Abstract

Digitaltrustcanmakeorbreakanorganization.Itisfundamentaltoallenterprisesandisacriticalfactorintheabilitytoinnovate,expandandberesilientinaturbulent,highlyconnectedglobalmarketplace.Digitaltrustbringstogethermanyofthedisciplinesalreadyvitaltoanorganization—security,risk,privacy,quality,compliance,communications,informationtechnology,marketingandoperations.Alltheseareashaveasignificantanddirectimpactonhowothersperceiveanorganization,especiallyitsbrandandreputation,andareintegraltoaddingvaluetotheorganizationanditsfuturedigitaltransformationinitiatives.

Togaininsightsintoglobalapproachesandperceptionsaboutdigitaltrust,ISACA®conductedtheStateofDigitalTrust2023surveyinthefirstquarterof2023.Itisthesecondannualadministrationofthissurveyandcontainsbothyear-over-yearandnewdataexploringareassuchasfamiliarity,priority,confidence,maturity,obstaclesandresponsibilityrelatedtodigitaltrustacrosstheglobe.Inadditiontosurveydatainsights,thereportalsoincludespracticalguidanceandperspectivesfromindustryprofessionals.Itconcludeswithfivekeytakeawaystohelporganizationsstrengthendigitaltrustastheymoveforwardwithdigitaltransformation.

ExecutiveSummary

Nearlyeveryonehasreceivedaphonecallormessagethattheiraccounthassuspiciousactivity,someoneistryingtoopenacreditcardorapplyforaloanintheirnameoracompanythathastheirpersonalinformationhasbeenhacked.Unfortunately,theseincreasinglycommonincidentsdemonstratesocialengineering’sabilitytopreyonpeople.Consumersarealreadydealingwiththefatigueofseeminglynever-endingend-userlicenseagreementsandotherdigitalcircumstancestheycannotfullyunderstand.Theyaretiredoftheirwebactivitybeingaggregatedandsoldtoothersjusttobeincessantlymarketedtoacrosstheirappsandbrowsers.Inourrapidlyevolvingregulatorylandscape,thesepatternscallsuchmarkettrendsandmarketingmisalignmentsintoquestion,ascompromisedpiecesofinformationallowphishing,smishingandvishingattemptstobecomemorerealistic.

Asaresult,newandlong-timecustomers,clients,vendors,employees,regulators,influencersandothersstarttomistrustorganizations.

Thesechallengescanleadtodamagingandtime-consumingproblems,rangingfromannoyingtocatastrophic,forbothprivate-andpublic-sectororganizations.Theycanresultindisruptionofservices,educationshutdown,inabilitytoprocesspayments,exposureofrecords,lossofcustomers,weakenedmarketposition,stockpricedeclines,regulatoryfinesandsanctions,bonddowngrades,shareholderunrest,disgruntledemployeesandhighcostsofremediation,amongothers.

Whentheseproblemsoccur,somecompaniessufferextensivefinancialandreputationalfallout,whileothersweatherthestormandretain,orevenimprove,theirreputationandmarketposition.

Thedifferencebetweenthetwooutcomesishowwellanorganizationnavigatesdigitaltrust.Trustisanessentialcomponentthatmustbeaddressedlongbeforethecustomerrelationshipbeginsandmustremainatoppriorityatalltimes.Asface-to-facetransactionsbecomelesscommon,thedigitalecosystemisnowtheprimaryarenaforconductingbusiness.Customerswanttoknowwhythey

ResultsfromtheStateofDigitalTrust2023surveybuilduponandreinforcewhatwasuncoveredinthefirstreport,conductedin2022.Nowthatthesurveyisinitssecondyear,itisinterestingtoseethatmanyofthedata-driveninsightsremainalignedwithwhatwasfoundpreviouslyandthattrendscanbetrackedyearoveryear.

Digitaltrustisabroadtopicthatgoesbeyond

compliance.Itinvolvestreatingsiloedareasofan

organizationaspartofacohesivewhole.Nearlyall

organizationsareundergoingsomelevelofdigital

transformation,sothisisanidealtimetounderstand

enterprisemotivationandwhatisandisnotworking.

Woventhroughoutthesurvey’sglobalresponses

istheknowledgethatoneofthemostimportant

initiativeswiththebiggestimpactisalsoonewith

possiblytheleastbudgetoutlay—digitaltrust.

