/r/n-106-/r/n附件/r/n1/r/n项目立项批复/r/n附图/r/n1/r/n工程地理位置图/r/n附图/r/n2/r/n泵站总平面布置/r/n图/r/n附图/r/n3/r/n泵站周边环境关系图/r/n附图/r/n4/r/n/r/n台家铺北闸和台家铺南闸周边环境关系示意图/r/n附图/r/n5/r/n/r/n罗家岗北闸和罗家岗西闸周边环境关系示意图/r/n附图/r/n6/r/n双往垱闸周边环境关系示意图/r/n附图/r/n7/r/n/r/n/r/n工程与沅水鼎城段褶纹冠蚌国家级水产种质资源保护区位置关系图/r/n/r/n附图/r/n8/r/n芦山垸排区水系/r/n图/r/n附图/r/n9/r/n监测点位示意图/r/n观/r/n音寺新泵站工程环境影响报告书/r/n-1/r/n-/r/n1/r/n/r/n概述/r/n1/r/n.1/r/n/r/n项目背景/r/n芦荻山乡/r/n三面环水,汛期无自流排水条件,涝、清水全由电排抽排至沅水和/r/n/r/n冲/r/n柳低水。在八官垸防洪排涝规划中,该乡涝、渍水主要由谈家河和牛鼻滩两处/r/n/r/n大电排抽排,但/r/n由/r/n于其地处排区尾端,排水路长达/r/n20/r/n多公里,又没有湖泊调蓄,/r/n/r/n排/r/n水很不及时,特别是当冲柳高水河河堤防汛紧张时,谈家河大电排停排,牛鼻/r/n/r/n滩/r/n大电排抢排冲柳河洪水,这样就打乱了八官院原有的排水体系。另外此时芦荻/r/n/r/n山/r/n乡排水主渠道中心河上的宋家包节制闸关闭,该乡涝、溃水无排水出路,致使/r/n/r/n涝、渍灾害严重。据统计,芦荻山乡多年平均损失粮食/r/n128.8/r/n/r/n万公斤,鲜鱼/r/n9.44/r/n/r/n万/r/n公斤,每年直接损失均在/r/n500/r/n万元以上。/r/n观音寺泵站位/r/n于/r/n洞庭湖11个重点垸之一的沅澧大圈芦山垸。该垸东北邻八/r/n/r/n官崇/r/n孝/r/n垸,南靠沅江洪道,西邻马家吉河。垸内共有芦祠沟、祠双沟、新毛沟、/r/n/r/n玉/r/n观沟、台观沟、石社沟、经南一号沟、中心河沟等八条沟渠。/r/n老观音/r/n寺泵站建成于/r/n1996/r/n年,老泵站设计底板高程为/r/n24.83/r/nm/r/n/r/n,由于当时经/r/n/r/n济条件及现/r/n场施工条件限制,老泵站完建时其泵房实际底板高程为/r/n25.83/r/nm/r/n/r/n,较/r/n/r/n原设计抬高/r/n了/r/n/r/n1.0/r/nm/r/n/r/n,导致水泵运行工况发生改变、效率较低,不能达到设计要/r/n求/r/n的排涝流量/r/n(/r/n原设计排涝流量/r/n10.16/r/nm/r/n3/r/n//r/ns/r/n)/r/n。/r/n特别是近年来,沅水高洪水位时,泵站机组无法在外河高洪下的扬程运行/r/n,/r/n/r/n导致排涝不及时,排区低洼处的农田、菜地、鱼塘、住宅被淹,造成了较大的/r/n经/r/n济/r/n损失和不良的社会影响。/r/n经水文计算/r/n,/r/n现观音寺泵站排区内设计排涝流量为/r/n16/r/nm/r/n3/r/n//r/ns/r/n,因此老站的排涝/r/n/r/n能力/r/n(10.16/r/nm/r/n3/r/n//r/ns/r/n)/r/n已经不能满足排区内的排涝要求;且老站始建期因底板高程/r/n抬/r/n/r/n高/r/n,老泵站建成后也未能达到原设计排涝流量;另外,近年来外河高洪水位时因/r/n/r/n机/r/n组扬程不足导致被迫停机,泵站无法运行。/r/n老泵站虽/r/n被/r/n鉴定为三类泵站,但仅对老泵站进行更新改造不能解决排涝能力/r/n/r/n不足的根本问题。严重威胁到了人民的生命财产安全,因此观音寺泵站的新建/r/n十/r/n/r/n分/r/n迫切。/r/n观/r/n音寺新泵站工程环境影响报告书/r/n-2/r/n-/r/n在此背景下,常德市武陵区水利局拟在观音寺老泵站原址新建观音寺新泵/r/n站/r/n/r/n工程。