damagehasbecomeaseriousnationalproblem.TwoApproachestoFloodControlThere

aretwobasicapproachestofloodcontrol.Oneistominimizetheextentoffloodingby

buildingdams,reservoirs,levees(防洪堤),andotherengineeringworks.Theotheristo

preventfloodsbyconservationpracticesdesignedtoholdthewaterwhereitfallsinthe

headstreamsandwatersheds.Engineersinancienttimesbuiltearthenmoundstokeep

backfloodwater.Suchartificialembankments(堤防),calledlevees,heldChineserivers

incheckforcenturies.ThismethodwasfollowedincolonialAmerica.NewOrleansbuilt

aleveeforprotectionfromtheMississippiRiverearlyinthe1700s.Thestatesintensified

leveeconstructionontheMississippiinabout1850.ModernLcvccBuildingBecausea

leveeatonepointconfinesthewaterthereandraisesthepeakoffloodwatersupstream

anddownstream,leveesoncestartedusuallyhavetobebuiltatallthelowpointsofa