Digitaltrusthelpsorganizationsensurethateverythingtheydocontributesto

othershavingtrustinthem—ingoodtimesandbad.Thisconceptdoesnotrequire

significantnewbudgetallocationsoranewC-Suiteposition.Itdoesrecommendanumbrellaapproachoverexistingfunctionstoensuredigitaltrustremainsacohesivefocusinallareas.

WhatIsDigitalTrustandWhyIsItImportant?

Everyinteractionwithacompanyisunique.Itmayinvolvefinancial,demographic,personalorproductinformation,butalltransactionsrequirethatthepartiesestablishandmaintaintrustwitheachother.

Customers,employees,suppliersandotherstakeholdersneedtoknowthattheironlinerelationshipswithanorganizationarereliableandtrustworthy.Thetoleranceforanybreachofdigitaltrustisnearzero.1

Whentransactionsweremostlyconductedinperson,manyfeltthattrustwasbuiltthrougheyecontact,handshakesandphysicalsignatures.Atonetime,thesewereenough,butwithonlineshoppingrevenue

intheU.S.expectedtoexceedUS$1.7trillionby20272and51percentofhybridemployeessayingtheyareconsideringtransitioningtofullyremoteemploymentintheyearahead,3digital-firstworkandtransactionshavebecomethenormalwayofconductingbusiness.

Digitaltrustbringstogethermanyofthedisciplinesalreadycriticaltoanorganization,includingcompliance,security,privacy,communications,informationtechnology,marketingandoperations.Alignmentshouldexistbetweentheseareasbecauseallhaveasignificant,directimpactonhowothersperceivetheorganization—especiallyitsbrandandreputation—andareintegraltoaddingvaluetotheorganizationitselfanditsfuturedigitaltransformationinitiatives.

TogaininsightsandgatherdatafortheStateofDigitalTrust2023report,inJanuary2023,ISACAsentanonlinesurveytoapproximately131,000individualswhoaremembersofISACAorwhohaveearnedoneofISACA’scertificationsorcredentials(e.g.,CISA®,CISM®,CRISC®,CGEIT®,CDPSE™and

CSX-P™).Responseswerecollectedanonymously.Atotalof8,185respondentscompletedthesurvey,withamarginoferrorof+/-1point.Responseratesvariedbyquestion.Thesurveyusedmultiple-choiceandLikert-scaleformats.Thedemographicinformationisshowninfigure1.

Digitaltrustasacohesiveapproachisstillemergingasamainstreaminitiative

amongboardsofdirectors,executivesandprofessionals.Forthepastfew

years,ithasbeenaddressedinhigh-leveldiscussionsasanice-to-havebutit

hasambiguousanddifficult-to-achieveaspiration.Recentbusinesschallenges,

includingnewtechnology,adynamicregulatorylandscapeandworldwideshiftsin

laborforceandconsumerhabits—alongwiththegrowingfrustrationofconsumers,

professionalsandgovernmentofficialsoverrepeatedbreachesoftrust—have

spurredbusinessestomovedigitaltrustintotherealmofamust-have.

Recognizingthisneed,ISACAhastakenstepstodefinedigitaltrustinclear

businesslanguageandworkinpartnershipwithleadingexpertstodevelop

distinct,customizableguidancebasedonwell-definedandexecutedresearch.

FamiliarityWithDigitalTrust

Currently,digitaltrustasaconcepthasmorerecognitionthandigitaltrustasa

term.Only33percentofsurveyrespondentswereextremelyorveryfamiliarwith

digitaltrustasatermpriortobeingshownISACA’sdefinition(seep.9).After

hearingthedefinition,recognitionofthetermdigitaltrustjumpedto55percent.

Fromaregionalperspective,priortobeingexposedtothedefinition,respondents

fromAfrica(42percent)weremorefamiliarwiththetermdigitaltrustthanthose

fromEurope(35percent),Asia(32percent)andNorthAmerica(31percent).

ThoseinIndia(47percent)weremorefamiliarthanthosefromtheotherlargest

countriesrepresentedinthesample:Canada(35percent),theUK(33percent),

theUS(31percent)andJapan(13percent).

AfterlearningofISACA’sdefinitionofdigitaltrust,Africa(68percent)remainsmorefamiliarwiththetermthanOceania(60percent),Europe(56percent),NorthAmerica(54percent)andAsia(51percent).

