaspects环境因素更新、定期评审及修改：5.4.1

19、 Updateenvironmentalaspects环境因素更新a. Thecompany'snewconstruction,reconstruction,expansionortechnologicalinnovation;公司的新建、改建、扩建或技术改造时；b. Addnewenergyresourcesandnewprojectswillcauseenvironmentalimpacts;增加新的能资源物质及新项目会造成环境影响时；c. Significantchangesincompany'sproducts,services,activities,lawsandre

20、gulations;公司的产品、服务、活动及法律法规等有重大变化时；d. Encounteremergencyorspecialconditions;遇到紧急状态或特殊情况时；e. Interestedparties'reasonablecomplaints;相关方有合理抱怨时；f. TheMRconsidersitisnecessary.管理者代表认为有必要时。5.4.2 Annuallycomprehensivereviewinnormalcondition.Theadministrationdepartmentdecidesthenextsignificantenvironmen

21、talaspectstobethenextyear'sbasisforassessmentandimprovementasthepreviousyear'sperformanceaftertheannuallymanagementreviewmeeting.若无其它异常，应定期每年对全厂作全面检讨，后续在每年管理评审会议中，由行政部根据上一年的绩效进行综合评价后订定下一年度重大环境因素，以作为下一年度评估和改善的依据。6. SupportingDocuments支持性文件:6.1 IdentificationandassessmentofEnvironmentalAspects
