中国工业统计调查方法简介AnOverviewofChina'sIndustrialStatisticalMethodology（国家统计局工交司王晓辉）XiaohuiWANGDepartmentofIndustrialandTransportStatisticsNationalBureauofStatistics,China一、工业统计调查单位UnitsofIndustryStatisticsandInquiry工业统计调查单位分为三类：TheUnitsofIndustryStatisticsandInquiryaregroupedintothreecategories1、独立核算法人企业（经常性的月、季、年报）Corporateindustrialenterpriseswithindependentaccountingsystem,whichprovidemonthly,quarterlyandannualreportregularly法人单位是指具备以下条件的单位：Definition:（1）依法成立，有自己的名称、组织机构和场所，能够独立承担民事责任；Theyareestablishedlegally,withtheirownnames,organizations,location,andareabletotakecivilliability;（2）独立拥有和使用（或授权使用）资产，承担负债，有权与其他单位签订合同；Theypossessandusetheirassetsindependently,assumeliabilities,andareentitledtosigncontractswithotherunits;（3）会计上独立核算，能够编制资产负债表。Theyarefinanciallyindependentandcompiletheirownbalancesheets.2、产业活动单位（年报中调查基本情况，生成名录库）Industrialestablishments.TheyappearintheannualreportwithbasicinformationintherelevantNBSdatabase.法人单位所属的产业活动单位，是指具备以下条件的单位：（Definition）（1）在一个场所从事一种或主要从事一种社会经济活动；Theyhaveeachonelocationandareengagedinonekindofindustrialactivityeach;（2）相对独立组织生产经营或业务活动；Theyoperateandmanagetheirindustrialproductionactivitiesseparately;（3）能够掌握收入和支出等业务核算资料（生产核算资料）。Theyhaveaccountsofincomeandexpendituresseparately.3、企业集团（服务业调查中心的年度调查）EnterpriseGroups.TheyareincludedintheannualsurveyofSeviceIndustrySurveyCenter.二、工业统计调查范围ThescopeofIndustrialStatisticsandInquiry按《国民经济行业分类》范围划分，工业生产活动包括3大门类：BasedontheIndustrialClassificationandCodesforNationalEconomicActivities,therearethreemajorcategoriesofindustrialactivities——矿业Mining——制造业Manufacturing——电力、煤气、自来水的生产和供应业Productionanddistributionofelectricity,gasandwater39个二位数编码的行业（大类），191个三位数编码的行业（中类），525个四位数编码的行业（小类）。392-digitlevel,1913-digitlevel,and525four-digitlevelindustries三、工业统计调查方法IndustrialStatisticalMethodology按工业企业规模划分为三种调查方法：Basedonthesizesofindustrialenterprise,NBSadoptsthreedifferentapproaches1、规模以上工业：全面调查Above-Scalefirms:census即全部国有工业企业和年主营业务收入500万元以上的非国有工业企业。Thiscategoryincludesallstateownedenterprises(SOEs)andthosenot-state-ownedfirmswithannualrevenueabove5million(RMB).2、规模以下工业：抽样调查Below-Scalefirms:survey年主营业务收入500万元以下的非国有工业企业和个体经营单位。Surveyfornot-state-ownedfirmswithannualrevenuebelow5million(RMB)andself-employedindividuals.3、大中型工业企业：联网直报LargeorMediumSizeIndustrialfirms:OnlineDirectReporting大中型工业企业划分标准：须同时满足三个条件：ThethreecriterionsofLargeorMediumSizeIndustrialfirms:——大型企业：从业人员数2000人及以上，销售额3亿元及以上，资产总额4亿元及以上；Largesizefirms:withminimum2000employees,300million(RMB)annualsales,and400million(RMB)asset.——中型企业：从业人员数300--2000人以下，销售额3000万元--3亿元以下，资产总额4000万元--4亿元以下；Mediumsizefirms:withthesizeofemployeesequalsorabove300andbelow2000,saleequalorabove30million(RMB)butlessthan300million(RMB),assetequalsorabove40million(RMB)butlessthan400million(RMB).