INTRODUCTION

1.于2013年1月1日生效的经修订的MARPOL附则V,除非附则明确许可,

禁止将任何种类的垃圾排放入海.

2oMARPOL附则V规定，除了MARPOL附则V第3.4.5和6条的特殊许

可外，禁止排放一切垃圾.MARPOL附则V推翻了历史上按垃圾性质来认定

哪些垃圾可以排放入海的规定方式以及距岸距离的定义.第7条规定了应急

和非正常情况下的例外情况。原则上排放限于食品废弃物、标明的货物残余、

动物尸体以及洗涤水中包含的标明的对环境无害的清洁剂、添加剂和货物残

余.建议船舶使用港口接收设施作为排放所有垃圾的首选方式。

4.本计划的主要目标是帮助船东、船舶经营人、船员遵循载于附则V中的要

求和有关国内法规。

5o本计划根据国际海事组织制定的《经1978年议定书修订的1973年国际

防止船舶造成污染公约》(以下简称MARPOL73/78公约)经修订的附则V第

10条的要求和我国有关规定编写的。

6.本计划包括了国际海事组织制定的“2012年垃圾管理计划编制指南”所要

求的全部资料和操作程序。并参考了其它利于船上垃圾处理的技术指南如:

IS021070“船上垃圾管理和处理标准”.

7o本计划是为本船船员在船上使用，以船员使用的工作语言和英文编写。

第一章《垃圾管理计划》实施人员职责

本船《垃圾管理计划》实施总负责人是本船船长，其主要职责是：

(1)(a)总长度为12m或以上的船舶和固定或浮动平台均应张贴告示以

使船员和乘客知晓本附则第3.4.5和6条中适用的排放要求。

(a)每次排放入海或至接收设备或完成的焚烧作业都应立即记录在《垃圾

记录簿》中，并在焚烧或排放的当天由负责的高级船员签字.《垃圾记录簿》

每记完一页都应由船长签字。《垃圾记录簿》的每项记载应至少用英文、法

文或西班牙文书写。如果这些记载也使用该船船旗国的官方语言书写,在发生

争执或有不同意见时，以船旗国的官方语言的记载为准。

烧或排放垃圾的估计数量；

或落失的地点、情况和原因、排放或落失的物品细目、以及为防止或尽量减

少这种排放或意外落失业已采取的合理预防措施。

(4)主管机关可以对下述船舶免除《垃圾记录簿》要求

(i)核准载运15名或以上人员，航行持续时间为lh或以下的船舶；或

Anyshipengagedonvoyagesofone(1)hourorlessindurationwhichis

(ii)从事海床勘探与开发的固定或浮动的平台。

(5)本公约缔约国政府的主管机关，可检查停靠其港口或近海装卸站的适

用本规定的任何船舶的《垃圾记录簿》或船舶的正式航海日志，并可将记录

簿或日志中的任何记录制成副本并要求船长证明该副本是该项记录的真实

副本.这种经船长证明为船上《垃圾记录簿》或船舶的正式航海日志中某项

记录的真实的副本在任何法律诉讼中应作为该项记录中所述事实的证据。主

管机关根据本项规定对《垃圾记录簿》或船舶的正式航海日志的检查和制作

确证无误的副本应尽速进行，并不应对船舶造成不当的延误。

lo为了确保经济效益和环境保护，船舶垃圾管理人员应合理调节以下工作

2O当船舶提出供应备件/伙食时，航运公司应在早期阶段鼓励供应商去除、

减少包装，限制产生船舶垃圾.

3.船上的垃圾种类，部分根据MARPOL73/78附则V规定进行分类.但有些可

根据地区、国家或地方，另分类，如：生活、航行、货物、食品、检修方面所

产生的垃圾。

船舶的垃圾按MARPOL73/78附则V第10条的规定，下方第4.1段将垃圾

分成9大类。

4.3垃圾数量

船上的垃圾数量应以立方米估算，如有可能应按类别分别估算.垃圾记录簿中

含有垃圾估算量的许多参考数据.认识到垃圾数量估算的精确度还需诠释。垃

圾加工处理前后的体积估算会有所不同，有些加工处理程序可能无法对体积

进行有用的估算，比如持续的食品废弃物处理，因此在填写记录和诠释记录

时应考虑到这些因素。

体说明所转移的垃圾估计量的收据或证明.该收据或证明须与《垃圾记录簿》

一起在船上保存2年.

5o船舶垃圾管理原则及减少垃圾的措施

Theprincipalofgarbagemanagementandthemeasurestakentoreducegarbage

(l)MARPOL附则V第3条规定禁止将垃圾排放入海。在满足一定的条件下,

允许将食品废弃物、动物尸体、货舱、甲板和外部洗涤水中包含的清洁剂和

添力口剂和被认定为对海洋环境无害的货物残余排放入海。

第五章垃圾收集程序

1船舶垃圾的收集、分类及收集容器

Suitablereceptaclesforcollectionandseparation

为了收集和分类，船上在餐厅、厨房、卫生间、盥洗室、船员生活区走廊、

机舱、和甲板等处所设置了适当的有明显标志的收集容器。

材料为来源，各部门管理人员分类收集；
