4、nt HSE MISSION:SECCO项目的健康、安全与环保政策如下所述:“All SECCO Project team members - SECCO, Contractors, Suppliers and Subcontractors must be committed to safety at work - of persons, property and the environment - and believe that all injuries and incidents are preventable. We will work together as a single pro

5、ject team to deliver a project executed with attention to all aspects of workplace safety, industrial health and environmental responsibility. ZERO INCIDENTS is the project goal; achieving it will require awareness, training, focus on behaviors, and accountability by each individual.” “所有赛科项目部的成员包括赛

6、科公司职员、承包商、供应商和分包商在工地上,都应努力保护人员、财产和环境的安全,防止任何的伤害和意外事故。我们将作为一个项目的整体协同工作,在涉及工地安全、健康与环保等领域的各个方面都应小心行事,以确保项目能够圆满完工。我们的目标是“零事故”;要达到这一目标,每一位人员都应接受有关培训,以培养良好的安全意识和专心、谨慎、负责的工作态度。”Our objective is to maintain a preventionbased program for Health, Safety, and Environmental Loss Prevention that results in this

7、project(s) being recognized as exemplary - and each participating company as a leader - in the engineering, construction, operation and maintenance of a chemical facility. The foundation for this program is based upon the principles and expectations of “no accidents”, “no harm to people” and “no dam

The

9、 implementation of systems that incorporate SECCO, Contractors, subcontractors and employee participation will result in the achievement of our goals as well as providing a safe workplace in which all project employees can take personal pride. 我们的健康、安全与环保计划是一个不断完善的程序,完全遵从政府所颁布的各项法律和法规。计划的落实需要赛科、承包商、

16、ng on no accidents, injuries, illnesses, and environmental incidents. 赛科通过坚持无事故、无伤亡、无疾病和无污染的原则,努力为公司职员、承包商以及协同工作人员营造一个安全、健康与环保的工作环境。SECCO believes safety can no longer be viewed as a priority that can be ranked in a vertical order of importance, but must be looked upon as a VALUE that is inherent in

17、 every part of our operation. Further, we believe our most important assets are the people who perform the work and nothing is more important than providing a safe and healthful workplace.赛科相信:安全问题不仅是施工中应首要考虑因素,而且还应成为每一步操作的评价标准。此外,我们还相信:人员是我们公司最重要的资产,因此,为其提供一个安全与健康的工作环境是至关重要的。2.2 SECCO IPMT赛科联合项目管理部

18、The SECCO IPMT is committed to the safety of each employee and person entering and working in the site. The SECCO Project Management Team acknowledge responsibility for promoting the highest standards of safety and are committed to developing and maintaining a Site HSE Program with appropriate syste

19、ms, procedures and plans to achieve the mission and objective.赛科联合项目管理部将保护工地中每一位员工和来访人员的安全,负责提高安全标准,并通过相应机制、程序和规划,制订和完善工地健康、安全与环保规程,以实现既定的目标。2.2.1 The SECCO IPMT will promote a partnership between the simultaneous construction projects to proactively communicate and address HSE issues on a consisten

20、t basis for the entire site to deliver world-class HSE performance. 赛科联合项目管理部将加强项目人员之间合作关系,并及时通告和汇报工地中的健康、安全与环保问题,以实现第一流的健康、安全与环保施工表现。The SECCO project will actively promote Subcontractor Safety and Health at the site. We will assign a high priority to the Subcontractor Safety and Health Program and

21、 Performance Record in the process of Subcontractor selection and shall take positive action as deemed necessary to influence Subcontractors to recognize and meet our safety and health obligations.赛科项目将努力提高工地中分包商的安全与健康意识。在筛选分包商的过程中,我们将首先查看其安全与健康计划书以及原先的表现记录,另外,如果有必要,我们还将采取措施以指导分包商认可和满足我们的安全与健康要求。 SE

22、CCO Project Director/deputy Director赛科项目主任/副主任SECCO Project Director is responsible for providing top-level support and commitment to project Health, Safety, Environmental, Technical, Construction, Quality, Approval and Control policies and procedures as well as promoting the Project Health and Safe