Acrossindustries,familiaritypriortolearningthedefinitionwasthesameamongfinancial/banking(31percent)andgovernment/military(31percent)professionals.Thoseintechnologyservices/consulting(40percent)wereslightlymorefamiliar.Afterlearningthedefinition,numbersroseacrosstheboardwithfinancial/banking(56percent),government/military(54percent)andtechnologyservices/consulting(60percent)professionals.

Thisindicatesthatpeopleareawareoftheconceptandunderscorestheneedforgreaterexposuretoagloballyaccepteddefinition.Havinganagreed-ondefinitionhelpsreduceconfusionandsupportscommonunderstanding.Itisespeciallyimportantasorganizationsaroundtheworldcontinuetomoveforwardwithacceleratingdigitaltransformationinitiatives—61percentbelievethatdigitaltrust,asdescribedintheISACAsurvey,canbeachievedintheirorganizations.

ImportanceandPrioritizationof

DigitalTrust

While84percentofrespondentsfeelthatdigitaltrustisextremely/veryimportanttoorganizationstoday,and75percentfeelitisrelevanttotheirorganization,fewer(64percent)saytheirorganizationprioritizesdigitaltrustcorrespondingtoitslevelofimportance.Interestingly,91percentofthosecurrentlymeasuringdigitaltrustmaturityfeeldigitaltrustisextremely/veryimportanttotheirorganization.

Whenaskediftheirorganizationcurrentlyprioritizesdigitaltrustcorrespondingtoitslevelofimportance,respondentsfromNorthAmerica(66percent),Asia(65percent)andAfrica(65percent)weresimilarlyalignedthanthosefromEurope(57percent).ThesamequestionfoundthatthoseinIndia(75percent)aremuchmorelikelytoprioritizedigitaltrustthanotherregions.

Morethanthree-quarters(76percent)agreethatdigitaltrustisextremelyorveryimportantto

digitaltransformation.Asnearlyallorganizationsareplanningonincreasingtheirpaceofdigitaltransformation,thisisapositivesignthatbusinessesclearlyunderstandthatthesetwoconceptsneedtoproceedinunison.

DIGITALTRUSTDEFINED

Digitaltrustistheconfidenceintheintegrityoftherelationships,interactionsandtransactionsamongprovidersandconsumerswithinanassociateddigitalecosystem.Thisincludestheabilityofpeople,organizations,processes,informationandtechnologytocreateandmaintainatrustworthydigitalworld.

Many(82percent)feelthatinfiveyears,digitaltrustwillbemoreormuchmoreimportantintheirorganizationthanitistoday.Still,only24percentareplanningtoincreasebudgetsfordigitaltrust-relatedareasinthenextyear.Thisisunderstandable,asmanydigitaltrustinitiativesarefocusedonbreakingdownbarriersamongestablishedsiloedareasandcreatingacohesivelens,orumbrella,thatensuresallareasareworkingtogetherandtheorganizationhasasolidfoundationofdigitaltrust.

Developinganindependent,publiclyavailabledigitaltrustscorefororganizationsisimportant.Globalprofessionalsacrossmanyorganizationshavebeendiscussingthesubjectforalongtime.Thisscalecanserveasavaluabletooltoholdorganizationsaccountablefortheiractions,butitneedstohavegloballyconsistentreviewstandardsandscope,aswellasanautomatedmeasurementmechanism.Forexample,ahighlyratedorganizationmayhaveaseriousnegativeincidentthatrequiresitsscoretodropseveralpointsinamatterofminutes.Assessmentandreviewparametershavetobeactiveinrealtime.

Fromaregionalperspective,Africa(94percent)showsthehighestlevelofagreementthatdigitaltrustisimportanttoorganizations,closelyfollowedbyOceania(91percent).ThisisstatisticallysignificantoverLatinAmerica(86percent),NorthAmerica(84percent),Asia(82percent)andEurope(82percent).RespondentsinIndia(90percent)ratedigitaltrustasextremely/veryimportant,whichishigherthantheotherlargestcountriesinthesample—Canada(85percent),theUK(85percent),theUS(84percent)andJapan(68percent).

Fromanindustryviewpoint,thereisalsoahighlevelofimportanceattributedtodigitaltrustamong

professionalsinfinancial/banking(86percent),government/military(84percent)andtechnologyservices/consulting(84percent).