观音寺新泵站按/r/n10/r/n年一遇/r/n3/r/n日暴雨/r/n3/r/n日末排至农作物耐淹深度,新建装/r/n/r/n机容量为/r/n5/r/n×/r/n450=22/r/n50/r/nkw/r/n,选用/r/n5/r/n台套/r/n1000/r/nHD/r/n-9/r/n(/r/n0/r/n°)型立式混流泵,设计排/r/n/r/n水总扬/r/n程/r/n/r/n7.97/r/nm/r/n/r/n,设计排水流量/r/n16/r/nm/r/n3/r/n//r/ns/r/n/r/n。新建后的泵站具备泵站与自排功能。/r/n观/r/n音/r/n寺新泵站工程属于防洪治涝工程,治涝面积共/r/n37.1/r/nkm/r/n2/r/n(/r/n5.57/r/n万亩),/r/n/r/ns/r/n/r/n10/r/nm/r/n3/r/n//r/ns/r/n/r/n≤/r/n16.0/r/nm/r/n3/r/n//r/ns/r/n</r/n50/r/nm/r/n3/r/n//r/ns/r/n/r/n,装机功率/r/n2250/r/nKW/r/n/r/n,/r/n1.0/r/nMW/r/n≤/r/n2.25/r/nMW/r/n</r/n10/r/nMW/r/n/r/n,工/r/n/r/n程/r/n等/r/n别为Ⅲ等,工程规模为中型。/r/n根/r/n据《中华人民共和国环境保护法》、《中华人民共和国环境影响评价法》/r/n/r/n和/r/n《/r/n建设项目环境保护管理条例》有关规定,本项目需办理环境影响评价手续。/r/n/r/n本项目泵站工程根据《防洪标准》(/r/nGB/r/n50201-2014/r/n)表/r/n11.1.4/r/n,属于中/r/n型泵站,/r/n项/r/n目为新建,根据《建设项目环境影响评价分类管理名录》(/r/n2021/r/n年版),属/r/n/r/n于“五十一、水利/r/n127/r/n防洪除涝工程报告书——新建大中型”中的新建中型/r/n防/r/n/r/n洪除涝工程,故应编制环境影响报告书/r/n。/r/n1/r/n.2/r/n/r/n评价过程/r/n为切实做/r/n好/r/n建设项目的环境保护工作,严格执行环境影响评价制度,常德市/r/n/r/n武陵区水利局于/r/n2022/r/n年/r/n9/r/n月/r/n2/r/n日委托常德市双赢环境咨询服务有限公司承/r/n担该/r/n项/r/n目的环境影响评价工作。/r/n常德市/r/n双/r/n赢环境咨询服务有限公司承接任务后,随即组成环境影响评价工作/r/n组,安排有关环评技术人员赴现场进行考察,收集有关资料,对泵站周围的环/r/n境/r/n/r/n质/r/n量现状进行了监测和调查,根据项目的规模,分析和预测项目可能对周围环境/r/n/r/n产/r/n生的影响程度和范围,提出相应的减缓环境影响的对策和措施。/r/n与此同/r/n时,建设单位根据《环境影响评价公众参与办法》(生态环境部令第/r/n/r/n4/r/n号)相关规定,于/r/n/r/n2022/r/n年/r/n9/r/n月/r/n5/r/n日在环境影响评价信息公示平台对本项目进/r/n行/r/n第一次公示,网站网址为:/r/n/r/nhttp/r/n://r/n//r/nwww/r/n./r/njs/r/n-/r/neia/r/n./r/ncn/r/n//r/nproject/r/n//r/ndetail/r/n?/r/ntype/r/n=1&/r/nproid/r/n=/r/nf/r/n71/r/nd/r/n528/r/nf/r/n75/r/nfd/r/n450/r/nf/r/n7/r/nd/r/n4/r/nc/r/n888/r/nb/r/n8/r/ncc/r/n886/r/nb/r/n0/r/n。于/r/n2022/r/n年/r/n9/r/n月/r/n/r/n8/r/n日在环境影响评价信息公示平台对本项目进行征求意见稿/r/n/r/n公示,网站网址为/r/n:/r/n观/r/n音寺新泵站工程环境影响报告书/r/n-3/r/n-/r/n/r/nhttp/r/n://r/n//r/nwww/r/n./r/njs/r/n-/r/neia/r/n./r/ncn/r/n//r/nproject/r/n//r/ndetail/r/n?