23、ty System. He/ She shall ensure that adequate resources are available to implement these policies and procedures. The SECCO Project Director will ensure the policies are communicated and understood and understanding is verified throughout the organization. The SECCO Project Director will provide ass

24、urance to the owners that the project complies with owners Health, Safety and Environmental Policies, and that the project conforms to the owners requirements to proactively manage HSE. He will serve as an emissary of owners to ensure that owners image and standing in the community is correctly pres

25、ented by the Project to the media, third parties and the community in general, in particular with respect to business ethics, to Health, Safety and the Environment, and to Industrial Relations and Security. In conjunction with these HSE responsibilities, the SECCO Project Director will form alliance

26、s that will effectively execute the project consistent with business unit expectations, within the schedule and allocated budget, and encourage pursuit of all opportunities to increase lifetime value.赛科项目主任将负责为项目的健康、安全、环保、技术、施工、质量、审批和控制措施及规程提供有力的支持,另外他/她还将负责推动项目健康与安全制度的实施。他/她必须确保在落实这些措施和规程的过程中必须要有足够

28、ECCO HSE Director has responsibility to drive consistent implementation of HSE policies and practices to achieve required performance and for providing HSE assurance for the project. This person will serve as a champion of the Safety program, proactively monitoring safety performance to ensure conti

29、nuous improvement. This individual would report to the SECCO Project IPMT Director and provide HSE oversight, organize and participate in HSE assessments, communicate shared learnings. This person will prepare reports on project HSE performance for submission to stakeholders.赛科健康、安全与环保主任负责推动健康、安全与环保

30、政策与措施的落实,以实现预期的目标,并为项目树立良好的健康、安全与环保典范。HSE主任还将担当安全计划监督员的作用,负责监督工地安全事务,以确保工地安全状况能够不断地得到改善。他将定期向赛科项目IPMT主任汇报工地情况,检查健康、安全与环保事务中的漏洞,组织并参与健康、安全与环保评估,通告经验教训。HSE主任还将负责撰写项目健康、安全与环保表现报告,以供股东审阅。 Implementation Department director/ deputy director实施部正副主任Project implementation plan to be formulated shall satisfy

31、 SECCCO HSE Procedures, stress that the project manager is the first responsible person and be in charge of the implementation of HSE management regulations on site. HSE performance of EPC or EP contractors must be reviewed when their pre-qualification is evaluated. To work out HSE implementation pl

32、an for each process package and take part in construction site HSE review. 制订项目实施策略时要符合赛科HSE程序,强调项目经理是HSE第一责任人,负责在现场执行HSE管理规定。在对EPC或EP承包商资质进行评估时必须对其HSE业绩进行审核。制订各个工艺包的HSE实施计划。参与施工现场的HSE审核。 Construction Department director/ deputy director建设部正副主任To formulate HSE implementation plan and management proc

33、edure in the time when formulate construction plan, and urge & supervise the construction manager to set up HSE sub-committee and organize HSE site inspection. To review the pre-qualification and HSE performance of contractors when select contractors. To organize the completion acceptance and the im

34、provement by correction for HSE included. To provide a working environment for Seccos employees and contractors meeting HSE requirements. 在制定施工计划时同时制定HSE实施计划和管理程序,督促施工经理建立分支HSE委员会并组织开展现场HSE检查。在确定施工标准规范和组织施工设计时要包含HSE方面的内容。在选择承包商时对承包商的资质和HSE业绩进行审查。组织包括HSE在内的竣工验收和整改工作。为赛科雇员和承包商提供一个符合HSE要求的工作环境。 Technic

35、al Department director / deputy director技术部正副主任To formulate the HSE standards and requirements in the design of plant, review whether or not the design meets national HSE standards and regulations and urge & supervise the Design Institute to improve by correction for the issues not meeting HSE. To p

36、articipate in the HSE/HAZOP technical review in each stage. To urge & supervise the Design Institute to work out HSE chapter according to relevant governmental HSE department requirements; And to report to the governmental department the implementation and handle relevant HSE formalities. 组织制订装置设计中的