Whenconsideringscoring,70percentindicateitisextremely/veryimportantfortheirorganizationtobeindependentlygradedondigitaltrustpracticeswithresultsmadepubliclyavailable.Inaddition,81percentagreethatorganizationsthatcandemonstratetheircommitmenttodigitaltrust(e.g.,withahighscoreorratingfromanindependentthird-partyassessment)willultimatelybemoresuccessful.Thisincreasesto89percentamongthosewhocurrentlymeasuredigitaltrustmaturity.

Whydosomeorganizationsrecoverandmaintainloyaltyafterone,orevenmultiple,incidentsthatseverelyimpactdigitaltrust?Formany,itrelatesdirectlytothecompany’sactionsandtransparentcommunicationsbefore,duringandafteranincident.Peopletendtounderstandandforgiveacompanyiftheyfeelittookprecautionsandtreatedtheirinformationcarefully.Thesamepeoplemayalsobecomefrustratedandlessforgivingwhentheyperceivecarelessness,lackofattentionandlackofcommunication.

Whydosomeorganizationsrecoverandmaintainloyaltyafterone,orevenmultiple,incidentsthatseverelyimpactdigitaltrust?Formany,itrelatesdirectlytothecompany’sactionsandtransparentcommunicationsbefore,duringandafteranincident.Peopletendtounderstandandforgiveacompanyiftheyfeelittookprecautionsandtreatedtheirinformationcarefully.Thesamepeoplemayalsobecomefrustratedandlessforgivingwhentheyperceivecarelessness,lackofattentionandlackofcommunication.

Questionstoaskwhendeterminingwhysomecompaniesfarebetterthanothersafteranincidentorattackthaterodesdigitaltrustinclude:

•Didthecompanyhavesafety,security,privacyandrelatedpoliciesinplaceandweretheyfollowed?

•Didthecompanyvoluntarilydisclosetheincidentandprovideupdatesinatimelymanner?

•Didthecompanyprovideremediations/solutions/compensationforcustomerlosses?

•Doesthecompanyprovideongoingvalueandinnovationtomeetcustomerneeds?

Surveyrespondentsdididentifycertaintrust-relatedbenefits(igure2)andconsequencesfornothavingastrongdigitaltrustposture(igure3).

TheresponsesweresimilartotheISACAStateofDigitalTrust2022report,withafewbenefitschangingplacesin2023.Positivereputationwasthehighest-rankedbenefitinbothyears,butmorereliabledatarankedslightlyaheadoffewerprivacybreachesandfewercybersecurityincidentsin2023.

ConfidenceandMaturityRelatedtoDigitalTrust

Morethanhalf(53percent)ofrespondentsarecompletelyorveryconfidentinthedigitaltrustworthinessoftheirorganization(figure4).Amongthosethatalreadymeasuredigitaltrustmaturity,thisconfidencejumpsto81percent.

Fromaregionalperspective,LatinAmerica(65percent)hasgreaterconfidenceinthedigitaltrustworthinessofitsorganizationscomparedtoallotherregions:Africa(54percent),NorthAmerica(54percent),Asia(53percent),Europe(50percent)andOceania(43percent).

Professionals’levelofconfidenceinthedigitaltrustworthinessoftheirorganizationvariesbytheindustry:technologyservices/consulting(61percent),financial/banking(59percent)andgovernment/military(44percent).

Measurementofmaturityisconsideredastandardbusinesspractice,butfewerthanoneinfourrespondents(24percent)indicatetheirorganizationcurrentlymeasuresthematurityofitsdigitaltrustpractices,eventhough67percentfeelitisextremelyorveryimportant.Clearly,leadershipisadriverofthis,asamongthosethatmeasuredigitaltrust,55percenthaveaboardofdirectorsthatprioritizesdigitaltrust,and59percentuseadigitaltrustframework.ThesefiguresareinlinewiththefindingsfromtheISACAStateofDigitalTrust2022report.

RespondentsinAsia(28percent)reportedthehighestlevelofdigitaltrustmeasurement,withotherareasfollowingclosely:Africa(26percent),NorthAmerica(23percent),Oceania(21percent)andEurope(19percent).ThoseinIndia(40percent)areoverallmorelikelytosaythattheirorganizationmeasuresdigitaltrust.
