的需求，通过网络利用计算机、通信、电子、多媒体等先进的信息技术，高度理想化地对各馆藏信息资源和网络资源进行综合协作开发和利用的活动。1信息资源的共建共享是未来图书馆开发和利用信息资源的必由之路市场经济的迅猛发展，网络技术的不断更新，信息时代的到来，决定了未来图书馆的发展趋势是实行信息资源的共建共享，关于这一点已经达成社会共识。这是由于：图书馆实行信息资源共建共享是解决知识信息剧增与馆藏力不足这一矛盾的重要途径目前，我国已成功地加入了WTO，世界经济格局开始进行重新定位，同时信息时代的到来，知识信息的与日激增，书刊数量的急剧增长对于信息容量相对较大的每一图书馆来说，由于诸多因素的影响，其收藏力相对低下，对业已产生的知识信息根本不可能尽包尽容，各图书馆孤立地为各类用户提供方便快捷的信息服务愈显力不从心。况且各图书馆各自为政，固定用户对现有馆藏的利用率不高，对信息资源的浪费极为痛心。例如我校图书馆自97年以来购置的数10万元的学术期刊光盘，极少有人问津，但是，相对迫切需要此类信息资源的其他用户，只能望而兴叹。还有就是用户普遍需求的同类信息资源，各图书馆竞相购置，以满足当地用户的需要，造成目前这种对文献信息资源的低水平重复购置的局面。因此，统一筹划、多方位、多渠道、立体化合理共建共享信息资源正是解决这一矛盾的重要途径。随着社会的发展，科学技术的不断进步，用户对信息资源的需求方式及内容也产生了根本性的变化。用户不再满足于单一的馆藏信息服务，迫切需要的是内容新颖全面、类型完整、形式多样、来源广泛的信息。用户的这种全方位、综合化的信息需求，显然不是一个图书馆所能够满足的，多个信息单位协作进行信息资源共建共享已成为信息服务界急需解决的问题。用户对知识信息的需求还反映在要求所需信息的电子化、网络化，这就需要图书馆加强对文献信息资源的电子化组织和迅速实现网络化的工作，通过对知识信息进行分析、综合、整序，以新的、序列化的知识单元提供给用户。如果每个图书馆单独进行这些工作，是远远不能满足用户需求的。2网络环境下影响图书馆信息资源共建共享的因素网络为图书馆提供了一个全新的信息环境。Internet网、中国教育科研网以及中国信息网的开通与互联，为图书馆信息资源共建共享提供了良好的条件，特别是Internet网成功地采用了TCP/IP（传输控制协议和网际互联协议），TCP/IP采用的互交换技术，解决了不同硬件平台、不同网络产品和不同操作系统之间的兼容性问题。任何计算机只要采用TCP/IP协议与因特网中的任何一台主机通信，都有可能成为因特网的部分，进行大规模的网络互联，自由地选择利用各种网络服务，顺利地实现信息资源的共建共享。部分国家或地区图书馆相继协议协作，不断推进着图书馆信息资源共建共享的进程。联合国教科文组织在《公共图书馆宣言》中提出的“开放”思想，在促进我国图书馆信息资源共建共享由封闭向开放，由被动向主动，由浅层向深层，由粗放向效益密集转变的过程中起到了积极的推动作用。我国图书馆信息资源共建共享是从20世纪50年代国务院批准公布《全国图书馆协调方案》起开始的，但那时信息资源的共建共享还处在萌芽阶段，从20世纪90年代开始，信息资源的共建共享注入了虚拟图书馆和跨行业通过网络协作的特征。如1999年1月，由中国国家图书馆召集，全国各行业系统的图书情报机构在北京发出了《全国文献信息资源共建共享倡议书》并共同签署了《全国图书馆馆际互借公约》。管理体制的滞后制约着图书馆信息资源共建共享的进一步发展。管理体制是图书馆信息资源共建共享的关键因素，起着统筹规划、全面协调的作用。图书馆的管理决定着信息资源共建共享的活动能力、