37、HSE技术标准和要求,对设计是否符合中国的有关HSE标准和规定进行审查,对不符合HSE的问题督促设计单位进行整改。参与项目各个阶段的HSE/HAZOP的技术审查。督促设计单位按照政府HSE部门要求编制HSE篇章,向政府HSE部门汇报项目HSE实施情况并办理有关HSE手续。2.2.6 Procurement Department director/ deputy director采购部正副主任To take Seccos requirements into consideration when formulate project bidding and procurement strategie

38、s and procedures. MSDS shall be supplied for all the raw materials and chemicals to be purchased and the storage and management meet HSE requirement. Seccos HSE management requirements shall supply to the vendors during selection. And HSE terms shall be reviewed when contract to be signed. 在制订项目招投标和

39、采购策略、程序时应考虑赛科HSE的要求,对于采购的原料和化学品要提供MSDS,其存放和管理要符合HSE要求。在选择供货商时要向他们提供赛科HSE管理要求。在签订合同时要对HSE条款进行审核。 Administer Department director行政部主任Be responsible for HSE inspection of office area to create a working environment satisfying HSE and provide office facilities meeting HSE requirement. To organize the in

40、spection of the vehicles rented by Secco and supply necessary training for the drivers. To publicize and make reports for HSE and to work out departments own HSE plan and implement it. 负责办公区域的HSE检查;为赛科员工创造一个符合HSE要求的办公环境和提供符合HSE要求的办公设备;组织对赛科雇佣车辆的检查和为驾驶员提供必要的安全培训;对有关HSE方面的工作进行宣传报道;制订本部门的HSE计划并予以实施。2.3

41、CONSTRUCTION MANAGEMENT施工管理2.3.1 Project Manager (PM)项目经理The Project Manager (PM) has the responsibility of implementing the safety policies and programs within each project. He is a most important person to project HSE work and he is accountable for the safety performance of all construction aspect

42、s of the project. The active participation of the site Project Manager in the safety program is designed to improve its overall impact and effectiveness.项目经理负责在每一个项目中实行项目安全政策和计划。他是项目HSE工作的第一责任人,负责基建项目所有方面的安全事务。项目经理必须主动参与工地的安全事务,以提高工地的整体安全保障水平。It is the PMs role to ensure that all management, supervi

43、sion and personnel who report to him are held accountable for the safety performance in their respective project. He regularly reviews implementation of the construction site HSE Program and the safety performance during construction of the project with management / supervision and the area HSE mana

44、ger. He shall periodically review JHAs (Job Hazard Analysis) and evaluate compliance. He takes part in a weekly safety tour to ensure that all personnel hold safety as their first priority.项目经理的职责是确保所有向其汇报情况的管理人员、主管和其它人员都能在其各自负责的项目里作出良好的安全表现。在项目的施工过程中,他将与管理人员、主管和HSE经理一起,定期检验施工工地健康、安全与环保规程的执行情况,以及施工人

This report will include the project safety statistics and a description of plans

The Project / Construction HSE managers are a resource to Subcontractors site management team, assisting them in administering the safety programs and educating employees and supervisors in safe work prac

48、tices. They monitor the overall safety performance of the project, identifying unsafe conditions and procedures and recommending corrective actions. They are responsible to ensure that HSE audits are conducted and the results tabulated and analyzed for trends and opportunities to re-enforce safe beh

The Project / Construction HSE managers are responsible to communicate the HSE message to the construction management supervision and Subcontractor construction organization. They wil

The Project / Construction HSE managers have a direct reporting relationship to the Project Manager and a dotted line relationship, back to the HSE Director / Core HSE Department.项目H

Therefore, he must be familiar with the SECCO HSE Policy,

54、 Construction HSE plan, site safety practices, emergency and evacuation procedures and any other relevant safety program requirement. He is responsible to ensure that all Contractor / Subcontractor equipment that is brought on site is safe and in good condition and must ensure all equipment is inspe

He participates in the development of method statements and JHAs and the identification of hazards prior to the execution of any work. He will ensure that the method and sequence of construction operation is in accordanc

He shall randomly attend and participate in toolbox meetings. He shall enforce and ensure t

59、hat housekeeping is maintained and that a weekly safety tour is made to inspect for unsafe conditions or behaviors and to show support for the program at every given opportunity.