四、规模以上工业全面调查方法Above-Scalefirms:Census1998年开始，对规模以上工业实行全面调查。1998年约为16万家企业，2005增加到28万家，占全部工业增加值的80%。From1998on,NBScensusesallabove-scalefirms.Itcoveredabout160,000firmsin1998,280,000firmsin2005,about80%ofallindustrialvalue-addedactivities.1、调查频率：年度调查、季度调查、月度调查Censusfrequency:annual,quarterly,andmonthly2、调查内容：Censuscontent(1)年度调查：Annualcensus——企业基本情况：企业名称、企业代码、企业所在地和行政区划码、电话号码、登记注册代码、行业代码等。Basicinformation:Name,code,locationandadministrativecode,telephonenumber,registrationcode,industrycode,etc.——企业总产出：工业总产值、其中新产品产值、工业销售产值、其中出口交货值。Totaloutput:Industrialoutput,outputofnewproducts,sales,valueofexports.——财务状况：共69个指标，包括资产、负债、主营业务收入、利润、增值税、工业中间投入、现金流量等方面的指标。Finance:69indices,includingasset,liability,revenueofmajoractivities,profits,value-added-taxes,intermediateindustrialinput,cashflow,etc.——主要产品生产能力：30种产品的年末生产能力Productioncapacityofmajorproducts:about30suchproducts.(2)季度调查：Quarterlysurvey——财务状况调查表：内容包括企业18项主要财务指标。Thetableoffinancialsituations:18majorfinancialindicesofeachenterprise;——主要产品销售、库存、订货调查表：内容包括100多种产品的销售量、库存量、订货量。Thetableonmajorproducts'sale,inventoryandorder:morethan100products——企业能源消费：29种能源品种的购进量、消费量、库存量、加工转换量Energyconsumptionatthefirmlevel:purchase,consumption,inventoryandprocessingof19kindsofenergyproducts.——单位产品能源消耗：19个主要耗能行业的产品的能源单耗Energyconsumptionperunitofproduct:for19majorenergyconsumptionindustries——工业企业水消费量Consumptionofwater(3)月度调查：生产调查表：内容包括工业总产值、其中新产品产值、工业销售产值、其中出口交货值4个价值量指标和400多种产品的生产量。Monthlysurvey:Thetableofproduction:4indicesintermsofRMB(Industrialoutput,outputofnewproducts,sales,valueofexports)andindicesintermsofquantitiesproducedforover400products.3、数据报送Datareporting企业数据报送一般流程：Thegeneralprocedurefirmstoreport:规模以上企业一T区、县统计局一T地市级统计局一T省统计局国家统计局Firms=>NBScountyanddistrictleveloffices=>NBScityleveloffices=>NBSprovincialofficess=>NBSheadquarter五、规模以下工业抽样调查方法Surveymethodoloyofbelow-scalefirms1、调查方法：对规模以下工业企业和个体经营单位实行抽样调查。Method:——对110万家规模以下工业企业，运用随机抽样，按2.1%的抽样比，抽取2.3万家样本企业进行调查,然后推算总体；Usinga2.1%randomsamplefromthe1.1millionindustrialenterprisestoestimatesituationsoftheoveralpopulation.——对全国75万个村级单位的550--600万个个体工业经营户，运用整群抽样，按1.5%的抽样比，抽取1万个行政村的15万个样本进行调查,然后推算总体。Usinga1.5%stratifiedrandomsamplefrom5.5to6millionof750,000viligeleveltoestimatesituationsoftheoverallpopulation.2、调查频率：季度调查frequencyofsurvey:quarterly3、调查内容：Contentofsurvey——规模以下企业调查指标：企业基本情况指标，4个数量指标：期末从业人员数、工业总产值、主营业务收入、下季度从业人员变动数。Below-scalefirms:basicinformation,4quantativeindices(numberofemployeesatperiodend,output,revenueofmajoractivities,expectedquarterlychangesofthenumberofemployees);——个体经营单位调查指标：基本情况，2个数量指标：期末从业人数、营业收入。Self-employedindividuals:basicinformation,2quantativeindices(numberofemployeesatperiodend,revenue);4、企业数据报送一般流程：规模以下及个体工业户样本企业一-地市级调查总队一-省调查总队一一国家统计局Thegeneralprocedureofcollectingfirmdata:Firm