/r/ntype/r/n=2&/r/nproid/r/n=/r/nf/r/n71/r/nd/r/n528/r/nf/r/n75/r/nfd/r/n450/r/nf/r/n7/r/nd/r/n4/r/nc/r/n888/r/nb/r/n8/r/ncc/r/n886/r/nb/r/n0/r/n;按照公众参与办法第十一条(二)的要求,于/r/n2022/r/n年/r/n9/r/n月/r/n9/r/n日、/r/n9/r/n月/r/n13/r/n日/r/n/r/n在环/r/n球/r/n时报上对本项目征求意见稿进行了/r/n2/r/n次公示;按照公众参与办法第十一条/r/n/r/n /r/n(三)的要求/r/n,/r/n于/r/n2022/r/n年/r/n9/r/n月/r/n8/r/n日在项目所在地周边场所以张贴告示的方式进/r/n/r/n行/r/n了/r/n公示;以上公示过程中均未接收到任何单位或个人对项目建设的反对意见。/r/n/r/n同/r/n时,建设单位根据公众参与办法编制《观音寺新泵站工程环境影响评价公众参/r/n/r/n与/r/n说明》。/r/n在以上工作的基础上,根据国家、省、市的有关环保法规及《环境影响评/r/n价/r/n/r/n技/r/n术导则》中的有关要求和技术规范,并结合本项目的特点,编制了《观音寺新/r/n/r/n泵/r/n站/r/n工程环境影响报告书》。/r/n项目的环评工作流程如下:/r/n观/r/n音寺新泵站工程环境影响报告书/r/n-4/r/n-/r/n第/r/n一阶段/r/n依/r/n据相关规定确定环境影响评价文件类型/r/n1/r/n/r/n/r/n研究相关技术文件和其他有关文件/r/n2/r/n/r/n进行初步工程分析/r/n3/r/n开展初步的环境状况调/r/n查/r/n m/r/n/r/n时,防洪闸关闭,泵站停排防洪。/r/n本/r/n工/r/n程占地面积/r/n6400/r/nm/r/n2/r/n</r/n0.05/r/nkm/r/n2/r/n,且工程的建设仅改变了芦荻山乡地表水/r/n/r/n入/r/n沅江的通道,但水量不变。且影响范围不涉及饮用水源保护区、重点保护与珍/r/n/r/n稀/r/n水生生物的栖息地、重要水生生物的自然产卵场、自然保护区等保护目标。对/r/n/r/n照/r/n水文要素影响型建设项目评价等级判定表,项目地表水评价等级为水文影响型/r/n/r/n三/r/n级评价。/r/n2.3.3/r/n/r/n地下水/r/n环境影响评价等级与范围/r/n根据《环境影响评价技术导则——地/r/n下水环境》(/r/nHJ610-2016/r/n)附录/r/nA/r/n,确/r/n定本工程为Ⅲ类建设项目/r/n。/r/n建设项目/r/n的/r/n地下水环境敏感程度可分为敏感、较敏感、不敏感三级,分级原/r/n表/r/n/r/n2.3-2/r/n/r/n地下水环境敏感程度分级表/r/n敏/r/n感程度/r/n地/r/n下水环境敏感特征/r/n敏感/r/n集/r/n中/r/n式饮用水水源(包括已建成的在用、备用、应急水源,在建和规划的饮用/r/n/r/n水/r/n水/r/n源)准保护区;除集中式饮用水水源以外的国家或地方政府设定的与地下/r/n/r/n水/r/n环/r/n境相关的其他保护区,如热水、矿泉水、温泉等特殊地下水资源保护区。/r/n较敏/r/n感/r/n集/r/n中/r/n式饮用水水源(包括已建成的在用、备用、应急水源,在建和规划的饮用/r/n观/r/n音寺新泵站工程环境影响报告书/r/n-14/r/n-/r/n水水源)准保护区以外的补给径流区;未划定准保护区的集中式饮用水水源/r/n,/r/n/r/n其保/r/n护/r/n区以外的补给径流区;分散式饮用水水源地;特殊地下水资源(如热水、/r/n/r/n矿/r/n泉/r/n水、温泉等)保护区以外的分布区等其他未列入上述敏感分级的环境敏感/r/n/r/n不敏/r/n感/r/n上/r/n述地区之外的其它地区。/r/n注:/r/na/r/n“环境敏感区”是指《建设项目环境影响评价分类管理名录》中所界定的涉及地下/r/n水/r/n/r/n的/r/n环境敏感区。/r/n工程区域/r/n不/r/n属于集中式饮用水水源地准保护区及以外的补给径流区,无国家/r/n/r/n或地方政府设定的与地下水环境相关的其它保护区,属于上述地区之外的其它/r/
