Notsothetopuniversitiesthatmakeupthe"Russellgroup",however.TheirranksincludethelikesofImperialCollegeLondonandBristolUniversityalongwithOxfordandCambridge.Swampedwithapplicants,onlyhalfofferanyplacesthroughclearing.Theyhaveadifferentproblem:theyneedmoneytocompeteforhighqualitystudentsandacademics,bothBritishandforeign,whocouldbetemptedoverseasbybetterheeledAmericanuniversitiesorfastimprovinginstitutionsindevelopingcountriessuchasIndia.

Higherfeesandexcesssupplyarecausingstudentstolookmorecriticallyatjustwhatdifferentuniversitieshavetooffer.Andthecriticalsituationcouldbecomemoreacute.Thenumberof18-year-oldsinBritainwilldroparound2010anddeclineoverthefollowingtenyears,accordingtogovernmentprojections.
