智慧人行横道安全警示系统技术规范
1范围
本文件规定了智慧人行横道安全警示系统(以下可简称为“系统”)的分类与型号编制规则、技术
要求、试验方法、检验规则、安装和运行、交付文件。
本文件适用于单个智慧人行横道安全警示系统。
2规范性引用文件
下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。其中,注日期的引用文件,
仅该日期对应的版本适用于本文件;不注日期的引用文件,其最新版本(包括所有的修改单)适用于本
文件。

3术语和定义
下列术语和定义适用于本文件。
3.1
智慧人行横道安全警示系统safetywarningsystemforsmartpedestriancrossing
通过检测无信号灯控制的人行横道、机动车道等区域内的行人和机动车,识别交通饱和程度,评估
行车安全风险等级,按不同风险等级分区域(车道)警示行人和机动车安全通行的系统。
注:人行横道也称斑马线。
3.2
警示灯warninglight
安装在人行横道或机动车道等区域,发出红色、黄色(包括黄闪)或绿色光色,用于警示交通参与
者安全通行的灯光装置。

4分类与型号编制规则
4.1分类
系统按功能分为:
——A类:只具有安全警示功能,由行人和机动车检测、警示等硬件单元和应用软件单元组成;
——B类:同时具有安全警示和行人、机动车通过人行横道记录功能,由行人和机动车检测、警示
及记录等硬件单元和应用软件单元组成。
4.2型号编制规则
系统的型号编制应符合图1规定,由企业简称、系统简称、系统分类、检测和记录的车道数、扩展
号组成。

5技术要求
5.1一般要求
5.1.1外观
系统各部件外表应光洁、平整,不应有凹痕、划伤、裂缝、变形等缺陷。金属机壳表面应有涂镀等
防锈、防腐蚀处理措施,涂镀层不应有起泡、龟裂、脱落等现象。
5.1.2铭牌及标识
铭牌及标识应固定在系统主机或主要部件的醒目位置,且能永久保持。铭牌应至少标出制造商名称、
系统型号以及执行标准号;标识应至少包括检测和记录的车道数。
5.1.3电气
系统的电源额定值应为AC220V、50Hz。系统应安装独立的电源控制开关、保护接地端子、防雷
装置以及过载、漏电和短路保护装置。
5.2功能要求
5.2.1行人和机动车检测
5.2.1.1系统应能检测人行横道区域(按对应车道划分检测区域)、行人等待区域(进入或离开人行横
道2m内区域)、安全岛区域(如有)的行人,检测区域划分示例见图2。

5.2.1.2系统应能检测双向所有车道及车道停止线后20m范围内的机动车,并按车道划分检测区域。

5.2.1.3系统应能实时统计各检测区域的行人和机动车数量,统计准确率应不小于99%。
5.2.2安全警示
5.2.2.1警示方式
5.2.2.1.1系统应能根据检测区域行人和机动车统计数量识别交通饱和程度,按表1要求警示。

5.2.2.1.2交通非饱和状态时,系统应能根据各检测区域的交通状况判断通行风险等级,按不同风险
等级分车道警示机动车通行。通行风险警示等级见表2,通行安全警示情景模拟示例见附录A。

5.2.2.2警示灯
5.2.2.2.1行人警示灯发光强度和色度性能应符合GB14887的要求,结构稳定性应符合GB/T31446
的要求。
5.2.2.2.2机动车警示灯色度性能应符合GB14887的要求,基准轴上的发光强度应不小于145cd,
且不大于450cd。
5.2.2.2.3机动车警示灯底部边长或直径应不小于300mm,边长允差±2mm;位于路面以上的高度应
不大于50mm。
5.2.2.2.4机动车警示灯所警示的车道上在前方无遮挡的情况下,机动车驾驶人处于表3规定的范围
内时应能清晰观察到警示灯。

5.2.2.2.5机动车警示灯的抗压荷载应不小于500kN。
5.2.2.2.6机动车警示灯整体抗冲击性能应符合GB/T24725的要求。
5.2.3数据传输和远程维护
5.2.3.1系统应具备联网数据传输和现场数据下载功能,数据传输应具有防丢失、防篡改等功能。
5.2.3.2系统应能通过网络实现远程监控、远程访问和远程维护。
5.2.4行人和机动车通过人行横道记录
5.2.4.1行人和机动车通过人行横道的行为记录、图片记录、信息记录和计时误差应符合GA/T1244
的要求。
5.2.4.2系统应具备号牌识别功能,号牌识别应符合GA/T497的要求。
5.2.4.3系统宜具备机动车速度测定功能,测速范围和测速误差应符合GB/T21255的要求。
5.2.4.4系统宜具备视频记录功能,记录应符合GA/T995的要求。
5.3电气安全性能
系统的电气安全性能如电源适应性、绝缘要求、耐压要求、接触电阻、接地要求应符合GA/T1244
的要求。
5.4电磁抗扰度性能
系统的静电放电抗扰度、电快速瞬变脉冲群抗扰度、浪涌(冲击)抗扰度、电压短时中断抗扰度应

符合GA/T1244的要求。
5.5环境适应性能
5.5.1.1机动车警示灯外壳防护等级应符合GB/T4208规定的IP67要求,系统其他部分外壳防护等级
应符合GB/T4208规定的IP53要求。
5.5.1.2系统的高温(运行)、低温(运行)、恒定湿热(运行)应符合GA/T1244的要求
5.5.1.3室外机箱和防护罩的盐雾适应性应符合GA/T1244的要求。
5.5.1.4系统的振动(正弦)、冲击(半正弦)适应性应符合GA/T1244的要求。
6试验方法
6.1试验条件
如未标明特殊要求,所有试验均在下述条件下进行:
a)环境温度:0℃~+40℃;
b)环境相对湿度:45%~90%;
c)系统供电电源:AC220V、50Hz。
6.2一般要求检查
6.2.1外观、铭牌及标识检查
目视检查系统的外观、铭牌及标识。
6.2.2电气检查
系统通电后,检查其能否正常工作;目视(必要时使用器具)检查系统电源控制开关、保护接地端
子、防雷装置以及过载、漏电和短路保护装置。
6.3功能测试
6.3.1行人和机动车检测功能试验
6.3.1.1在天气晴朗无雾的条件下,试验人员从系统检测区域任意选择来向或去向通过人行横道,通
过调试软件查看系统的行人检测结果。
6.3.1.2试验车辆以道路设计车速从受试系统检测区域按不同行车道位置通过,通过调试软件查看受
试系统的机动车检测结果。
6.3.1.3上述测试次数应不少于20次,计算行人和机动车数量统计准确率。
6.3.2安全警示试验
6.3.2.1警示方式试验
6.3.2.2试验人员和实车模拟交通状态,试验次数不少于5次,查看系统工作情况。
6.3.2.3系统正常工作时,目视检查行人和机动车警示灯颜色切换。
6.3.2.4警示灯试验
6.3.2.4.1警示灯色度和发光强度试验按GB14887的规定进行。

6.3.2.4.2行人警示灯结构稳定性试验按JT/T817的规定进行。
6.3.2.4.3测量机动车警示灯长度尺寸和位于路面以上高度尺寸时,用分辨力不低于0.02mm的游标
卡尺测量,每个试样、每个参数测量3次,取算术平均值为测量结果。
6.3.2.4.4机动车警示灯视距测试时,在环境照度大于50000lx的晴天,测试人员(正常人,矫正视
力1.0及以上)驾驶机动车按5.2.2.2.4的要求观察警示灯并辨识颜色。
6.3.2.4.5机动车警示灯抗压荷载和整体抗冲击性能试验按GB/T24725的规定进行。
6.3.3数据传输和远程维护功能检查
6.3.3.1用计算机模拟指定数据中心,并通过网络与受试系统连接,测试联网数据传输功能。测试中
可模拟网络中断故障。视频数据联网测试按GB/T28181的规定进行。
6.3.3.2人工现场数据下载,并通过计算机检查下载日志信息。
6.3.3.3连接网络,检查系统远程监控、远程访问和远程维护功能。
6.3.4行人和机动车通过人行横道记录功能试验
6.3.4.1行人和机动车通过人行横道的行为记录、图片记录、信息记录和计时误差试验按GA/T1244
的规定进行。
6.3.4.2号牌识别试验按GA/T497的规定进行。
6.3.4.3机动车测速试验按GB/T21255的规定进行。
6.3.4.4视频记录试验按GA/T995的规定进行。
6.4电气安全性能试验
系统的电源适应性、绝缘、耐压、接触电阻、接地性能试验按GA/T1244的规定进行。
6.5电磁抗扰度性能试验
系统的静电放电抗扰度、电快速瞬变脉冲群抗扰度、浪涌(冲击)抗扰度、电压短时中断抗扰度性
能试验按GA/T1244的规定进行。
6.6环境适应性能试验
6.6.1外壳防护等级试验按GB/T4208的规定进行。
6.6.2高温(运行)、低温(运行)、恒定湿热(运行)、盐雾性能试验按GA/T496的规定进行。
6.6.3振动(正弦)、冲击(半正弦)适应性能试验按GA/T496的规定进行。
7检验规则
7.1检验分类
系统的检验分型式检验和出厂检验。
7.2型式检验
7.2.1检验条件
有下列情况之一时,应进行型式检验:
a)产品新设计试生产;

b)新产品投产或老产品转厂生产的试制定型鉴定;
c)产品长期停产后复产;
d)结构、材料或工艺有重大改变,可能影响产品性能。
7.2.2检验要求
进行型式检验需由申请者提供:
a)说明书中应给出详细的操作、维护、维修说明、接线图或电气原理图,还应给出会影响使用者
人身安全的有关提示信息;
b)试验用系统;
c)其他试验用系统部件。
7.2.3结果判定
按表4的规定进行型式检验,如果有一项试验不符合要求,则判定该型号系统型式检验不合格。

7.3出厂检验
出厂检验由生产厂家按表4进行,如有不合格项应进行返工或返修。
8安装和运行
系统的安装和运行应满足以下要求:
a)机动车警示灯应安装于车道路面,行人警示灯应安装于行人等待区域、安全岛区域(如有);
b)安装应满足正常通行机动车、行人的安全性要求。如机动车警示灯应选择合适的路面安装位置,
不妨碍机动车的正常通行;行人警示灯应选择合适的高度安装,应具有行人防碰头、防撞等措
施;系统机箱安装不应妨碍行人通行,应具有行人防绊、防撞等措施;
c)安装应考虑设备与路口或路段的协调性,宜从颜色、尺寸、外观形状等方面与周边环境相匹配;
d)系统正式投入使用之前,应安排系统试运行,时间应不少于1个月;试运行结束后,完成相应
的试运行报告;
e)安装完成投入使用后,硬件设备应具备一定的防盗措施。

9交付文件
9.1系统交付时应提供包括但不限于以下文件并封装好:
a)系统运维手册(宜含运维使用手册、日常维护记录表、硬件维修更换表、软件版本维护表、巡
检报告单、技术培训报告单等);
b)产品合格证;
c)设备参数配置表;
d)竣工图纸。
9.2产品合格证应符合DB43/T2203的规定。
